Department of Licensing’s Abandoned RV ProgramRecreational Vehicle (RV) = Motorhome, Travel Trailer, and Camper.Costs accrued after 05/01/2019 are eligible for reimbursement!General informationEach business must register for a Statewide Vendor number before DOL can process a reimbursement for your business. Registration instructions and application form is located at the O?ce of Financial Management.To receive a reimbursement, your business license must have been active when you provided services. DOL will verify your business license status prior to approving your request. WAC 308-61-197(1)(b).RV type and length are required to determine reimbursement costs. WAC 308-61-215.Each business type must complete their business process before applying for reimbursement. WAC 308-61-197(1)(c).No VIN availableIf no VIN is available, you must submit proof of vehicle measurements with pictures of the RV that include the front box/bumper and back bumper. WAC 308-61-215(2)(d).Motor homesMeasured in feet from the front bumper to the rear bumper, excluding attached storage boxes or trailer or tow hitches.Travel trailersMeasured in feet from the front of the box to the rear bumper, excluding the front trailer tongue, attached storage boxes, or any additional trailer or tow hitches from rear bumper. Fifth-wheel trailers may include the front-cap.CampersMeasured in feet from the front of the cab-over box to the rear of the box, excluding any attached storage boxes or accessories.Documents required by business typeRegistered Tow Truck OperatorsA copy of the completed Abandoned Vehicle Report (AVR) or Junk Vehicle A?davit with the A?davit of Sale section completed as proof of delivery.Certi?cate of Fact indicating the tow truck vehicle class, tow truck hours of service, tow truck license plate number, and number of days stored, if not already included on your invoice.Written record of delivery to a licensed dismantler or authorized disposal site. The AVR or Junk Vehicle A?davit serves as written record if the A?davit of Sale is completed.All receipts and invoices verifying all costs requested for reimbursement.If you pre-pay a licensed dismantler to dispose of an RV, you must also include the following document:Certi?cate of Fact, found on dol., completed by a licensed dismantler stating they will not submit a claim for reimbursement on the RV, and they will properly and completely destroy the RV so it cannot be used as a vehicle again.Wreckers & Salvage ProcessorsA copy of the completed Abandoned Vehicle Report or Junk Vehicle A?davit with the A?davit of Sale section completed as proof of delivery.A copy of the Wrecker/Salvage Processor monthly report. Requests will not be completed until this report is processed by DOL and the vehicle record has been updated to re?ect it is destroyed.A completed Certi?cate of Fact stating vehicle has been properly and completely destroyed (cannot be used as a vehicle again) and the date of destruction.All receipts and invoices verifying all costs requested for reimbursement.If you pre-pay a licensed tow truck business to tow an RV to your business, you must also include the following document:Certi?cate of Fact, found on dol., completed by a licensed tow business stating they will not submit a claim for towing reimbursement on the RV, and they must indicate the tow truck vehicle class, the tow truck hours of service, and the tow truck license plate number used to transport the RV to your business.Contact and email updatesJoin the Abandoned RV Reimbursement Listserv to get the latest RV disposal information by email.
