3.1 GREATER BOSTON TRANSMISION PROJECT – LEVEL III (66.6% VOTE)

ES-16-T05 – Transmission notification from Eversource Energy (ES) for the

installation of a new 25 mile long 345 kV overhead line from Eversource’s Scobie

Pond Substation, in Londonderry, NH to National Grid’s Tewksbury 22A Substation,

in Tewksbury, MA. The Eversource portion of the new line is 9.8 miles. A new

345 kV bay connected to the existing breaker-and-half bus arrangement will be

constructed at Scobie Pond Substation with a circuit breaker on either side of the new

circuit. Proposed in service date of the project is December 2017.

ES-16-T06 – Transmission notification from Eversource Energy (ES) for the

installation of a new 8 mile 345 kV underground cable circuit from Eversource’s

Woburn Substation, in Woburn, MA to National Grid’s Wakefield Junction Substation,

in Wakefield, MA with 160 MVAr variable shunt reactors at each terminal. Expand the

345 kV switchyard at Woburn Substation to be a breaker-and-a-half substation with

four bays. NEP-16-T02 covers the National Grid portion of the project. Proposed in

service date of the project is December 2018.

ES-16-T07 – Transmission notification from Eversource Energy (ES) for the

addition of a new 115 kV overhead line from Eversource’s Sudbury Substation

to Hudson Light & Power’s Forest Avenue Substation and adding one 115kV breaker

(#7) at Sudbury Substation. HLPD-16-T01 covers the Hudson Light & Power

Department portion of the project. Proposed in service date of the project is

December 2018.

ES-16-T08 – Transmission notification from Eversource Energy (ES) for the

addition of a new 345 kV shunt reactor and converting the existing straight-bus

to a ring-bus at Eversource’s K Street Substation in Boston, MA by adding

breakers #109, #110, and #111. Proposed in service date of the project is

December 2018.

ES-16-T09 – Transmission notification from Eversource Energy (ES) for the

construction of a new Eversource 115 kV switching station in Sharon, MA to

break up the existing West Walpole to Holbrook 115 kV circuits 447-508 and

447-509 and the new West Walpole to Holbrook circuit (partially the existing

447-502) into two circuits each. Proposed in service date of the project is

December 2018.

ES-16-T10 – Transmission notification from Eversource Energy (ES) for the

addition of a new Eversource 115 kV 14 mile overhead line from Eversource’s

Walpole Substation, through a new Sharon Switching Station, continuing to

Eversource’s Holbrook Substation. At Holbrook, a new 115 kV circuit breaker

will be added to accommodate this new circuit. Proposed in service date of the

project is December 2018.

ES-16-T11 – Transmission notification from Eversource Energy (ES) for the

addition of a new 115 kV 36.7 MVAr shunt capacitor bank at Eversource’s

Hartwell Ave Substation. Proposed in service date of the project is December 2018.

ES-16-T12 – Transmission notification from Eversource Energy (ES) for the

construction of a new Eversource 115 kV 4.7 mile (total) underground cable circuits

from Eversource’s Mystic Substation to Eversource’s Chelsea Substation (via

new East Eagle Substation). Proposed in service date of the project is December 2018.

ES-16-T13 – Transmission notification from Eversource Energy (ES) for the

construction of a new six-breaker, 115 kV ring bus substation (East Eagle

Substation) in East Boston, MA connecting both to Eversource’s Mystic Substation

and to Eversource’s Chelsea Substation via new 115 kV underground cable circuits.

The new substation includes two 115/14 kV distribution transformers. Proposed in

service date of the project is December 2018.

ES-16-T14 – Transmission notification from Eversource Energy (ES) for splitting

the overhead DCT for approx. 1.5 miles from Baker St substation to a point on the

ROW at existing common structure locations. Then a new underground cable section,

which will be part of the 110-522 line, will go from that point on the ROW for approx.

2.36 miles where it will terminate at the Needham Substation. Proposed in service date

of the project is December 2018.

ES-16-T15 – Transmission notification from Eversource Energy (ES) for the

retirement of the Mystic 9 SPS. Proposed in service date of the project is December 2018.

ES-16-T16 – Transmission notification from Eversource Energy (ES) for the retirement

of the Y-151 SPS, an NPCC Type III SPS, designed to trip breakers at Power Street

Substation to eliminate overloads on the Y-151 line between Power Street and Pelham

substations. This SPS is no longer needed and procedures for approval of its removal

will be initiated following PPA approval. Proposed in service date of the project

is December 2018.

ES-16-T17 – Transmission notification from Eversource Energy (ES) for the

reconductoring of the 3.7 mile overhead 115 kV Y-151 line from Power St

Substation to the border with National Grid. See NEP-16-T03 for reconductoring

the 115 kV Y-151 and Y-151S lines from the Eversource / National Grid border

to Pelham Substation and from Pelham Substation to Dracut Jct. Proposed in

service date of the project is December 2018.

ES-16-T18 – Transmission notification from Eversource Energy (ES) for the

installation of series breakers #29S and #103S and installing a bus tie breaker #33

at K Street. Additionally, existing circuit breakers #29 (to be #29P), and #103

(to be #103P) at K Street as well as circuit breaker #7 at Mystic will be changed

to be operated normally-closed as opposed to their current normally-open status.

Proposed in service date of the project is December 2018.

