On Wednesday, June 1, I attended the South Central Task Force Criminal Justice Subcommittee meeting. During the meeting I was voted to serve as the committee's Co-chair. Chief Doug Reitz from Middlesex Township was also voted to serve as the second Co-chair. Several weeks after the meeting Chief Reitz accepted a Chief's position in Maryland and resigned his position. I was then moved to the position of Chairman. The Law-Enforcement Sub-committee of the Task Force is the lead for Law Enforcement projects in the eight-county region funded by Federal Homeland Security grants. The Lower Allen Township Police Department has been a strong supporter of these programs and has historically been involved. I am committed to carrying on this tradition and the leadership role with SCTF.

Wednesday, June 8th I attended a meeting with the Chiefs serving jurisdictions in the West Shore School District. The meeting was held at the School District administration building with Tom Burnheimer and Tom Ryan. They presented the revised MOU between the police departments and the District. A number language additions and/or edits were suggested by the police executives present and adoption was delayed pending additional review. My review after the meeting found a number changes to the law not incorporated in the document. I submitted those recommendations and they were all accepted and adopted. The MOU is currently being circulated for approval by the LE officials.

I attended the Lower Allen Fire Company meeting (June 8th).

On Thursday, June 9, I attended the Cumberland County Public Safety External Advisory Board meeting at the 911 Center. Various topics were discussed but the most notable was a general discussion of the plans to move to "silent dispatch" and its proposed timeline.

On Tuesday, June 14, I participated in the interviews for HACC police academy "pre-service" cadets. These interviews were conducted at the HACC LE Training Center.

By June 28, all of the personnel evaluations I am directly responsible for were completed with the employees and provided to the Manager for acceptance. On Wednesday, June 29, I responded along with police personnel to a bomb threat incident at the Capital City Mall. The mall was evacuated and bomb dogs from multiple jurisdictions were requested to search the store involved. No suspicious devices were discovered and the decision was ultimately made by mall/store management to open the mall and stores.

On Thursday, June 30, a select focus group of officers met to have a kickoff meeting for direction setting for Police Division technology initiatives. Officers were chosen for this group based upon their active use of agency technology and/or their expertise. I developed this group following hearing information from officers concerning continuous VPN disconnects and mobile equipment that was not fully supported the department's data exchange and reporting needs. The group is charged with reviewing current practice and making recommendations for changes/improvement to systems and processes.

Throughout the month various staff meetings were conducted in both the EMS and Police Divisions. The Public Safety Coordination meeting with leads from EMS, Police, and Fire also continue on a monthly basis. The sessions are intended to discuss ways we can better integrate, coordinate, and cooperate among the Public Safety Divisions. These discussions to date continue to be very informative and productive as we seeks ways to enhance services to the community through continuous improvement.

POLICE Support Services Bureau Lieutenant Leon Crone, Commander

COMMANDER:

Lt Crone attended several meetings throughout the month, including, the public safety command staff meeting, a public safety coordination meeting, the police supervisors' meeting, a board of commissioners' meeting, department head meetings, a Civil Service meeting,

Lt Crone attended a meeting with Kathy Sheaffer at Messiah College regarding steps being taken toward resolving issues at the kayak/tubing input/output areas along the Yellow Breeches.

Lt Crone presided over the monthly Pennsylvania Police Accreditation Coalition meeting and a PLEAC Board executive session.

Director Holl and Lt. Crone attended a breakfast and kick-off meeting as newly appointed members of the Central Penn College Criminal Justice Advisory Board.

Lt Crone attended the Police/Security Expo with a mandate to investigate several items, including mobile computing, mobile broadband, radar speed signs, and covert surveillance systems, among other items. Numerous options were presented and testing and selection will commence through the end of summer on some of these items.

TRAINING

Several officers started, continued, or completed MPOETC mandatory training.

Ofc Scarlato attended regular K9 training.

Ofc Scarlato assembled a roll call training program on search and seizure, including a practical exercise in pat-downs and identifying contraband or weapons during this process.

Summer range sessions for officers have commenced. This is a tactical training range session, covering various scenario-based drills and weapon transition drills.
