This Vacancy follows the General Procurement Notice (GPN) for this Project that

appeared in United Nations Development Business online (UNDP online of May 2017),

and on the African Development Bank's internet website ()

The Government of Malawi has received a loan from the African Development Fund

(ADF) in various currencies towards the cost of Jobs for Youth Project. It is intended

that part of the proceeds of this loan/financing will be applied to eligible payments under

the contract number J4Y/AfDB/ADM/C-2019-008

The Ministry of Labour, Youth, Sports & Manpower Development (MoLYS&MD) is

accepting applications from suitably qualified Quantity Surveyors to take part in the

implementation of Works activities. The scope of services will involve construction

supervision of Works contracts for three selected community technical colleges in

Karonga, Nkhota-kota, Phalombe Districts and youth development centre in Neno

District.

The assignment will include but is not limited to:

? Gain an appreciation of the environment within which the Works activities will take place.

? Provide cost estimates for Value Engineering of proposed designs together with cost advice in respect of construction and the selection of materials.

? Advise on the most suitable and cost-effective methods of implementation, in accordance with Government requirements and regulations.

? Provide quarterly detailed cost report covering all the components of the project (Architectural, structural, electrical, mechanical and plumbing) which could be used for resource mobilization.

? Prepare any necessary Bills of Reduction that may be required by the MoLYS&MD.

? Preparing and agreeing interim valuations of work done and making recommendations to the Architect.

? Preparing periodic assessments of anticipated final costs. ? Checking and certifying claims for payments and for the duty-free entry of

materials etc.; as required by Malawi Revenue Authority. ? Measuring, preparing and agreeing Final Accounts with the Contractors,

including calculating and agreeing fluctuations in labour and material prices if required by the Contracts. ? Advise on any claims that may arise from parties to the contract and report thereon. ? Attend all site meetings as required by the Architect.

Eligibility criteria, establishment of the selection procedure shall be in conformity with

the Bank's Rules and Procedure for the use of Consultants. MoLYS&MD is under no

obligation to recruit any consultant who submits an application.

ESTABLISHMENT OF RECRUITMENT

A shortlist of three to six individual consultants will be established at the end of request for application. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume, and at minimum being registered with Board of Architects and Quantity Surveyors.

Bachelor of Science Degree in Quantity Surveying

Full member of Surveyors Institute of Malawi

Minimum of 7 years post- qualification in construction environment

Experience of Client liaison on contract and financial Matters

Experience of producing variations and final account / claims

The duration of the assignment is estimated at 12 calendar months expected to be based

in Lilongwe, Malawi and the commencement date is planned for beginning of May 2019.
