Einstein Housing includes four apartment buildings located at 1925 Eastchester Road, 1935 Eastchester Road, 1945 Eastchester Road and 1579 Rhinelander Avenue, as well as certain apartments leased by the College of Medicine from private landlords in various buildings in the vicinity of the Einstein Campus.

The Handbook describes general Einstein housing guidelines and policies. In addition to the provisions described in this booklet, occupancy of Einstein housing is governed by the terms and conditions of the individual’s Occupancy Agreement.

For future information, please contact the Housing Office, on the first floor of 1935 Eastchester Road, Bronx, New York 10461, (718) 430-3552. The Office is open from 8:00 a.m. to 5:00 p.m. Monday through Friday. During the Fall and Winter months the Office closes at 4:00 p.m. on Friday.

General Housing Policies

The College of Medicine from time to time has available a limited number of apartments for eligible, qualified students and postdoctoral fellows who, in the sole judgment of the institution, add to its educational and operational goals. The apartments are offered as a privilege, not as a matter of right.

The College of Medicine subsidizes a portion of the monthly use and occupancy charges for the apartments.

The College of Medicine has needs and priorities, which change from time to time. The policies described in the Handbook, determine the assignments of apartments.

Because of the large demand for apartments on the Einstein campus, it has been necessary to establish the following priorities for allocation of housing:

1) Students enrolled at the Albert Einstein College of Medicine and the Sue Golding Graduate Division of Medical Sciences, have the highest priority for assignments of apartments at the Eastchester Road facilities. Should a shortage of apartments occur at these facilities, some students may be temporarily housed at the Rhinelander Avenue facility until Eastchester Road space becomes available. Assignments of first-year students are given highest priority. Efforts are made to assign apartments consistent with a student’s needs, based upon information provided to the housing office by the student. Students should make the Housing Office aware of any special circumstances that may affect the housing assignment.

2) Belfer Institute Postdoctoral Fellows will be assigned an apartment at the 1579 Rhinelander Avenue facility, as well as in certain apartments leased by the College or from private landlords in various buildings in the vicinity of the Einstein campus. Postdoctoral Fellows should refer to pages 9-10 of this handbook for additional information and regulations affecting them.

Three types of apartments are available: studios, one-bedroom and two-bedroom. Students and Fellows, desiring Einstein Housing, must submit an application to the housing office. The application must be accompanied by appropriate supporting documentation (e.g., student or Fellow status, marriage or children’s birth certificates) and if applicable, certified translations of those documents into English.

The Housing Office maintains separate waiting lists, based on application dates, for studios, one-bedroom and two-bedroom apartments. The waiting list for Eastchester Road apartments is open only to Einstein and Sue Golding students. The waiting list for Rhinelander Avenue apartments is open only to Postdoctoral Fellows.

Waiting list cards for Einstein and Sue Golding students are available at the Housing Office.

Generally individuals on the waiting list may reject an offered apartment and still maintain their position on the list. Applicants who do not respond to offers will be removed from the list.

Apartments are assigned in accordance with the following guidelines:

1) Studio Apartments may be occupied by one or two individuals. Single students will be assigned to a studio without a roommate if they have been admitted to the Medical Scientist training program, or if they have reached the top of the waiting list for a single occupancy unit.

2) One bedroom apartments must be shared by at least two persons: – either by two single students, a couple, or a student with a dependent child. Assignments to one bedroom apartments are made when applicants reach the top of the waiting list.

3) Two Bedroom Apartments must be shared by three persons, either three single students, or a student with dependent children. Families will be assigned two-bedroom apartments when they reach the top of the waiting list for these units

An apartment freeze is implemented annually between May 1st and September 30th. During this period, there will be no assignments from the waiting list to insure that the incoming class of students can be provided with Einstein housing.

Please see the Housing Coordinator at the Housing Office when you receive notice that an apartment or a requested transfer is available. At that time you will be required to close out your present account by paying any outstanding balances. You will also sign a new occupancy agreement for the new apartment. On the day you transfer, pick up your new keys at the housing office. You will

have 48 hours in which to transfer to the new accommodations and return your old keys to the Housing Office.

