We have issued a preliminary school district annual expenditure budget package for fiscal year 2022 in conjunction with the Arizona Department of Education (ADE) as the Fifty-fifth Legislature, First Regular Session, has not yet concluded. We have incorporated legislation enacted to date in the preliminary forms. Any legislation enacted for FY 2022 district funding calculations, such as the base support level and transportation support level, will be included in the final budget forms and apply to the entire fiscal year in accordance with Arizona Revised Statutes (A.R.S.) ?15-901.05. We will notify districts by email when we issue final forms. A.R.S. ?15-905(Q) allows districts to revise their budgets by September 15 for changes in law that impact budget calculations in their adopted budget.

The preliminary expenditure budget package includes the forms and instructions for completing the FY 2022 School District Annual Expenditure Budget, Supplement, Summary, Truth in Taxation Work Sheet and Notice, Hearing Notification and Summary, and Desegregation Budget Forms. The preliminary expenditure budget package also includes submission and publication instructions and hints on using the budget files.

Legislative changes incorporated into the preliminary expenditure budget package include:

? Modified page 3 for Classroom Site Fund (CSF) allowable use changes. ? Removed lines for District Additional Assistance reductions. ? Added a line for remote instructional time adjustments. ? Updated the name of Fund 535--Career and Technical Education Projects. ? Updated the Qualifying Tax Rate (QTR) and CSF weighted per pupil allocation for Joint

Legislative Budget Committee estimates.

To help districts complete the FY 2022 expenditure budget, we created a short video two years ago when the format of the budget forms was revised. The video contains a general overview of the budget file's format, including the Data Entry, Calculations, and APOR55 tabs within the budget file. You may find it helpful to have the FY 2022 budget file open to reference while watching the video.
