MEETING MINUTES

June 22, 2016

The meeting was called to order by Chairman Robert Stuart, Delaware State Fire School, Classroom 6 in Dover. Those in attendance were as follows:

III. PUBLIC HEALTH PREPAREDNESS UPDATE

Dr. Rattay reported on the efforts to address the opiate crisis. Some positive is that federal funding is starting to flow to states. OEMS has applied for 4 grants; DESAM has applied for several grants as well. Public Health is working with other state agencies to maximize every dollar coming into the state for the epidemic.

Some other positive aspects are Project Engage at Christiana Hospital is linking people to treatment. And the interest and demand for increased access to Naloxone. They are working with Walgreens and Rite Aid to do medical orders and to train pharmacists to assist the public.

She reported that Delaware is one of the highest for prescribing high dose and long acting painkillers.

The group discussed the initiatives that are being formed and the affects this epidemic has on EMS and first responders.

IV. NEW BUSINESS

1) DEMSOC Chair

Robert Stuart announced that he has been named Chairman of DEMSOC.

2) Kent County At-Large Seat vacancy-status

Robert Stuart reported that there has been an individual who has put in an application to fill the seat.

3) New Castle County At-Large Seat vacancy-status

Robert Stuart reported that there has been an individual who has put in an application to fill the seat.

4) Vice Chair Vacancy

Robert Stuart asked that if any one of the council members had an interest in being the vice chair to please contact him.

VIII. OLD BUSINESS

1) Agency Reports

OEMS

Diane Hainsworth reported that the NHTSA review has taken place and went very well. The panel would like to see more dedicated funding for trauma services and EMS. They would like to see more done with QA/QI and performance improvement. With the new system they have the capabilities but do not have the resources for enough staff members.

She reported that the office has applied for a grant for surveillance for the opiate/heroin epidemic. They are working with Div. of Forensic Sciences and Christiana Care.

New Castle County

Larry Tan stated that there has been a statewide active shooter working group formed. They have had their first meeting. The goal is to integrate the medical response to one of these incidents, to avoid delays in getting victims medical attention. Sussex County is having a training session that they will see if it is a good template or starting point for them to use.

Diane passed around the tourniquet kits that OEMS has purchased for ALS units, they are looking to purchase for BLS.

EMSC

Maria Diaz stated the Nemours would like to publicly thank everyone for taking part in their study on pediatric disaster triage. They had 700 EMS providers from 48 sites and Delaware had 134 in attendance.

Britany Huss reported that OEMS is looking into providing the same course to ALS and BLS providers.

DVFA

Warren Jones reported that House Bill 302 passed that doubles the fines for assault gun use, $20 of that is delegated to BLS.

State Fire Prevention Commission

Alan Robinson reported that their investigator did 9 inspections and took one private out of service.

They have 2 hearings for EMT’s upcoming.

They signed 2 consent forms at their meeting; one is for DelMar’s failure to do reports; one they settled with an EMT who has a “rap” sheet, the outcome may change.

DVFA Ambulance Committee

Mike McMichael reported that their next meeting is June 23.

They participated in EMS on Capitol Hill in D.C.

He reported that they are working on a National Memorial for providers lost in the line of duty, it will be somewhere in D.C.

Their annual banquet will be held on September 14 at Dover Downs.

Ambulance Safety

Glenn Luedtke stated that the annual report of the Clear Project was out. The issues remain the same with equipment. He spoke on the Violence against provider’s report that it is getting more dangerous for EMS providers.

Homeland Safety and Security

Secretary Mosley spoke on the large drug bust recently in Kent and Sussex in which a large amount of heroin was taken off the streets. He also spoke on his concerns of just how much heroin is moving through Delaware.

He thanked everyone who worked Firefly this year.

Sussex County

Robert Stuart reported that they had their 25th anniversary banquet last month.

He reported that they are gearing up for this year’s hurricane season.

The group discussed the need for schools to send diagrams for emergency purposes. Robert Stuart offered their help in pushing for schools cooperation.

The group discussed more on an active shooter situation and where a high number of patients would go. Diane Hainsworth stated that with the new patient tracking system they have the ability to send an alert that would notify facilities ahead of time so they could prepare.
