1. The recipient of these funds ensure that the activities planned under this proposal will be correlated with the development of the Smart Start Initiative, focus on the transition of children from pre-school into kindergarten, and promote progress of these children through the primary grades.
2. The recipient will comply with the Model Rural Early Childhood Consortium Rules and Regulations as approved by the State Board of Education.
3. The recipients of these funds shall, to the extent possible, coordinate its activities with other early childhood programs in the same area.
4. The recipient shall provide reasonable opportunities for the participation by teachers, parents, and other interested agencies, organizations, and individuals in the planning and development of this program.
5. The recipient assures that the program will serve as a model for other schools in Arkansas and will make available technical assistance to other schools implementing a similar model.
6. The recipient will provide program, financial, and any other pertinent information as requested by the Arkansas Department of Education (ADE).
7. The applicant assures that the grant funds shall be utilized for the purpose(s) allocated.
8. The applicant will provide documentation of an agreement, reflected by a majority vote of the local school board(s), to form a model rural early childhood consortium.
9. The recipient will provide necessary documentation and data to demonstrate effectiveness of the program within the community and the benefits to other districts shall be reported to the ADE.

Local school districts or consortia of districts may compete for a grant award to establish a model rural early childhood consortium. The maximum funding amount of $500,000 will be distributed for the establishment of one or more model rural early childhood consortium(s).
Application Process
Each district interested in operating a model rural early childhood center should submit a formal application (original and two (2) copies) containing:

5. Budget
6. Budge Justification
One or more grant(s) will be approved through a committee review process based on a point system as provided under each component listed on the next page. The budget will be negotiable depending on identified need. The narrative should describe specific goals and objectives with accompanying activities and timelines to be carried out, supervision and monitoring offered, and parental involvement activities.
Local Initiative
Local districts are encouraged to be original and innovative in their proposals. There is no one set model that must be followed. Any model considered for funding should clearly exemplify the best practices available in early childhood education and describe how the model will serve as a training and development site for students, teachers and the community. Those previously funded models will need to provide documentation and data reporting accomplishments and how the model will outreach to other districts.
Evaluation
Model Rural Early Childhood projects will be evaluated near the end of the first year of implementation to validate the value of approved activities. The application should include an evaluation process for measuring the effectiveness of the model. The ADE may require additional information as a part of the evaluation process. Grants will be awarded for up to two (2) years, contingent on evaluation and satisfactory performance after the first year.
Timeline
Proposals must be mailed to the Early Childhood and Reading Unit at the Arkansas Department of Education, postmarked by October 22, 1999.
Evaluation of proposals will be arranged by the ADE. Funding awards will be announced by November 8, 1999. Funding will be available upon approval.

GRANT COMPONENTS
I. Attach the completed cover page and signed assurance page.

II. Attach a narrative description of the project, along with goals, objectives and activities with accompanying timelines for implementing the rural early childhood consortium model (no more than eight pages). A sample page for listing the goals, objectives, activities and timelines is included. The narrative section describing the purpose must be double-spaced. The description and purpose section of the grant should include, but not be limited to the following:
a. Exemplary best practices in early childhood education;
b. a model different from current practice that promotes distinct programmatic changes implementing early childhood education;
c. evidence of a plan to become a training site, providing learning opportunities for students, parents, teachers and the community;
d. evidence of meeting the Smart Start Initiative goals;
e. evidence of parent involvement;
f. development of partnerships with other agencies, organizations, districts, education service cooperatives and institutions of higher education for the overall promotion/coordination of the project;
g. linkages to providers of services to children below the age of five with plans and coordination for the transition of children from pre-school into public school programs; and
h. linkages to the curriculum frameworks.

III. Include a description of the rural characteristics of the model program area and provide evidence of the ability to replicate this program in other rural areas of the state. This section should be no more than two (2) double-spaced pages.

IV. Include a description of the evaluation process, which will be used to measure the effectiveness of model. This section should be no more than two (2) double-spaced pages.

V. Complete the Budget section on the enclosed budget form, with accompanying budget justification of the expenditures for the implementation of the model.
