1. Situation. To publish Marine Corps policy on the administration of individual uniform clothing and clothing allowances.

2. Cancellation. MCO P10120.28F, MCO 10120.56B, chapter 6 of MCO P4400.151B, and the Memorandum of Understanding (MOU), dated 10 Oct 00, between the Deputy Commandant for Installations and Logistics (DC, I&L) and the Deputy Commandant for Manpower and Reserve Affairs (DC, M&RA) for Operation and Management of Marine Corps Military Clothing Sales Store (MCSS) Facilities.

3. Mission. Commanders will take action as necessary to disseminate the information contained herein and to administer ICR per this Manual.

4. Execution.

a. Commander's Intent and Concept of Operations

(1) Commander's Intent. To ensure that individual uniform clothing and clothing allowances are appropriately administered and provided to authorized personnel, per references (a) and (b).

(2) Concept of Operations. This Manual should be used in conjunction with individual clothing allowances published annually in reference (c), and other current regulations and directives to ensure compliance with policies and procedures outlined in this Manual.

b. Subordinate Element Missions. Refer to chapter 1 of this Manual.

c. Coordinating Instructions. This revision contains a complete rewrite of the ICR and incorporates policy previously published in the Logistics Support of Marine Corps Uniform Clothing and Textile (C&T) Programs (MCO 10120.56B); and, therefore, should be reviewed in its entirety.

5. Administration and Logistics

a. The currency, accuracy, and completeness of this Manual and its distribution are the responsibility of CMC (LPC).

b. The maintenance and upkeep of this Manual are the command's responsibility.

c. Recommendations concerning the contents of this Manual are invited and should be forwarded to the Commandant of the Marine Corps (LPC) via the appropriate chain of command.
