BACKGROUND AND PURPOSE

According to the 2000 federal census, Montgomery County’s population increased 61.2 percent in the last decade. In eastern Montgomery County, where most of the growth has occurred, an economic development plan has been established to help improve the quality of life for residents in that portion of the county. A major component of the development plan is the creation of a municipal utility district (MUD) to improve the quality of water delivery in the county and help the county address critical water needs resulting from rapid population growth. Senate Bill 1784 creates the East Montgomery Municipal Utility District No. 3 in Montgomery County.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution.
