|SUBJECT: |UPDATED COVID-19 INFORMATION AS OF APRIL 10, 2020 |
|Purpose: |To provide updated information about the governor’s latest proclamation 20-32, share guidance on health care |
| |workers returning to work after COVID-19 infection or exposure, and clarify information previously provided |
| |about Governor Proclamation 20-10. |
|Background: |The COVID-19 outbreak continues to spread and present a threat to residents of long-term care facilities, as |
| |well as all residents of Washington state. The information for preventing the spread of the disease is |
| |changing rapidly, and information is being updated when new information becomes available. |
|What’s new, changed, or |Governor Proclamation 20-32 (Applies to AFH, ALF, CCRSS, ESF, and ICF/IID) |
|Clarified: |Governor’s Proclamation 20-32 waives multiple Department of Health (DOH) requirements for many licensed |
| |healthcare providers, including continuing education requirements, and extends all license expiration dates to|
| |September 30, 2020 for licenses up for renewal between April 1 and September 30, 2020. |

| |Governor Proclamation 20-38 (Applies to ALF) |
| |Governor’s Proclamation 20-38 waives and suspends specific Assisted Living Facility physical plant |
| |requirements in RCW 18.20.110 and related rules in chapter 388-78A WAC. These waivers and suspensions may only|
| |be applied to facilities in order to assist with the COVID-19 crisis and surge capacity within the health care|
| |system. |

| |Assisted Living Facilities interested in utilizing these waivers and suspensions must send requests via email |
| |to Trish Harmon, Candy Goehring, and Amy Abbott. |

| |Returning to Work after Recovery from or Exposure to COVID-19 (Applies to ICF/IID) |
| |RCS received questions from many providers about this and in response provides the following links to the |
| |recommendations from the Centers for Disease Control and Prevention (CDC). |
| |CDC criteria for return to work: |

| |CDC risk assessment and management of healthcare personnel with potential exposure to COVID-19: |

| |Returning to Work after Recovery from or Exposure to COVID-19 (AFH, ALF, CCRSS, and ESF) |
| |DOH and CDC have issued guidance for healthcare workers returning to work after having a confirmed or |
| |suspected COVID-19 or being exposed to someone with a confirmed or suspected COVID-19. The guidance from DOH |
| |can be found here. The guidance from the CDC can be found here. |

| |Providers and administrators may review this guidance to determine how to apply it to prevent and limit the |
| |spread of infections consistent with the following rules: |
| |For Adult family homes, WAC 388-76-10260 |
| |For Assisted living facilities, WAC 388-78A-2600(2)(k) |
| |For Certified community residential services and supports providers, WACs 388-101D-0060 and -0645 |
| |For Enhanced services facilities, WAC 388-107-1580(3)(n) |
| | |
| |They are directed to contact their local health jurisdiction for questions about how to address specific |

| |Clarification (Applies to AFH, ALF, and ESF) |
| |RCS previously announced that certain training and certification requirements were waived. That announcement |
| |did not include reference to waiving and suspending chapter 388-112A WAC in Governor’s Proclamation 20-10. |
