TITLE: ?Country Supply Chain ManagerTEAM/PROGRAMME: OperationsLOCATION: Freetown, Sierra Leone (with 40% of travel in-country)GRADE: TBC CONTRACT LENGTH: 09 months (April – December 2018) CHILD SAFEGUARDING: Level 3:? the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.ROLE PURPOSE: The Supply Chain Manager in SIERRA LEONE will essentially be accountable for the development and delivery of a supply chain strategy for Save the Children International (SCI )SIERRA LEONE SIERRA LEONE aiming to support programmes implementation through effective and optimised Supply Chain models, which can deliver on needs in varying contexts (humanitarian / development).He/she will ensure that, while increasing effectiveness and optimisation in SCI supply chains, Save the Children International will be able to manage costs efficiently whilst delivering high quality goods and services to our programmes, and procurement processes are compliant with the requirements of SCI’s major donors across the country. The Supply Chain Manager will be responsible for managing a Supply Chain team based in Freetown procuring up to USD$ 1million annually; supporting the implementation of all SCI procurement policies and controls within their scope of influence; providing technical support and guidance to SCI SIERRA LEONE field offices on their Supply Chain Strategies; ensuring that SCI supply chain tools are fit for purpose for all SCI SIERRA LEONE field offices and contexts and that SCI SIERRA LEONE field offices have access to appropriate supply chain tools, templates and systems to manage the demands of their supply chains; supporting the professionalization of supply chain staff across SCI SIERRA LEONE in cooperation with internal and external actors across the sector.The role will also ensure that SCI SIERRA LEONE has put in place an efficient inventory management system able to track all IN and OUT movement with accurate data as well as a clear strategy on Assets and Fleet management.This role will also be responsible for continuous capacity building of SCI SIERRA LEONE Supply Chain team. He/she will ensure all supply chain Team have a clear career development plan, adequate training are provided with the objectives of identifying local talent who can be empowered and lead the supply chain team in a mid or long term objective.SCOPE OF ROLE: Reports to: : Director Operation ProgrammesStaff reporting to this post: 3KEY AREAS OF ACCOUNTABILITY : A. Procurement: (60% of time)Define a yearly global procurement strategy for SCI SIERRA LEONE based on updated procurement plan.Ensure SCI procurement policies and templates are known by staff and implement in all procurement process.Support programme implementation by timely and quality delivery of goods and services needed.Implement the Procurement Operating Model (with clear segregation of duties in the procurement roles, better management of suppliers through update and accurate database)Provide technical support and guidance to Save the Children SIERRA LEONE country and field offices on the development of local and national supply chain strategies, including local and national contracts and supplier assessments related to quality assurance, reliability, agility and ability to increase capacity in emergency contexts. Accountable for costs efficiency and value for Money in all SCI procurement process.Support in putting in place various Framework Agreements aiming to improve procurement efficiencyEnsure Procurement Trackers across the Country are regularly updated and shared.Oversight relationships with suppliers and ensure they adhere to SCI policies mainly Child safeguarding and Anti frauds and bribery. Review all procurement contracts before they are submitted for signatories.Focal point for all international orders placed through Regional Procurement UnitCreate a culture of continuous learning environment where staffs are encouraged and supported to grow and develop and are willing to be held accountable for their commitments.Provide Guidance to programme and field managers on goods & services price and lead time during new proposals writing stage.Develop and maintain good relations with Field managers and field logisticians.Oversight the procurement manager and Team and ensure objectives are met.B. Assets ,Warehousing & Fleet Management : (30% of time)Warehousing:Ensure SIERRA LEONE office use Total Inventory Management (TIM) in day to day warehouse management.Ensure all stocks movements are captured within TIM Ensure all best practices for SCI warehouse management are in place and adhere by all staffs.Ensure warehouse policies and templates are known and use by all staffs.Conduct spot check and ensure bad practises are correctly and if necessary share information with SMT for adequate actions.Lead on monthly/ quarterly stocks count with support of Finance Director.Alert programme on stocks about to expiry for proper actions.AssetsEnsure the SIERRA LEONE office has a master assets list which is regularly updated.Ensure all new purchase assets before being used are registered in the assets list and tag before being used.Ensure all assets being used in country office are tracked with users form correctly filled out with relevant information.Ensure any assets damage or lost are communicated to Awards Manager to inform Donor.Lead on Assets disposal process and ensure that all SCI procedures related to Assets disposal are respected.Ensure that at least every semester a global assets inventory is conducted in the SIERRA LEONE country office and updated master list is shared with Senior Management Team.Fleet Define the SIERRA LEONE country office fleet strategy( Including progressive fleet renewal)Ensure drivers and users of the fleet are compliant with SCI policies and regulations.Ensure fleet resources are efficiently used to their optimum for delivery of SCI programmes.Ensure drivers have continuous training on SCI driving policies and best practicesEnsure fleet maintenance is cost efficient for the country officeEnsure monthly fleet data are produced and accurate.C. Management & reporting tasks (10% of time)Manage SCI SIERRA LEONE Chain Team and developing the scale and reach of the team so that it can meet the demands of field offices in an efficient and effective manner, while maintaining the highest possible quality standards.Directly manage Procurement Manager, Senior Assets and warehouse officer, senior fleet officer.Ensure supply chain Team have clear, ambitious and realistic objectives set up.Support the career development of Supply chain TeamEnsure the staffs directly under his/her management performed in line with their assigned objectivesContribute to their professional grow with the objectives of reaching autonomy in their domain of expertise.Ensure weekly/monthly reports are completed and data are accurate.Conduct analyse of reportsEnsure KPIs, procurement trackers and fleet reports are shared on monthly basis with the Regional supply chain Team.Identify and support the creation of learning and development programmes for building capacity of Supply chain staff at all levels.Support the development and implementation of Save the Children International SIERRA LEONE Supply Chain Strategy to ensure that SCI SIERRA LEONE country and field offices have appropriate and scalable supply chain systems and tools to support both emergency responses and on-going programmes.
