Planning and Zoning Administrator, Matt Eastman, presented the request. The applicant is requesting a Special Use Permit for a Planned Development with Variances and Final Development Plan in order to allow for the development of a multi-tenant retail building, including a Dunkin Donuts with a drive-thru lane at 151-163 E. Boughton Road. The subject property is approximately 2.09 acres. The Village Board of Trustees approved the original Special Use Permit for a Planned Development with Variances, Preliminary Development and Preliminary Plat of Subdivision in February 2017, which allowed for the development of an age-targeted community on Lots 3, 4, and 5, while Lots 1 and 2 were created for future retail. At this time, the applicant is proposing to develop an approximately 13,200 square foot multi-tenant building on Lot 2, including a drive-thru window and lane on the east side of the building for Dunkin Donuts in the easternmost end-cap tenant space. Access to the site would be provided off Boughton Road, in addition to Barbers Corners Road. Adequate parking would be provided onsite with the majority being provided on the north side of the site along Boughton Road and additional parking along east and west sides of the site. Detention would be provided on Lots 4 and 5 as part of the age-targeted living community. Per the applicant, the hours of operation for the drive-thru would coincide with the hours of operation for the restaurant. A monument sign not to exceed 50 square feet in area and 10 feet in height would also be allowed within the front yard setback along Boughton Road. To develop the property in accordance the applicant is requesting a Special Use Permit to allow a drive-thru window/lane and a variance to alter the foundation planting area along the north wall. The applicant is proposing a foundation planting area that is three feet deep, which covers over 90% of the north building elevation wall.
RECOMMENDATION
Staff recommends approval of a Special Use Permit for a Planned Development for a multi-tenant building, including Dunkin Donuts, located at 151-163 E. Boughton Road with the aforementioned Special Use and Variance.
Staff recommends approval of a Final Development Plan, subject to:
1. All of Staff’s comments from the plans submitted December 14, 2018, being addressed.
2. Approval of the Director of Public Services and Development Department.
DISCUSSION
Commissioner Bethune questioned how this development would pass if there are still concerns with the entrance off Barbers Corner Road. She also questioned if the other parcel would be more suited for a drive-thru facility. Commissioner Wright questioned if the entrance off Boughton Road would be a right in right out and had concerns that this entrance would be dangerous as it was proposed. Commissioner Cooper commented that potentially residents from Winston Village could cross over four lanes of traffic to get to the drive-thru. He also asked for clarification on how the drive-thru lane would function. Chairman Alexander-Basta questioned if residents from the future townhome development would have access to the commercial development from Barbers Corner Road as well as Falcon Ridge Way. She also questioned if paving through to Falcon Ridge Way was ever considered. Commissioner Hegber questioned the distance between the proposed commercial development and the future residential development.
Mr. Eastman stated that essentially the applicant was before the Commissioners to have two things approved, a Special Use for a drive-thru and a variance for the foundation plantings, that the entrances would not trigger a variance in any way. He explained that would be up to Staff’s discretion. He added that the entrance off Boughton Road would not be right in right out at this time and that residents from Winston Village could potentially cross Boughton Road to get to the future development. He said the distance between the commercial and residential development would be approximately 30 feet.
Tom Pawlowicz, Village Engineer, added that the entrance in question was too close to Boughton Road and the concern was that Staff did not want a car stopped on Barbers Corner Road.
Tom McSharry, Woodrige, IL, sworn. Mr. McSharry explained that the retaining wall between the commercial and residential development would be approximately eight feet in height and would also have an ornamental fence on top of the wall along with guardrails to help prevent a car hopping over the curb. He said the product going into this future subdivision would all be ranch style homes, which is only one story. He said the home behind the commercial development would be the last to be built, that by the time they are built the landscaping would be approximately 10 to 12 feet tall. He went on to explain that there would not be too much difference in depth if they built the drive-thru in their other parcel, that the problem would be that the drive-thru, if built the other parcel, it would not be as efficient as where they are currently proposing it. He also said they would not be paving through to Falcon Ridge Way because that parcel was not up to grade. He said that both entrances into the development would be signalized and that they try their best to prevent accidents, but that people may still do what they are not supposed to when entering the development. He added that he understood all the concerns from the Commissioners on the left turns, but that he believed that adding a right in right out off Boughton Road would not solve the problem.
Mike Presbitero, Woodridge, IL, sworn. Mr. Presbitero explained that in Bella Vista their other subdivision under construction in town has been an average of 28 sales per year, that this development has 79 units. That by the time they build the homes behind the commercial development the landscaping would be very mature.

Planning and Zoning Administrator, Matt Eastman, presented the request. The applicant is requesting approval of a Special Use Permit for a Planned Development in order to allow a dental office at 263 S. Bolingbrook Drive. The subject property comprises approximately 12.9 acres, is currently zoned B-2 Community Retail and is developed with a multi-tenant retail building commonly known as Pheasant Hill Shopping Plaza. Access is provided from Bolingbrook Drive to the east and Lily Cache Lane to the south. Per the Zoning Ordinance, a dental office is not permitted within the B-2 Zoning District. As such, the applicant is requesting a Special Use Permit to allow a Hana Dental Center at 263 S. Bolingbrook Drive. Per the applicant, the hours of operation would be 8:00 a.m. to 5:00 p.m., Monday through Friday, 10:00 a.m. to 2:00 p.m. on Saturday and closed on Sunday. The proposed dental office would have approximately nine employees.
RECOMMENDATION
Staff recommend approval of a Special Use Permit to allow a dental office, commonly known as Hana Dental Center at 263 S. Bolingbrook Drive.
