The Council on Police Training meeting was held at 1:00 am on

Wednesday, January 18, 2011, at the Delaware State Police Academy,

Conference Room, Route 13, Dover, Delaware.

Meeting called to order by Secretary Schiliro, Chairman, at 1:00 pm.

I. Review and approval of October 19, 2010 COPT meeting minutes.

Chariman Schiliro entertained a motion to approve the minutes of the October 19, 2010 COPT meeting.

A motion was made by Dr. Dean Betts to approve the minutes of the October 19, 2010 COPT meeting.

Seconded by Chief Jeffrey Horvath.

Approved unanimously.

II. Amend Agenda

Capt. Robert Hawkins requested that the agenda be amended to add Troop Mark Doughty as “D” under Certified Instructors.

III. Certification of Officers

Capt. Robert Hawkins presented the following officers for COPT Certification:

A. April Black, Cheswold PD, was removed from consideration as a Delaware certified police officer as she did not complete her training and is no longer employed with a Delaware Police agency.

B. 82nd DSP and the 73rd Municipal Recruit class.

The above officers have completed all of the required COPT courses and passed the COPT exam.

Chairman Schiliro entertained a motion to approve these officers as COPT certified officers in the State of Delaware.

A motion was made by Chief Jeffrey Horvath to certify 82nd DSP and 73rd Municipal recruit class as COPT certified officers in the State of Delaware.

Seconded by Chief James Hosfelt.

Approved unanimously.

C. Officer Philip Bishop, Greenwood PD.

Officer Bishop completed all COPT Requirements to be re-activated as a certified police

officer in the State of Delaware.

Chairman Schiliro entertained a motion to approve Officer Bishop as a re-activated certified police officer in the State of Delaware.

A motion was made by Mayor Carleton Carey to approve Officer Bishop as a re-activated certified police officer in the State of Delaware.

Seconded by Dr. Betts.

Approved unanimously.

IV. Certification of Instructors

A. Capt. Robert Hawkins presented the following officers to be approved as COPT certified general instructors. They attended a 5 day, 40 hour course presented at the DSP Training Academy on January 10-14, 2011.

Chairman Schiliro entertained a motion to approve these officers as COPT certified general instructors.

A motion was made by Capt. John Potts to approve these officers as COPT certified general instructors.

Seconded by Chief Jeffrey Horvath.

Approved unanimously.

B. Sgt. Jonathan Kendall, Harrington PD; ASP and Tactical Baton Instructor.

Capt. Hawkins presented Officer Kendall who is requesting to be recognized as an ASP and Tactical Baton Instructor. He has attended the necessary schooling for certification.

Chairman Schiliro entertained a motion to approve Sgt. Kendall as an ASP and Tactical baton instructor.

A motion was made by Chief Horvath to approve Sgt. Kendall as an ASP and Tactical baton instructor.

Seconded by Colonel Coupe.

Approved unanimously.

C. Agent Daniel Wood, DNREC ECU; Certified Firearms instructor.

Capt. Hawkins presented Agent Wood who is requesting to be recognized as a certified Firearms instructor. He has attended the necessary schooling for certification.

Chairman Schiliro entertained a motion to approve Agent Wood as a certified Firearms instructor.

A motion was made by Chief Hosfelt to approve Agent Wood as a certified Firearms instructor.

Seconded by Chief Horvath.

Approved unanimously.

D. Trooper Mark Doughty, DSP; ASP, defensive tactics and handcuff instructor.

Capt. Hawkins presented Trooper Mark Doughty who is requesting to be recognized as a certified ASP, defensive tactics and handcuff instructor. He has attended FLETC school for certification.

Chairman Schiliro entertained a motion to approve Trooper Mark Doughty as a certified ASP, defensive tactics and handcuff instructor.

A motion was made by Chief Horvath to approve Trooper Mark Doughty as a certified ASP, defensive tactics and handcuff instructor.

Seconded by Chief Hosfelt.

Approved unanimously.

V. Decertification

A. Capt. Hawkins presented Brian Grant, DNREC Parks and Recreation, for decertification. He turned the meeting over to Chief Jeffrey Horvath, who along with two other members, had sat on the hearing board, as DAG Mike Tupman was not present. After all information was presented the hearing board recommended decertification.

Chairman Schiliro entertained a motion to approve the recommendation of the hearing board and decertify Brian Grant.

A motion was made by Capt. John Potts to approve the recommendation of the hearing board and decertify Brian Grant.

Seconded by Mayor Carey.

Approved unanimously.

B. Capt. Hawkins presented former Chief Richard Baldwin, Smyrna PD, for decertification. Richard Baldwin sent COPT a letter stating he would not be requesting a hearing, therefore the Council can decertify him administratively.

Chairman Schiliro entertained a motion to administratively decertify Richard Baldwin.

A motion was made by Dr. Betts to administratively decertify Richard Baldwin.

Seconded by Colonel Coupe.

Approved unanimously.

C. Capt. Hawkins presented Jason Knight, Dover PD, for decertification. Jason Knight did not request a hearing in the time allotted, therefore the Council can decertify him administratively.

Chairman Schiliro entertained a motion to administratively decertify Jason Knight.

A motion was made by Mayor Carey to administratively decertify Jason Knight.

Seconded by Capt. Quinton Watson.

Approved unanimously.

D. Capt. Hawkins presented former Chief Charles Manuszak, Wyoming PD, for decertification. Charles Manuszak sent COPT a letter rescinding his request for a formal hearing, therefore the Council can decertify him administratively.

Chairman Schiliro entertained a motion to administratively decertify Charles Manuszak.

A motion was made by Colonel Coupe to administratively decertify Charles Manuszak.

Seconded by Chief Hosfelt.

Approved unanimously.

VI. Old Business

A. Capt. Hawkins presented more information concerning the national data base for decertified officers supported by IADLEST. After much discussion there was still concerns voiced about using personal information, ie Date of Birth as an identity number. Capt. Hawkins will continue to gather more information concerning this data base.

VII. New Business

A. Bradley requirements for training. Capt. Hawkins had members of the Attorneys Office

come in to train DSP members and that has been completed. Now Capt. Hawkins is in the process of having a DVD made by TNT productions of the training sessions outlining steps to follow when investigating these type cases. All departments will be sent a copy of this DVD so that when there is a new hire, a returning officer from deployment, light duty, and seasonal officers they can receive the training without contacting the AG’s officer for a one on one training session. The DVD will be out before the March 1st deadline training date for all officers. Each chief will have to notify COPT that all of their officers have received this training. Additional training will be 1 hour every three years.

B. All members approved having COPT agenda’s and meeting minutes be emailed instead of sending through the US mail. Also all members were informed that agendas and minutes may be viewed on the Delaware government Web site. Just go to , Public Meetings, and look up Council on Police Training.

C. The Governor will be conducting a State of the State address on Thursday, January 21, 2011 and he will be announcing that once again the State Budget needs to be cut back. Secretary Schiliro requested that everyone brainstorm on how to hold more training sessions from outside agencies here in the state so we can cut back on traveling expenses yet still offer officers up to date training. He would like to reserve some time at each COPT meeting on ideas and thoughts on where we can go to host more Federal training in the Delaware area.

Chairman Schiliro adjourned the meeting.