Use and occupancy rates are per apartment and are not based on number of occupants.. All authorized occupants of shared apartments are responsible for the entire use and occupancy charges. As a convenience to students, however, the Housing Office bills each occupant only for his or her proportionate share of these charges. If an Occupant of a shared apartment moves out for any reason, unless another assigned student, authorized occupant moves in within two weeks, the remaining occupant(s) are responsible for the entire use and occupancy charges. Remaining occupant(s) may stay in the apartment and pay the increased rent until a new roommate(s) moves in or may move to an available room in another occupied apartment, if available.

The College of Medicine reserves a small number of furnished apartments, to be used, on a temporary basis only, by visiting Faculty, students and others. These apartments are made available on a first-come, first served basis, consistent nevertheless with the needs and priorities of the College of Medicine. Requests for visitor housing are accepted only from Einstein Departmental administrators. All fees must be paid upon arrival.

General Occupancy Regulations

1) Every authorized occupant of Einstein housing must sign a new Occupant Agreement each year, no later than two weeks after date of receipt. Renewal is not guaranteed. Any individual who does not sign this document will be required to vacate his/her apartment and to pay an administrative fee.

2) The normal occupancy period of apartments is 12 months, from July 1st through June 30th (or for graduating students, the Sunday following June graduation). If the student graduates or leaves the College of Medicine during the 12-month period, the Occupancy Agreement is automatically terminated, and the occupant is required to vacate the premises within 30 days. Occupants who move into Einstein housing during the year will receive an Occupancy Agreement covering the period from the move-in date to June 30th.

3) Occupants moving into Einstein housing must deposit the equivalent of two months rent as security and pay the first month’s use and occupancy charges before the move-in date.

4) Incoming first years students who move in two weeks prior to the first day of classes will not be charged for that period provided they are officially enrolled in and complete the special preparatory course in Biochemistry.

5) Graduating medical students and graduating Sue Golding graduate students must vacate their apartments on the Sunday following

June graduation. A graduating student who vacates his or her apartment by that time will not be charged rent for the month of June.

6) Use and occupancy payments are due on the first of each month. All payments should be returned in the envelope provided with the monthly statement. Failure to pay within 10 days of the due date constitutes a late payment and will be subject to additional fee or eviction.

7) Occupants are required to carry Apartment Renter’s insurance in order to cover theft, water and fire damage and any liabilities that may occur within the apartment and to furnish the Housing Office with acceptable proof of such insurance. In addition, Eastchester Road occupants are required to name the Albert Einstein College of Medicine Housing Co., Inc., as “ additional insured” on the Policy; Rhinelander Avenue occupants must name Yeshiva University as “additional insured”

8) Students may not sublet apartments or places within apartments, or use the apartments for commercial purposes. All occupancies must be arranged directly through the Housing Office

9) Anyone not an Einstein Student, Sue Golding graduate student, or a Belfer Institute Postdoctoral Fellow will not be considered for occupancy under any circumstances. Individuals who abuse this policy will have their Occupancy Agreement terminated and will be subject to eviction.

10) No walls are to be built or removed from Einstein Apartments.

Termination of Occupancy -

Regulations and Procedures

Three weeks prior to permanently leaving Einstein housing facilities, occupants must visit the Housing Office to clear their accounts. At that time a Vacate Form must be completed, any outstanding balances must be paid and a clearance letter will be issued. This letter entitles the occupant to reserve an elevator for the day and approximate time of moving.

On move-out day, occupants should:

1. Present the elevator reservation letter to the Security Guard at 1935 Eastchester Road in order to obtain the elevator key. If possible the Housing Office will authorize security to permit parking near 1925, 1935 and 1945 in order to facilitate the move. Rhinelander residents should follow the instructions of the security guard or superintendent regarding use of the elevator.

2. The apartment or room is to be left “Broom Clean”. Additional charges will be assessed for extra cleaning or removal of anything left in the apartment, including carpets and food in the refrigerator.

3. Return the apartment, mailbox, top lock and front door keys to the housing office. If the housing office is closed, a small envelope is provided for your returned keys to the left of the Housing Office door, next to the black mailbox.

Failure to return your keys will result in a $85 charge against the Security Deposit and loss of the key deposit.

