conference overview

Many organizations are returning to the tried and proven methods of using work standards to manage their business operations. Work measurement is performed to develop the standard time to perform operations. Time standards have traditionally been defined as the time required by a typical operator, working at a normal pace, to perform a specified task using a prescribed method, with time for personal needs, fatigue, and delay allowed. Time standards, work standards, or just standards, are critical pieces of management information that apply to all kinds of work including manufacturing, assembly, and clerical.

A well structured Work Standards program employs the following principles and procedures: ? Defining the work covered by the allowed standard ? The Standard Minute or Work Unit ? Program Planning and the Utilization of Plant & Labor ? Estimating ? Standard Costing & Budgetary Control ? Incentive ? Maintenance of the system

This conference/symposium will feature industry experts from a variety of disciplines who will illustrate how leading organizations are implementing and managing their work measurement programs.

Welcome Larry Aft, IIE Keynote Address - When Workplace Culture and Values Oppose Industrial Engineering Initiatives David F. Poirier, Chief Executive Officer, The Poirier Group Ltd. Talk description: A significant challenge that IEs must address in implementing work standards and performance improvement techniques is the resistance from the work force and management for ongoing sustainable improvements. Learn from past case examples how to achieve values based on cultural shifts to allow for the successful integration of IE initiatives and a long-term competitive advantage. Do You Use ELS? And, What Do You Do With Them? George Bishop, Managing Director, West Monroe Partners Talk description: Engineered labor standards (ELS) have been used with great success in manufacturing for over a century and are now gaining credibility within the distribution and retail sectors. This session will first explore the more traditional roles of ELS, such as supporting work force management initiatives and optimizing labor planning. The session will then turn its focus to other applications of ELS that distributors and retailers use to streamline the overall efficiency of their operations and reduce the overall cost of their supply chain. Break/Exhibits A Holistic Approach to Establishing a Dynamic Work Standard Management System David Frankenfield, Senior Business Process Consultant, United Healthcare Talk description: TBD

How to Maintain Accurate Engineered Standards with Minimal Stress and Time-Consumption Gilbert Anderson Industrial Engineering Project Manager, Daimler Trucks North America Talk description: Maintaining engineered labor standards can be challenging, but need not be oppressively time-consuming. Keys include up-front documentation, ongoing evaluation of process and condition changes, and clear communications. The speaker will outline and discuss a practical approach to maintaining standards after implementation, from a composite of successful and not-so-successful experiences.

11:10 a.m. ? 11:50 a.m. Staffing Standards and the U.S. Federal Government Neal Schmeidler, President, OMNI Engineering & Technology, Inc.

Noon ? 1:15 p.m. 1:15 p.m. ? 1:55 p.m.

Talk Description The U.S. federal government has many workforces geographically dispersed throughout the United States and foreign countries. The work environment, e.g., weather conditions, facilities, available technology, and workload, vary widely. In spite of these variations, customers expect the same level of service regardless of location. Yet management must do its best to make sure that staffing, especially a lack of, is never the reason for inconsistent service in any location. The presenter has designed and conducted numerous studies to establish staffing requirements for more than 20,000 positions performing activities such as maintenance, air traffic control, aviation security, aviation safety inspection, preventive medicine, and electrical power system implementation. This presentation will describe approaches used by the presenter to help the government manage some of its largest workforces. Lunch/Exhibits Kroger's Work Measurement Process Joe Baker, Senior Manager of the Industrial Engineering Group, The Kroger Company

1:55 p.m. - 2:35 p.m.

Kroger's Work Measurement Process: ? Define Best Practice ? Capture Best Practice at Store Level ? Analyze Process Using a Predetermined Work Measurement Process ? Validate Engineered Labor Standard ? Communicate New Labor Standard to Store Level Work Measurement in the Medical Device Industry Bob McClure, Principal Consultant, Robert McClure & Associates

Talk description: This talk, which will be accompanied by a PowerPoint presentation, examines the application of work measurement in the medical device manufacturing industry. It looks at the ways work measurement has been applied and looks at the effectiveness of the applications. Participants will observe various processes and discuss which approaches should be used.

Talk description: This is a discussion about developing and maintaining globally competitive work standards in General Motors. The discussion will focus on continuously reviewing and updating work standards to ensure that they reflect product, process and technological improvements. The discussion will also include aligning work standards to reflect a globally competitive level of work effort.

What I Like About Engineered Standards Troy Kubat, Wal-Mart Stores, Inc., Director of Logistics Engineering, Wal-Mart Logistics Division

Talk Description: What do you like about engineered labor standards? Standards are usually not exciting, not glamorous, and a lot of times may not even be supported by some of your internal colleagues. Standards do however provide a lot of efficiency for an organization. Troy will talk about what he likes about standards and will share some of the key tools, reports, and recommended practices that are used by the Wal-Mart Logistics Engineering team within their Grocery DCs. He will also touch on some of the key steps a Logistics Engineer needs to execute in order to be successful in a DC setting that is using engineered labor standards.
