Alcohol and Other Drug Abuse Advisory Council (AODAAC)Meeting MinutesThursday, October 10, 20197:00- 9:00 pm401 Hungerford Drive Rockville, MD 208501st Floor Large Conference RoomVoting Members Present: Elyse Grossman, Kabir Singh, Edwin "Bunny" Rich, Larry Simmons, Celia Young, Anaum Khan, Margaret Mattson, Evelyn Saim-Lobos, Ghulam Abbas, and Laura Mitchell, Dave Sidhu Other Attendees:Hardy Bennett (DHHS), (MCPD), Anthony Sturgess (DOCR), Ben Stevenson (BHCS), LaTonia Rich, Yasmeen Mabry, Melody Talaki, Elizabeth Rathbone, Jayme Derbyshire, OverviewThe goal of the Alcohol and Other Drug Abuse Advisory Council (AODAAC) is to express the views of the community in the formulation and administration of alcohol and other drug abuse prevention and treatment services in Montgomery County. Members of the Alcohol and Other Drug Abuse Advisory Council serve as community representatives, who provide guidance to the County Executive and the County Council in identifying prevention and treatment needs and reviewing the county’s efforts in addressing those needs. The Advisory Council will make recommendations in support of, or to improve, current prevention and treatment efforts. The AODAAC also serves as the local drug and alcohol abuse council and submits a bi-annual strategic plan to the State Alcohol and Drug Abuse Administration.A call to order: The meeting was called to order at 7:05 pm by Elyse Grossman, Chair. Ten voting members were present, which was enough for a quorum. Introductions were made and the September Meeting Minutes were approved. Discussion of Vaping in Montgomery CountyThree bills will be considered in the upcoming legislation session relating to location of vape shops, distribution to minors, and availability of flavored e-cigarette products. Brief descriptions of the bills were distributed with more detailed information available in the documents sent by Elyse.Officer Derbyshire presented informative background information on vaping in the County, including mortality and morbidity statistics, devices and nicotine and marijuana products used, youths’ sources of vaping paraphernalia, and legal implications. A discussion ensued on current weak consequences for infractions and potential effects of the pending geographical limits on vaping establishments and products. Members pointed out perceived loopholes in the pending legislation they would like to see addressed.Data from the YRBS on county level stats are available for 2014. More recent data is not yet available. MCPS is designing its own survey of youth health topics that would be administered yearly.Key dates for providing testimony to support or raise questions about the legislation are listed under New Business. Those interested in writing and/or delivering testimony on the vaping bills should contact Elyse. UpdatesOn October 17, Elyse will address the Montgomery County, County Council HHS Committee and explain our priorities for the coming year.The Marijuana Form will be held on December 14 at Gaithersburgh High School from 10 AM to 12PM. More information will be forthcoming.Volunteers are needed to walk in the Thanksgiving Day county parade in Rockville on November mittee ReportsLegislative – will be actively involved in coordinating the testimony for the vaping bills mentioned above.Prevention — expanding membership and planning its project for the year, probably centered around vaping. Treatment and Recovery — project for the year will be compilation of a resource document with links to other sites having relevant resources.County reports DHHS – Scott Green’s position as Chief of Behavioral Health and Crisis Services has been currently filled by Theresa Bennet.The county’s Bending the Curve program has begun; its purpose is to align the priorities and indicators related to the county’s opioid program across the various stakeholder groups of the county government. There is a pending candidate for the specialist that will support AODAACThe kickoff for the program to incorporate MAT in county jails occurred recently. There is a House bill pending that would mandate MAT treatment in all Maryland jailsThe new Prevention Manager, Ben Stevenson introduced himself and mentioned some of his projects including Narcan training, “Many Voices, Smart Choices”, expansion of training the trainers , etc. Police Department — presented toxicology report indicating that 94% of tox tests showed an increase in fentanyl-involved overdose and high percentages of polysubstance use.Public Schools — Mental Health Fair to be held November 19 at Gaithersburg High schoolCorrections — Several jails are initiating new behavioral health services, with others in the state phasing in over time. Services to include a behavioral health assessment for substance use upon entry, administration of MAT as indicated, dispensing Narcan to those being released, and plans for a more robust post incarceration treatment linkage program.New BusinessUpcoming AODAAC Events November 5 @ 7:30PM?(100 Maryland Ave, Rockville) - Testimony Before County Council: Opportunity to give testimony on the e-cigarette bills before Montgomery County County Council.?