Housing Regulations for Belfer

Institute Postdoctoral Fellows

Postdoctoral fellows are eligible for Einstein Housing if they meet all of the following Criteria:

1. Hold the Einstein title of Research Fellow or Research Associate on a full-time basis,

2. Train primarily on the main campus of Einstein,

3. Are compensated by Einstein, directly by a funding source or sponsoring agency.

Because the numbers of Postdoctoral Fellows who desire to live in Einstein housing, exceed the availability of apartments, meeting all eligibility criteria does not guarantee that an apartment will be made available.

1. Postdoctoral Fellows who move to Einstein housing are limited to 3 years of occupancy.

2. Occupancy under this policy applies only to time spent as a Postdoctoral or Clinical Fellow; occupancy as an Einstein graduate student does not count toward the three year limit.

3. This policy applies to occupancy by Postdoctoral Fellows of apartments in any Einstein housing facility, including apartments in the neighborhood leased by Einstein and sublet to Postdoctoral Fellows.

Exceptions to Procedures and Guidelines

The administration of the college of Medicine reserves the right to authorize exceptions to these procedures and guidelines or to modify them at its sole discretion.

Requests for exceptions should be addressed to the Housing Manager. If additional assistance is required, a written statement describing why the exception is requested , should be submitted to Dr. Stephen H. Lazar, assistant Dean, 115 Belfer Building.

There are fire alarms and fire extinguishers on each floor. In case of emergency, act in accordance with the posted fire instructions. It is against the New York City Fire Code to leave anything in the hallways. All strollers, bicycles, water bottles, toys etc., must be kept in the apartments. If possible, call Security or the police emergency number.

A set of keys for Einstein Housing apartments will be provided, at the housing office, to each incoming and/or transferring authorized occupant and, if applicable, the occupant’s spouse. For incoming occupants, a key deposit of $50 is required at the time the Occupancy Agreement is signed.

For apartments in 1925, 1935 and 1945 Eastchester Road, go to the Security Desk at 1935 Eastchester Road. Upon proof of ID, the guard will provide admission to the apartment. There is a $5.00 charge each time a guard is required for admittance. Rhinelander Avenue occupants should contact the Security Guard at the Rhinelander Residence lobby.

If keys are lost and the lock must be changed, occupants will be charged a new key deposit plus the cost of a new set of keys

An Outside vendor furnishes washing machines and dryers, located in the basement of the buildings at 1925 and 1935 Eastchester Road. Machines in 1945 Eastchester Road are located near the lobby area.

Rhinelander residence machines are located in the basement.

Washers, dryers and dishwashers are not permitted in individual apartments under any circumstances.

Each apartment has its own mailbox. In order to facilitate delivery, all mail addressed to residents should include the apartment number. The Post Office has notified the Housing Office that mail will be returned to the sender if an apartment number is not indicated on the envelope. A form provided by the Post Office must be completed in order for the mail to be forwarded to your new address when you vacate. Please note that the Post Office will only forward first-class mail; all other mail, including journals and magazines, will not be forwarded unless a change of address has been filed with each publisher.

Maintenance requests should be made in writing to the Housing Office. Forms are also available at the Security Desk in 1935 and 1945 Eastchester Road. During non-business hours, the forms may be left under the door at the Housing Office.

For the Rhinelander Residence, repair and maintenance forms may be found at the Security Desk in that building and may be left there.

The Eastchester Road Housing garage entrance is located at 1975 Eastchester Road. Parking is available hourly, daily or monthly at prevailing rates. Eastchester Road housing occupants may arrange for parking space permits by directly contacting the Kinney Corporation garage manager at (718) 430-7021.

The Rhinelander Residence has a parking area under the building, but space is extremely limited. Rhinelander Occupants are advised to place their names on a waiting list at the Housing Office or

may make arrangements to park at the Eastchester Road parking Garage.

There is an additional charge for parking. Parking fees are not included in the monthly use and occupancy charge.

Pets are not permitted in Einstein Housing. If the Housing Office becomes aware of a pet in an apartment, the occupant must remove it or risk eviction.

Playground facilities are located at the Eastchester Housing Complex plaza area and adjacent to the Rhinelander Residence Hall. Children should always be supervised by an adult.
