PURPOSE:To provide information to HCS/AAA/DDA and Home Care Agencies: About the September 30th, 2020 expiration of LTC worker’s certification renewal extensions by DOH.Returning to regular business practices when a LTC worker’s certification has expired. BACKGROUND:To allow health professionals to focus on patient care and promote continued patient safety during the COVID-19 outbreak, the Secretary of Health extended health profession license expiration dates for licenses/certifications through September 30, 2020. Notices: Advance notice was provided by DOH, via their gov delivery messaging system, informing recipients of the renewal deadline and providing instructions. Advance notice was sent to Individual Providers by SEIU. Waivers currently in place:The Governor’s proclamations temporarily waiving initial certification, training (except Safety and Orientation), and fingerprint checks for LTC workers, remain in place. WHAT’S NEW, CHANGED, OR CLARIFIED:As of September 30, 2020, all LTC workers whose certifications are expired must renew their certification with DOH.Important note: Because continuing education continues to be waived under the Governor’s proclamation, LTC workers who are normally required to complete 12 hours of continuing education (CE) may attest, in their renewal application that they are in compliance with their CE requirement. HCS/AAA/DDA and Home Care Agencies must return to their previous business practices when a LTC worker has an expiring or expired certification. ACTION:Effective Immediately: HCS/AAA/DDA staff must:Resume normal business practices when an Individual Provider (IP) has an expiring or expired certification including: Providing written notice to clients and IPs, via the Planned Action Notice (PAN). Due to the pandemic, provide 10-days advance notice before the effective date on the PANs; End date the authorization one day before the effective date if the IP does not have a certification that is active and in good standing by the effective date on the PANs; and Assisting the client in care planning for a qualified provider as needed. Remind and encourage all new and existing IPs to complete training, certification, and fingerprint checks as soon as possible when they are safe to do so. Completing these obligations now will help IPs avoid the rush and possible backlog once the requirements are back in place. Home Care Agencies (HCA)Resume normal business practices to ensure all applicable long-term care workers have their certifications renewed. Remind and encourage all new and existing LTC workers to complete training, certification, and fingerprint checks as soon as possible when they are safe to do so. Completing these obligations now will help the LTC worker avoid the rush and possible backlog once the requirements are back in place.
