SUNDAY – APRIL 19, 2015

DAYTONA BEACH, FL

3:00 P.M.

The meeting was called to order by President Russell Ketchem. The Committee said the Pledge of Allegiance and Past President Ron Ribaric gave the invocation. Secretary Althea Parrish called the roll.

Secretary’s Report – Althea Parrish

MOTION: Vice President Chas Jordan made a motion to accept the minutes of the Executive Committee Meeting, January 24, 2015 and the Scholarship Committee minutes, January 23, 2015. Treasurer Rick Keeney seconded said motion. MOTION PASSED UNANIMOUSLY.

Treasurer’s Report – Rick Keeney

Rick spoke about not having the quarterly report because of tax time. He did have the end of the year report. He spoke about the Branches Budgets that will now be needed by each Branch starting this year. Training will be provider. Treasurers are strongly encouraged to attend the workshops provided for them.

President’s Report – Russell Ketchem

He spoke of his past year as President and thanked everyone for their continued support.

Scholarships – Alisha Wetherell

Alisha had to go to the airport therefore her report was given at this time. She presented her Scholarship recipients and a total of $11,500. She spoke of changing the applications for next year. (See Written Report)

Vice President – Chas Jordan

Chas spoke of the two 2017 Shows. The Florida Chapter 2017 Expo and hosting the 2017 National Congress was subject of discussion. District Representative Alisha Wetherell stated the 2017 Florida Chapter Expo would be welcomed in Tallahassee. District Representative Joey Duncan stated the 2018 Florida Chapter Expo would be welcomed in Jacksonville. Discussion.

MOTION: Vice President Chas Jordan made a motion to have the 2017 Florida Chapter Expo in Tallahassee and the 2018 Florida Chapter Expo in Jacksonville. Immediate Past President Dale Haas seconded said motion. MOTION PASSED UNANIMOUSLY.

Vice President Chas Jordan also spoke about the 2016 Florida Expo in Tampa next year. The date is April 18 – 22, 2016 and the theme is “Public Works – Community’s Hidden Treasurer”.

President – Elect - Robert Garland

Robert went over his upcoming Expo schedule and events. He thanked all his volunteers. He gave out the upcoming meetings and dates:

July 24 & 25, 2015 Four Points by Sheraton - Tallahassee

October 2 & 3, 2015 Embassy Suites Beach Resort - Deerfield Beach

January 22 & 23, 2016 Embassy Suites - Tampa

April 2016 (TBD – Expo) Embassy Suites - Tampa

By-Laws Chairman Tom Pugh – (Has proxy from District Rep Nicole Monahan)

Tom spoke of the direction and working for the Florida Chapter By-Laws in Article VI – Section 2 and Section 3; Alternate B and Alternate D. Question on the table was, should the word “normally” be inserted in Article VI Sections 2 3? Discussion. (See Written Report)

Next question for discussion was should “finalization of nominees and ballot” be substituted for “verification of eligibility” in Article XIII, Section 1? Discussion. (See Written Report)

MOTION: Tom Pugh (has proxy from District Rep Nicole Monahan) made the motion to present these changes to the by-laws to the membership meeting on Wednesday, April 22, 2015 as shown with amendment to B & D; per discussion. Immediate Past President Dale Haas seconded said motion. MOTION PASSED UNANIMOUSLY.

Council of Chapters Delegate – Doug Layton

Doug introduced Regional Director Tommy Brown. Tommy spoke of the upcoming 2015 Congress in Phoenix and the upcoming Snow Conference; Florida Chapter won the PACE award; help is needed on the Donald C. Stone Committee at the APWA National level.

Audit Committee Chairman – Paul Moore

He stated the Audit Committee held its annual meeting with the Florida Chapter Treasurer Rick Keeney on March 27, 2015. The purpose of the meeting was to go over the year end Chapter Financial information. (See Written Report)

MOTION: Vice President Chas Jordan made a motion to accept the Audit Report prepared by Audit Committee Chairman Paul Moore. Immediate Past President Dale Haas seconded said motion. MOTION PASSED UNANIMOUSLY.

Installation of new officers. Regional Director Tommy Brown swore in all new Florida Chapter Officers (voted in at the January 24, 2015 Executive Committee Meeting) and all odd year District Representatives.
