Position DescriptionPOSITION TITLE: Early Learning SpecialistCLASSIFICATION: Early Learning SpecialistFLSA STATUS: Exempt (Learned Professional)POSITION SUMMARY –The Early Learning Specialist works with a wide range of early care and education providers to increase the quality of services available to young children and their families. The Early Learning Specialist helps programs identify quality improvement needs and goals using approved, evidence-based assessment tools. He/she collaborates with providers to identify methods of enhancing their environment and interactions with children to meet the highest level of standard being sought. The Early Learning Specialist provides consultation, including assessment, coaching, training and/or mentoring to support providers in meeting program and professional goals. The Early Learning Specialist links providers with appropriate community resources as indicated. The Early Learning Specialist communicates with providers, directors, community partners, parents, and children in an effective, positive manner. The Early Learning Specialist works together with the Program Manager to achieve program objectives and goals. POSITION QUALIFICATIONS – Bachelor’s degree in Early Childhood Education or related fieldAt least 5 years work experience in a child care or preschool setting, preferably in a leadership roleSignificant experience training and/or coaching adult learners using a strengths-based frameworkDesire and ability to collaborate in a team-based professional environmentEffective and culturally-responsive oral and written communication skillsAbility to complete required data entry and reports in an accurate and timely mannerCurrent and valid driver’s license and maintain at all times a motor vehicle insurance policy. It is suggested that the employee carry at least the minimum limits of liability of $300,000 combined single limit or $100/300/100 split limits ($100,000 per occurrence, $300,000 per accident for bodily injury, $100,000 per accident for property damage).TECHNICAL COMPETENCIES – Human Service Knowledge and Abilities:Keep informed of the developments in the field of early childhood education, adult learning, and related professional disciplines.Assessment/Case Planning/Service ProvisionProvide technical assistance requested by child care providers related to licensing and subsidy regulations, best early childhood practices, child care business practices, professional development planning, or other topics, as assigned. Provide group training to providers based on Virginia Milestones of Childhood Development and other approved curricula or standards, as assigned. Rate, or otherwise assess, centers and child care homes using the instruments approved by the Virginia Quality Rating Improvement System for this purpose, as assigned.Develop Quality Improvement Plans based on assessments of needs and goals, as assigned.Provide consultation to enrolled providers to enhance program quality as identified in the Quality Improvement Plan, as assigned.Assist with outreach and recruitment activities, as assigned.Refer providers to additional community supports as appropriate.Reporting/Documentation/EvaluationParticipate in agency data collection and analysis, specifically Performance Measurement System. Enter all data in an accurate and timely manner, no later than the end of the month.Maintain up-to-date records on program participants and activities according to program requirements. Respond to emails and phone calls in compliance with guidelines as cited in the Program’s Policies and Procedures Manual. Conduct and coordinate evaluation of the program according to program requirements in order to improve and advance service delivery and outcomes. Work with supervisor to assess program effectiveness and individual performance through outcome evaluationSupervision Be prepared and meet with Program Manager as required on a weekly basis to discuss assigned program activities Participate in bi-monthly group supervision and training sessions.Be prepared for and provide input at team and other agency meetings. Community Collaboration and TrainingEstablish and maintain relationships with other early childhood professional development providersCollaborate and work cooperatively with child care providers, directors, and teachers.
