|The Financial Analyst provides research, analysis, technical assistance, and data collection functions to the state aid and federal grant programs under the |
|Individuals with Disabilities Education Act (IDEA) for the Office of special Education (OSE). The functions include, but are not limited to, assisting with |
|designing, and implementing methods and procedures relative to state aid and federal grant reporting requirements, as well as preparing accompanying policies, |
|documents, and procedures for both state and federal finance programs. |

|The Financial Analyst sets priorities and coordinates the activities of the Federal IDEA Grant Funded Initiatives and provides technical assistance and |
|training to the grant project directors, fiscal agents, and other project service providers. The Financial Analyst also collects, analyzes, maintains, and |
|compiles data necessary to meet complex program reporting requirements of the service agency. |
|Individual tasks related to the duty. |
|Collects and analyzes data on the Grant Funded Initiatives and provides reports/presentations to the Administrative Team. |
|Provides inservice training and technical assistance to the grant project directors and project service providers. |
|Analyzes on-going program operations and recommends modifications of policies and procedures to achieve greater efficiency and effectiveness. |
|Develops and prepares Requests for Proposals. |
|Develops and prepares State Board of Education items, Superintendent items, and award letters. |
|Develops and prepares policy materials, application guidelines, project management tools and supporting instructions for the Michigan Electronic Grants System |
|(MEGS) – a web-based application for federal grants. |
|Develops and prepares internal federal grant processes and procedures materials. |
|Recommends criteria, standards, and guidelines to review projects. |
|Evaluates budget needs based on prior year expenditures and meeting the goals of the coming year. |
|Develops and prepares budget recommendations for the yearly spending plan. |
|Manages Grant Funded Initiatives with systematic review and ensures that all fiscal and programmatic requirements are met. |
|Reviews, processes, and approves contractor/grantee invoices/payments to ensure timely payment and evaluates and analyzes grant/project budgets. |
|Reviews and approves grant applications and mid-year and final narrative reports for the Grant Funded Initiatives. |
|Researches and interprets existing and proposed laws, policies, and procedures as they relate to the unit or service area. |
|Conducts/participates in meetings/learning forums with grant project directors, project service providers and OSE staff. |

|Designs and implements methods for the review, evaluation, data collection, and cost analysis as it relates to state and federal fiscal reports. |

|Reviews state aid cost reports for approval and reimbursement through the state aid payment system. |
|Assists with designing and implementation methods for reviewing the data received including, but not limited to, error reports, cost projection reports, and |
|data reports. |
|Updates state data collection processing system for State School Aid Sections 24, 51a, 52, and 53. |
|Assists in the development of special finance studies needed by internal or external customers, costing out proposed changes in law, rule, legislation, and |
|projected special projects. |
|Assists in analyzing cost data and projections and responds to studies. |

|The OSE is a federally funded and state operated program with four units that assure a free and appropriate public education for students with disabilities as |
|federally mandated. This position supports the delivery of special education services through the direction of the OSE Finance Program processes. |

|EDUCATION: |
|Possession of a bachelor’s degree in any major with at least 24 semester (36 term) credits in one or a combination of the following: accounting, finance, or |
|economics. |
|EXPERIENCE: |
|10 Level: One year of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other|
|financial data, equivalent to a Financial Analyst 9. |

|11 Level: Two years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or |
|other financial data, equivalent to a Financial Analyst 10, Accountant 10, Auditor 10. |
|KNOWLEDGE, SKILLS, AND ABILITIES: |
|Considerable knowledge of principles of economics and public finance. |
|Considerable knowledge of program planning and budgeting. |
|Ability to quickly assimilate a variety of oral and written data to analyze facts and draw logical conclusions. |
