EXECUTIVE SUMMARY

Ubiquitous e-Access [ ] is the essential COMMON ELEMENT that links and undergirds critical National issues such as e-Gov Reformation (vertically integrated across all levels of Self-Governance) [ ], e-Commerce, Virtual Mentoring Communities [ ], Closing America's Digital Divide, Human Capital Development [ ], Lifelong Learning/Education, Biometrically-Secure e-Voting [ ], TeleWork, Lowest-Cost @Home Healthcare

[ ], & Net Diplomacy (People-to-People and Nation-to-Nation).

Unfortunately, "We, the People" currently do not have a Strategic Plan to develop a National infrastructure that would be able to provide Ubiquitous Broadband e-Access Nationwide. Consequently, none of the critical issues above can be addressed properly and, therefore, cannot be resolved adequately.

For example, the current policy of having governmental entities unilaterally "deliver services electronically" is merely a half-baked notion so long as all Americans don't have Ubiquitous

e-Access to the governmental services being delivered [ ]. Ditto for services provided unilaterally by the private sector via e-Commerce. It's like having a football game with a quarterback but no receiver -- we're just throwing the ball away. Such a myopic policy serves to undermine and squander our invaluable Human Capital -- our most precious National asset.

In the critical short-term -- to ensure America's economic and intellectual well-being (and thus obviate the need for any H1B "high tech" visas) -- such a National infrastructure can only be created by extensive public/private partnerships that pool and leverage each of the public and private partners' limited resources for the mutual benefit of all partners.

This necessitates a radically different Citizen-centric paradigm -- one in which each Citizen is an equal partner with the public and private partners -- if we are to catalyze full implementation of e-Gov and

e-Commerce (and simultaneously close our Digital Divide).

Corporate leaders have asserted that Ubiquitous e-Access could be actualized OVERNIGHT if "We, the People" were to pool and leverage our National resources via private/public partnerships that use Seat Management strategies within well-established Network-Centric Business Modalities

This provides Win-Win opportunities for everybody (all stakeholders, including taxpayers, Congress, government, corporations, and academia) because it generates even more capital continually via recurrent revenue streams.

It is especially notable, therefore, that recent reports from the Gartner Group emphasize the urgency of Closing our Digital Divide by providing Ubiquitous Broadband e-Access to all American households in order to catalyze and accelerate the ramping up of limitless Win-Win opportunities for e-Commerce and

e-Gov (plus a bonus for B2B and B2G):
