The MPF considers that the gathering of such information is essential to ensuring that they are aware of the range of models by which such a service can be provided both technically and commercially within the scope of the rules and requirements for the service described in this document and the documents referenced therein.This RFI should not be construed as a solicitation for commercial offerings nor should it be construed as an obligation on the part of the MPF to contract. Based on the assessment of your organisation’s capabilities by the MPF, your organisation may be invited to engage further with the MPF. While no contract will be entered into as a consequence of this RFI, the MPF currently anticipates launching a Request for Proposal (‘RFP’) later in the year 2017; this date is provided as an initial indication and does not commit the MPF to do so. This RFI, in no way commits the MPF to invite your organisation to submit a bid as part of a RFP process.Participation in this RFI is voluntary and the MPF will not pay for any preparation of any information submitted or for the MPF's use of the information. Mobile Proxy Forum - OverviewThe Mobile Proxy forum (MPF) is a cross-industry working group set up under the auspices of the Euro Retail Payments Board (ERPB), with the following key objectives:The setup of an interoperability framework and Standardised Proxy Lookup (SPL) service which allows person-to-person (P2P) payment data to be securely exchanged on a pan-European level, in accordance with the recommendations and mandate of the ERPB. Initially the focus will be on using mobile telephone numbers as a proxy for IBAN, but the Steering Committee will have regard to future support for additional proxy types and account identifiers. The main goals are to have solutions that are interoperable and user friendly, as well as to foster choice and competition. To date the workplan of the MPF has included;Creation of the Steering Committee (done).Creation of a Technical Working Group (done).Creation of a Legal Working Group (done).Creation of a Market Implementation Working Group (done).Set-up of a pan-European SPL service, which includes e.g.: development of rules (done).definition of a polling hierarchy logic (done). commercial review of appointing one or more suppliers of the SPL service.preparation of the RFP for the selection of technology providers.creation of a new legal entity.This RFI is concerned with the two areas from the above list, namely;Commercial review of appointing one or more suppliers of the SPL service.This RFI is intended to allow interested parties to self-declare their interest in providing this service, and the manner (commercial and technical) in which they may provide the service and for the MPF to evaluate the attractiveness of the solution operating model proposed. This includes services provided on a single “appointed service provider” basis or as a commercial, competitive and interoperable offering. Preparation of the RFP for the selection of technology providers.Awareness of the range of solutions and commercial models offered will enable the MPF to shape any subsequent RFP to encompass all acceptable options from a technical and commercial perspective.Summary of RequirementsThe SPL is intended to enable interoperability between registry providers who in the line of their business enable a mobile phone number with international prefix to be used to retrieve a linked IBAN for the (sole) purpose of initiating a payment to the holder of that IBAN. In its initial application, this is intended to enable mobile P2P payments to be made between existing mobile payment based schemes within countries in the Single Euro Payments Area (SEPA).The rules for the SPL have been defined by the MPF. Core functional requirements for the service should be derived from these rules. These are published on the EPC website and may be accessed here: the purposes of this RFI, these rules will give guidance as to the intention of and likely requirements for the SPL service. If the MPF subsequently proceeds to an RFP, these rules will be augmented by a formal statement of requirementsThe following non-functional requirements are advised to give guidance on the response.Volumes: The service was initially intended to provide for cross-border interoperability of P2P services, assuming one registry provider per country. However, it will also enable interoperability between both multi-national services and competing domestic registry providers. Since such interoperability is not yet in place it is assumed that cross border interoperability will generate another 2-3% additional to domestic volume (in line with existing SEPA experience) and domestic interoperability between competitive services possibly another 2%. In addition, the demand for such a service will depend on overall uptake following the model of countries where existing Mobile P2P (mP2P) services are highly adopted (e.g. Scandinavia) or those where such services are less well adopted (other parts of Europe). This gives significant potential demand variability suggesting that any service must be viable from a low base, but scalable.Cross-border interoperability only (millions of SPL transactions per annum)Cross border and “domestic” interoperability (millions of SPL transactions per annum)Low mP2P adoption model1-22-4High mP2P adoption model50100Table 1: potential levels of demand for SPL transactions.As an example, from experience of other systems, the anticipated peak hour volume in a high mP2P adoption model is expected to be at least 10% of the average daily volume.The initial focus is P2P but it is expected that person-to-business (P2B) will contribute significantly to the volume at a later stage.Availability.The service is expected to be typically a companion to Instant Payment Services, especially those provided under the SCT Inst scheme. This is one of the