ES-16-T19 – Transmission notification from Eversource Energy (ES) for the

upgrade of the existing 7.96 mile 115 kV 211-514 underground circuit from

Eversource’s Woburn Substation, in Woburn, MA to Eversource’s Mystic

Substation, in Everett/Boston, MA by paralleling the existing 115 kV

underground cable with a new 115 kV underground cable and operating in a

bifurcated manner. A new 115kV series reactor will be installed with the new

cable. Proposed in service date of the project is December 2018.

ES-16-T20 – Transmission notification from Eversource Energy (ES) for the

installation of a second 345/115 kV autotransformer and a new 345 kV circuit

breaker at Eversource’s Mystic Substation in Charlestown/Everett, MA.

Proposed in service date of the project is December 2018.

ES-16-T21 – Transmission notification from Eversource Energy (ES) for the

replacement of existing Woburn Autotransformer with a new larger unit. The

Project also adds four new 345 kV circuit breakers and relocates the termination

for the 345 kV 338 line from Tewksbury – Woburn and the 345 kV 346 line from

North Cambridge to Woburn. Proposed in service date of the project is December

2018.

ES-16-T22 – Transmission notification from Eversource Energy (ES) for the

completion of upgrades at the Kingston Substation in Boston, MA to create a

second normally closed 115 kV bus tie and associated circuit breakers.

Additionally, reconfigure the 345 kV switchyard by opening 345 kV breakers

#101 and #103. Proposed in service date of the project is December 2018.

ES-16-T23 – Transmission notification from Eversource Energy (ES) for the

opening of the existing 329-510/511 lines at Somerville Substation in Somerville,

MA and the 250-516/517115 kV lines at Chatham St. Substation in Boston, MA,

including line switchers and associated equipment at both Somerville Substation

and Chatham St. Substation. Proposed in service date of the project is December 2018.

ES-16-T24 – Transmission notification from Eversource Energy (ES) for the

addition of a 36.7 MVAR capacitor bank at Sudbury Station. Proposed in service

date of the project is December 2018.

ES-16-T25 – Transmission notification from Eversource Energy (ES) for the

reconfiguration of the Waltham Substation, including relocating terminations for

phase shifters and the 282-507 line and adding three new circuit breakers. Proposed

in service date of the project is December 2018.

ES-16-T26 – Transmission notification from Eversource Energy (ES) for operating

the 115kV bus tie breaker #13 at Brighton Substation as normally closed. Proposed

in service date of the project is December 2018.

ES-16-T27 – Transmission notification from Eversource Energy (ES) for the

installation of a 115 kV, 54 Mvar shunt capacitor bank at Newton Highlands

Substation in Newton, MA. Proposed in service date of the project is December 2018.

NEP-16-T01 - Transmission notification from New England Power Company (NEP)

for the addition of a new 345kV line from the Eversource border in Hudson, NH to

the Tewksbury 22A Substation owned by NEP. Additionally, two new 345 kV circuit

breakers will be installed in an existing indoor GIS at Tewksbury 22A. Proposed in

service date of the project is December 2017.

NEP-16-T02 - Transmission notification from New England Power Company (NEP)

for the installation of two new 345 kV, 50 kA, 4000 A circuit breakers in an existing

GIS 3-bay breaker-and-third configuration at Wakefield Junction substation, 4000 A

terminal equipment for the new proposed 345 kV UG cable (from Wakefield Junction

substation to Woburn substation) and a new 345 kV, 160 MVAr variable shunt reactor

bank (70 MVAr fixed and 90 MVAr variable). Also, operate one of the existing

Wakefield Junction Autotransformers in a normally open configuration. Proposed in

service date of the project is December 2018.

NEP-16-T03 - Transmission notification from New England Power Company (NEP)

for the reconductoring of the 5.22 mile overhead Y-151N 115 kV Line from Pelham

Substation in Pelham, NH to the PSNH border in Hudson, NH and the 4.10 mile

overhead Y-151 115 kV Line from Pelham Substation in Pelham, NH to Dracut

Junction in Dracut, MA. Proposed in service date of the Y-151N Line is

April 2017 and the proposed in service date of the Y-151 Line is September 2017.

HLPD-16-T01 – Transmission notification from Hudson Light and Power Department

(HLPD) for the expansion of the existing Forest Avenue Substation into a 6 position

115 kV ring bus to allow for termination of the new Sudbury – Hudson 115 kV line to be

installed by Eversource Energy. Proposed in service date of the project is December 2018.

CMP-16-T01 – Transmission notification from Central Maine Power Company (CMP)

for the installation of a +/- 200 MVAr STATCOM at the 345 kV bus of the Coopers Mills

3.3 QP 525 TIVERTON POWER GENERATION UPRATE PROJECT - LEVEL III

EE-16-G01 – Generator application from Emera Energy (“EE”) on behalf of Tiverton

Power LLC for the uprate of existing Tiverton Power combined cycle generation facility

to 292MW and 287.5MW at 50F (for a plant output increase of approximately 21.5MW).

Power System Stabilizers for the two machines will be set and enabled as part of this uprate

project. Proposed in service date of the project is September 30, 2016.

EE-16-X01 – Generator application from Emera Energy (“EE”) on behalf of Tiverton

Power LLC for the retirement of the Tiverton ZL14/M13 Type III SPS. National Grid

was able to determine that the L14/M13 tap lines can be operated at a higher temperature.

QP#525 SIS concluded that the tap lines had ratings adequate for the total project (including

the uprate) output and will not require the SPS to prevent thermal overloads. Proposed

in service date of the project is September 30, 2016.
