Background

As mentioned in PRBA proposal ST/SG/AC.10/C.3/2008/46 and informal paper from Japan UN/SCETDG/33/INF.36, the “large format” lithium ion battery has been widely used for hybrid-electric vehicles, electric vehicles, and for the military and aerospace purposes. In China, one of the most widely used of these kinds of vehicles is the electric bicycle. As estimated, the amount of electric bicycle in China by the end of 2008 could be achieved to one hundred million. This application did decrease dependency on petroleum and lighten pollution on environment.

The power for electric bicycle could be lead-acid battery, Ni-MH battery, and lithium ion battery. Considering the environment friendly and long cycle life of lithium ion battery, it will be more and more preferred to be used as the power of electric bicycle. Currently, the parameters of most well used lithium ion battery for electric bicycle are as below:

According to the proposal ST/SG/AC.10/C.3/2008/46, PRBA suggested a threshold of 600 Wh (lithium ion) should be used to distinguish between large and small batteries. However, the capacity of batteries listed above are generally lower than 600 Wh. The manufacturing costs and testing costs for these batteries are rather high too.

Modification proposal to the PRBA proposal ST/SG/AC.10/C.3/2008/46, 16 April 2008

Based on maintaining transport safety and current market for lithium ion battery in China, we propose to use a threshold of 300Wh on distinguishing large and small lithium ion batteries. China proposes the following modifications to the PRBA proposal ST/SG/AC.10/C.3/2008/46.

“Large battery means a lithium metal battery in which the aggregate lithium content of all anodes, when fully charged, is more than 80 g, or in the case of a lithium ion battery, means a battery with a Watt-hour rating of more than 600 300 Wh.”

….

“Small battery means a lithium metal battery composed of small cells, and in which the aggregate lithium content of all cell anodes, when fully charged, is not more than 80 g, or in the case of a lithium ion battery, means a battery with a Watt-hour rating of not more than 600 300 Wh.”