reasons why the service would need to be designed for 100% availability, 24 hours a day, 7 days a week availability to match the features of the underlying payment scheme.Data retention and data protectionNo transaction data content is to be retained within the system. It is strictly a messaging platform and not a database or registry service. The system must enable compliance with the relevant European data protection rules and regulations.SecurityThe service is intended to create no additional vulnerabilities to the connected registry providers’ systems.The SPL service shall provide compliance and assurance to applicable security and privacy requirements, certifications and regulation of member countries, maintaining the security principles of confidentiality, integrity and availability.Part 2 - RFI Overview, timelines and response guidelines OverviewThe MPF is issuing this RFI to the market to encourage responses from suitably qualified and self-selecting organisations (“Respondents”). Respondents are required to prepare and submit a response in the manner described in this document. Responses will be evaluated for completeness, quality of information provided and responsiveness to requirements set out herein.Receipt of this RFI document confers no right on any Respondent. Without limitation to the foregoing, the MPFis under no obligation to place a contract with any Respondent as a result of this RFI process and reserves the right to use more than one supplier to complete the overall project. In regards to the presentation format this shall be your organisation’s discretion, the MPF questions will centre on the content provided however specific focus will be on the technical and commercial model and responding organisation’s credentials. Please note information is requested in a uniform format. Respondents are asked to adhere to the MPF's formatting requests. Responses that do not adhere to the MPF's requirements may be excluded from consideration.Respondents must ensure that any emails sent to p2pmobile@epc-cep.eu are free from any virus or other malware. In consideration of their participation in the RFI process, each Respondent agrees to indemnify the EPC from and against all costs, expenses, losses or damages that may result from the electronic copy being infected by a virus or other malware.Evaluation In evaluating capabilities and potential solution fit, in no particular order, the MPF will focus on assessing the following:Quality and appropriateness of the technical solution proposed. Evidence of experience of projects of a similar content, scope and scale.Clear indication of viability and sustainability of the preferred commercial model to supply the services. No other terms will be deemed to be accepted by the MPF or incorporated into any contract between the MPF and any Respondent unless they are expressly accepted in writing by an authorised signatory of the MPF.ConfidentialityNothing in this Request for Information shall have any priority over any Confidentiality Agreement entered into between the MPF and any Respondent except that the MPF may share any questions or requests for clarification, and their responses, between Respondents as set out at section 2.3 Examination and explanation of RFI documents The Respondent shall be responsible for carefully examining the complete Request for Information, with any addenda, and making whatever further arrangements as may be required such that the Respondent is fully informed and acquainted with all the circumstances and matters which might in any way affect the performance or cost of the services which are the subject matter of the Respondent's response (the "Services"). Failure to do so is at the sole risk of the Respondent and no relief shall be given for errors or omissions in the RFI in estimating the difficulty or cost of performing the Services successfully.Should the Respondent find discrepancies in, or omissions from, the Request for Information or relevant documents, or should these appear to be obscure or ambiguous, the Respondent shall at once contact the MPF for clarification or correction thereof before submitting its proposal.Any Respondent making a request for clarification or correction will be solely responsible for the timely receipt and clarification of such request by the MPF. Replies to such enquiries will be made in the form of written addenda that may be issued simultaneously to all Respondents.Unsolicited revisions to proposalsUnsolicited revisions to proposals will not be received favourably unless the Respondent can substantiate to the MPF’s satisfaction that a genuine error occurred during preparation of the original proposal. The MPF is under no obligation to accept such a revision.Modification to RFI DocumentsThe MPF reserves the right to revise any provisions of the Request for Information. Such revisions, if any, will be in the form of written addenda which will be issued simultaneously to all Respondents. Respondents shall immediately acknowledge receipt of the addenda by e-mail.RFI ExpensesAll costs and expenses incurred by the Respondents in the preparation and submissions of their response or in attending subsequent discussions or negotiations with the MPF, are entirely for their own account and the MPF shall not be responsible for such expenses.Currency and languageAll amounts will be in euro (EUR).All proposals, correspondence and communications shall be in the English language.Form of proposalThe Respondent shall base its response on the requirements of the MPF as stated in this Request for Information. However, should any Respondent be unable to fulfil any of these requirements it must state clearly any and all exceptions of such requirements that it may have made with words such as "This response is subject to the following qualifications: ….Submission of proposalProposals submitted shall be properly executed and completed.
