|Role Overview: |

|The Australian Animal Health Laboratory (AAHL), located in Geelong, Victoria, is one of the world’s most significant infectious disease containment |

|laboratories. There is no comparable facility in the southern hemisphere or Asia, and it is one of six such facilities in the world. AAHL is operated |

|by Australia’s Commonwealth Scientific and Industrial Research Organisation (CSIRO). Primarily AAHL deals with animal disease incursions which can |

|harm community and economy. In this respect it is the key national infrastructure in the field of infectious animal disease research, response, |

|containment and preparedness. It is also playing an increasing role in zoonotic disease outbreaks - pathogens which can transmit from animals to |

|humans make up an estimated 70 per cent of all human infectious diseases. |

|CSIRO is undertaking a part-life upgrade of AAHL and is seeking a highly experienced project manager with proven experience in the planning and |

|delivery of complex and highly technical capital works projects. The upgrade of engineering services and laboratory space will ensure the continuation|

|of nationally significant capability for the next thirty years. The project is Phase 1 of an overarching AAHL Masterplan. Phase 1 of the Masterplan |

|was approved in the 2018 Federal Budget. |

|In this role, you will work collaboratively across CSIRO business units and with a range of industry partners to ensure the AAHL Part-life Refit |

|Project is delivered in support of CSIRO’s long term vision for AAHL. |

|As the CBIS Project Manager, you will manage the planning and delivery of the project including the application of change management principles. In |

|delivering the project, you will be responsible to the CBIS AAHL Zone Manager and will operate within the project governance structure. You will be |

|directly accountable for ensuring the project adheres to time, cost and quality requirements and for providing high quality, strategic advice; often |

|in connection with technically challenging issues. |

|You will have demonstrated ability to establish and maintain relationships with senior and key stakeholders across industry, all levels of government |

|and the community. You will have a broad knowledge of government policy and experience in managing large and / or complex projects. The value of the |

|AAHL project is in the order of $200 million. |

|To be successful in this position, you will need to keep abreast of relevant issues and developments and draw on CSIRO-internal and external expertise|

|in order to provide timely, accurate, specialist advice within the Project. Your recommendations will often impact strategic decision making. |

|Security Clearance: |

|obtain a Negative Vetting 1, Australian Government security clearance. |

|Duties and Key Result Areas: |

|Lead the AAHL Part-Life Refit Project, integrating the strategic needs of sound asset management principles and science objectives to deliver a value |

|driven whole of facility life outcome. |

|Establish and manage a project team, taking responsibility for effective team performance by utilising strong relationship, collaboration and |

|influencing skills. |

|Drive the development and delivery of effective strategies to manage the people impact through effective change management methodologies. |

|Ability to develop and manage end-to-end project delivery ensuring the project delivers on time, on budget, with compliant and fit-for-purpose |

|facilities. |

|Establish and maintain collaborative and proactive working relationships with the CSIRO executive, broader CSIRO team and key stakeholders, and |

|develop strategies and implement best practice methods to deliver high quality outcomes. |

|Ability to lead the successful delivery of concurrent project activities with a focus on whole of life, client engagement, consultation and change |

|management. |

|Oversee and report on project performance to ensure that solutions provided continue to meet the needs of stakeholders, are cost effective and |

|sustainable, appropriately recognise and address risks, and are aligned with project objectives.

|Provide leadership, motivation and guidance to team members, establishing a strong team culture based on performance, development and a demonstrated |

|commitment to displaying the highest standards of ethical behaviour and integrity in alignment with the principles of CSIRO Values. |

|Security Assessment and Microbiological Security Requirements for Personnel Working on the AAHL |

|Site |

|The nature of our work requires that each person working on site must comply with the conditions described below. |

|The appointee is required to pass a security clearance at a level appropriate to duties of the position. Confirmation of the appointment is subject to|

|obtaining that clearance. The security assessment will require that the individual has resided in Australia for the past 10 years and can provide |

|referees who are Australian citizens for the last 10 years. |

|It is essential that all work on exotic or emerging diseases carried out at AAHL is conducted in a safe manner to prevent the escape of the disease |

|agents used, and to this end, all activities and personnel will be subject to appropriate microbiological security measures. Consequently, while |

|working at AAHL, you may not reside on a property on which are kept any of the following animals: sheep, cattle, pigs, goats, horses, asses and mules,|

|any other cloven-hoofed animal, fowls, turkeys, geese, domestic ducks, caged birds, emus or ostriches. Personnel working with diseases of aquatic |

|animals may not keep aquarium fish at their place of residence and personnel working with cane toad material must avoid contact with amphibians. |

|In addition, for a period of seven days after working in the microbiologically secure area of AAHL, personnel may not have close contact with any of |

|the above animals, amphibians or birds or the actual places where these animals are held, or visit any aquatic animal farm or aquatic animal hatchery.|

|Working in the barrier maintained Small Animal Facility requires avoidance of additional animals such as mice, rats, guinea pigs, rabbits and poultry |

|3 days prior to arrival. |

|It is usual practice in laboratories where work with infectious disease agents is carried out, to collect a blood sample from personnel and store |

|serum for future reference. This is a safety precaution, so that if any person becomes ill in the future, serum samples are available for testing. |

|Personnel must abide by Occupational Health, Safety and Environment regulations. Safety signs and directives issued by CSIRO personnel must be |

|complied with at all times. |

|Access restrictions apply to the Werribee Animal Health Facility (WAHF) site that is associated with, but remote from, the AAHL site. |

|Selection Criteria: |

|Pre-Requisites: |

|Education/Qualifications: Tertiary qualifications and/or significant experience in a relevant discipline area, such as project management, |

|architecture, engineering, planning, construction, property or related areas. |

|Communication: Excellent written and oral communication skills, evidenced by high-level reporting, presentation and negotiation abilities, and the |

|capacity to identify and influence critical stakeholders to gain support for contentious proposals/ideas. |

|Essential Criteria: |

|Demonstrated, extensive experience in project management of complex and highly technical capital works projects; |

|Well-developed understanding of project management methodologies, contract management, health and safety legislation, and Commonwealth procurement |

|requirements including how these functions integrate with capital works activities in a Commonwealth environment; |

|Proven ability to think and act strategically, identify and manage risks, and identify and evaluate opportunities that optimise project outcomes in |

|line with CSIRO’s strategic direction; |

|Demonstrated ability to lead, coordinate and manage a multi-disciplinary team comprised of internal and external project management and consultant |

|personnel, to achieve project outcomes; and |

|An understanding of Government processes in particular planning systems and controls, project planning and delivery. |

|Desirable Criteria: |

|Experience delivering capital works involving laboratories, biocontainment facilities and/or in an operational environment; and |

|AIPM or PMI accreditation and Prince 2 or equivalent project management experience. |
