|1. |WELCOME |Mr Holtzhausen welcomed all the attendants. He emphasised shared responsibility between | |

| | |DOA and the other role players, and that all the role-players must understand their | |

| | |roles on the export programmes. He also indicated that the farmers have the most | |

| | |important role because they need to prepare their products for the special markets. | |

| | |Exporters are responsible for managing the markets. The purpose of the meeting was to | |

| | |decide on criteria of managing phytosanitary risk involved with the exportation of | |

| | |citrus fruit to the special markets. This could be achieved through team work and | |

| | |cooperation. | |

|2. |Attendance/Apologies |Mr Holtzhausen requested all members to ensure that they complete the attendance | |

| | |register so that they could receive the minutes. Apologies received: | |

|3. |CONFIRMATION OF AGENDA |After the confirmation of the agenda, Mr. Holtzhausen indicated to all the attendants | |

| | |that the programme will start with the China Workshop and after that continue with the | |

| | |Citrus Coordinating agenda. | |

|4. |China Workshop |Mr. Chadwick was the chairperson of the workshop. He reported that the main concern is | |

| | |FCM. He further indicated that it is very difficult to control FCM and that it is widely| |

| | |spread all over the whole of South Africa’s citrus production areas. The objective of | |

| | |the workshop was to provide clarity on the export requirements, while getting feedback | |

| | |from exporters/ producers with regard to exports of citrus to China during 2006 (see | |

| | |Annexure 1 below). Carob moth is one of the quarantine pests, and is associated with | |

| | |mealybugs and mainly on Grapefruit. He explained the procedure used for selecting at | |

| | |short notice the approved 393 orchards. DoA PH in collaboration with APIS would liaise | |

| | |with DoA Quality Assurance regarding FBO codes: if non-updated codes are included in the| |

| | |present approved list, they should be retained as phytosanitary codes despite DFSQA’s | |

| | |updating process so as to build trust with AQSIQ. According to the protocol, AQSIQ | |

| | |inspectors will visit SA in June 2008. However, CGA requests DoA to communicate with |DoA: PH & APIS |

| | |AQSIQ and invite the inspectors to visit SA in February 2007 for approval of additional | |

| | |Mr Silimela gave a presentation on the China protocol (see Annexure 2 below). | |

| | |He reported that AQSIQ inspectors were impressed with the setup of SA citrus production |DoA: PH & APIS |

| | |areas and facilities. However, scouting and records need to be improved especially for | |

| | |Carob Moth, orchard sanitation needs to be improved, and more traps should be placed | |

| | |Sean Moore (CRI) gave an update on research status re FCM. | |

|5 |Overview of 2005/2006 and perspectives for the 2006/2007|Mr Möller reported that 20 PUCs were suspended due to fruit flies, false codling moth, | |

| |export season |grain chinchbug and mealybug strikes for citrus to USA. He also provided a presentation | |

| | |on the following (see Annexure 3 below): | |

| | |Exporters need to remind producers about the status of PUCs regarding the CBS blacklist | |

| | |of orchards and procedures for reinstatement. Mr Möller also reported the problems | |

| | |encountered during 2005/6 w.r.t the EU market and their possible solutions (See Annexure| |

|5.1 |Report regarding experienced problems and solutions | | |

|5.2 |Perspective of different role players/ stakeholders | | |

|5.2.1 |Growers |Mr. P Nortje indicated that certain producers were not included in China programme and | |

| | |that every producer must have the opportunity to export. The industry also congratulated| |

| | |CGA and DoA for the role they played in getting the China programme up and running. FCM | |

| | |is all over SA, and it must be managed to keep the level down. Growers’ knowledge must | |

| | |be improved in order to comply with special market requirements. The growers need to | |

| | |abide by the standards for fruits that are going out of SA. DoA should have more direct | |

| | |contact with the Citrus Industry in order to provide advice on phytosanitary issues | |

|5.2.2 |Pack houses |Mr. C Theron emphasised FCM as a problematic pest that will hinder producers to | |

| | |participate in the special markets. He noted the importance of timely inspections, | |

| | |namely before a pack house starts packing for a specific market, and for harmonisation | |

| | |of standards at the various ports. For more information, please contact | |

|5.2.3 |Exporters |Mr. Morgan indicated that almost all the producers are experiencing the same problems. | |

| | |Problems experienced include: | |

| | |- Uncertainty of the strike system used, e.g. for Iran | |

| | |- Need to use the right shipping lines for Japan in terms of choosing those with | |

| | |reliable equipment | |

| | |- Steri failure on loading for Korea | |

| | |- Confusion on consignment sizes | |

| | |-Consignments placed on hold for long periods for mealybug identification. However, they| |

| | |were also happy about export volumes and thank everyone for driving new market access. | |

|5.2.4 |Shippers |Mr. Cardona reported that more problems were experienced, and these include: | |

| | |Rejection due to low quality of pallets – pallet deterioration | |

| | |Late submission of documents, caused delays | |

| | |Ships arrived on time but fruits were not ready to be packed. | |

| | | | |

| | |Ms Heidi Rousseau added that other problems were: | |

| | |Not knowing were fruit is going / port of discharge, which caused time delays and | |

| | |unnecessary expenditures. | |

| | |The Canterbury Star problem caused by the wrong date on PPECB stamp which no one noticed| |

| | |in time. | |

| | |She recommended that JPQ should be given guidelines on more effective working | |

| | |procedures, and that the protocol be updated in terms of loading hours being extended in| |

| | |future. | |

|5.2.5 |PPECB |Mr. Bernard Henning provided a presentation on cold treatment cold treatment | |

| | |specific matters agreed to by the members, particularly in regard to the export and | |

| | |marketing of Southern African Citrus. He further indicated the objectives as follows: | |

|5.2.10 |Tariff 2007/2008 |Registration tariff is R400 per PUC/PHC/Inspection point for the current year (i.e. to | |

| | |31 March 2007). | |

|6 |FBO registration |Food Business Operators (FBO) registration is done to allocate the FBO codes (PUC, PHC, | |

| | |etc) needed to ensure traceability in the food industry, and some of these codes are | |

| | |used to register the production units, pack houses, etc for special markets. FBO | |

| | |registration is not an automatic confirmation that a facility is registered for special | |

| | |markets. The producer has to apply for special market registration, and approval is | |

| | |based on compliance with specific requirements of the relevant importing country (ies). | |

| | | | |

| | |The proposal of fixing PUCs/PHCs on approved phytosanitary registration lists for a | |

| | |specific period (i.e. not immediately updating them in accordance with the DFSQA FBO | |

| | |database) so as to build trust with importing countries, will be put forward to Ms | |

| | |Hanlie Wessels. | |

|7 |Registration of production units, packhouses and |Mr. Tshikhudo provided a presentation regarding the importance and objectives of | |

| |inspection points, criteria for 2006/2007 |phytosanitary registration, as well as procedures to be followed when registering | |

| | |production units, packhouses, and inspection points for exports of citrus to the special| |

| | |markets. He pointed out that registration is a confirmation that a production unit, | |

| | |packhouse and inspection point comply with special market requirements that are | |

| | |stipulated on the protocols. It is a shared responsibility amongst the producers, | |

| | |exporters and DoA (see Annexure 11), wherein the producers are making sure that they are| |

| | |complying with special requirements. Exporters are advising the producers about the | |

| | |special market requirements; while DoA is verifying the list of complying facilities for| |

| | |exports to the special markets, and provides the official requirements on its website. | |
