Accomplishments and Career History

• Led the concept and drafting of Canada’s private sector privacy law, PIPEDA.

• PhD University of Toronto, Faculty of Information (2018), dissertation on the struggle for privacy at ICANN, the Internet Corporation for Assigned Names and Numbers, to protect personal information in the Domain Name System.

• Recognized international expert in privacy and data protection, and the social impact of technology In-depth knowledge of information technology issues, risk analysis and strategies to minimize negative privacy impacts and policy failure.

• Experience in Canadian federal government for over 30 years spanning program management and delivery: policy development and consultation; communication and consultation processes; planning, developing, and delivering public education programs and materials; project management and financial planning; operational risk management and quality management; legislative drafting and parliamentary processes; federal-provincial relations; international relations and trade negotiations; providing strategic advice to senior management in all of the above.

• Extensive experience in working with civil society, as member of Advisory Board of the Electronic Privacy Information Centre (EPIC), Volunteer at ICANN in the Noncommercial Stakeholders Group, (currently Chair), former Board member of the Ethics Practitioners Association of Canada, and many others.

Recent experience

Director, Integrity Transformation and Partnership Development, Integrity Services Branch, Service Canada (2012-2013). Responsible for managing teams tasked with developing information sharing agreements with other organizations, including international partners, and transforming the detection and management of risk in social programs.

Coordinator, Access to Information and Privacy, Department of Public Works and Government Services (2011-2012), managed a change agenda in an organization in response to a recent crisis.

Manager, Values and Ethics, Governance, Policy and Planning, Office of the Chief Human Resources Officer, Treasury Board Secretariat (2010-2011) managed a team tasked with developing, achieving approval, and tabling in Parliament a new Code of Values and Ethics for the public sector, and a new Conflict of Interest Policy.

Director General Risk Management, Integrity Services, Service Canada (2008-2009) managed the Integrity Branch risk management function, including the policy, quality, and risk management functions.

Director, Research and Policy, Office of the Privacy Commissioner (2005-2007), managed a research contributions program to promote the development of research excellence in Canada on cutting edge privacy issues, directed the development of program and content for a highly successful International Data Commissioners Conference, September 2007, directed research, policy, and guidance for the Office. Developed a new technical division in the Research branch to provide technological analysis and risk assessment.

President, Digital Discretion Inc. (2002-2005, inactive 2005-2013, active 2014), providing practical advice, policy development, training and implementation of privacy law and policy to companies, government, and civil society, domesticly and internationally.

Chief Privacy Officer, Zero Knowledge Systems Inc. (2000 – 2002). First CPO named in Canada, responsible for implementation of privacy policies within the company, providing input to the development of software tools and strategic advice to executive team, led an expert group reporting to European standards organizations (CEN/ISSS) and the EU Commission on the utility of standards in implementing the EU privacy directives, founding member of Canadian Council of Chief Privacy Officers, Board member of International Association of Privacy Professionals (IAPP).

Director, Privacy Policy, Electronic Commerce Task Force (1997-2000), responsible for the development of privacy policies in the context of technologies, legislation, standards and public education. Developed and led, over 5 years, the legislative initiative in privacy at Industry Canada which resulted in PIPEDA. Activities included research, drafting of a memorandum to Cabinet and legislation, public consultations across Canada, industry and federal-provincial liaison, parliamentary process, and representing Canada’s interests internationally, speaking at international conferences, serving as Vice-chair of the OECD Working Party on Information Security and Privacy, developing and presenting international policies consistent with our trade and policy objectives.
