RE: Special Committee on Parks

In accordance with Council Rule 2.103(a), as President of the Jacksonville City Council

I hereby appoint a Special Committee on Parks.

BACKGROUND: Jacksonville has one of the largest park systems of any city in the nation, in part because it is a consolidated city/county government serving the city with the largest land mass of any city in the continental United States, and because the city has consciously acquired substantial tracts of land for the purposes of preservation and prevention of rampant development. While very large, diverse and popular, that park system is not generally regarded as one of the best in the nation. The Trust for Public Land recently ranked Jacksonville’s park system as the 90th best among the 100 largest cities in the country based on a combination of factors including size of the park system, per capita city spending on parks, percentage of the city’s population living within easy walking distance of a park, and the amount and diversity of park facilities.

CHARGE: Perform a community-wide assessment of parks for access, maintenance, and more robust integration of our parks system in youth development and youth engagement. Determine what measures should be used to determine the quality of parks. Commission an inventory of the quality, existing facilities, needed facilities, maintenance needs, location and sufficiency of all city active and passive parks and make recommendations about how are parks should be improved to be more of an asset to the community in the areas of youth development and youth engagement.

DEADLINE: The Special Committee on Parks is tasked to report its findings and recommendations on the charge set forth above by April 30, 2018.

I would like to thank Council Member Scott Wilson for agreeing to Chair this special committee and lead us in our work, and I appreciate the willingness of the members to devote the necessary attention to this important issue.
