Govt gets one week to clear NREGS dues

The AP High Court has warned the State government that a contempt case would be initiated if it fails to clear the bills of Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) by September 15.

The High Court was hearing petitions filed on payment of the bills on Tuesday.

The High Court expressed its anger at the government for failing to implement its orders issued two weeks ago in this case. The High Court pointed out that it had issued orders to clear MGNREGS bill arrears of 494 cases two weeks ago, but the government has cleared bills of only 25 cases even after two weeks elapsing.

On Tuesday, the High Court gave a one-week deadline for the State government to clear the dues or face contempt proceedings. The court directed the State government to give details of who have been paid the amounts so far.

The State government earlier said that the Centre failed to release the funds. However, the Centre filed an affidavit in the High Court stating that it does not owe any dues to AP government and that it has cleared all the bills submitted by the State government.

Farmers lay siege to Karnal secretariat

Thousands of farmers started marching towards the district headquarters here on Tuesday evening after union leaders said their talks with the local administration had failed.

Thousands of protesters walked towards the secretariat carrying farmer union flags. Several barricades have been put up on the route.

Earlier, BKU leader Rakesh Tikait told reporters that they had demanded the suspension of the

As per official data, the Andhra Pradesh government has deposited Rs.1.05 lakh crores, out of the Rs.1.27 lakhs crore it borrowed, into the accounts of beneficiaries of various welfare schemes in the state. Even a single rupee would not come back to the government from this huge amount.

This amount of Rs.1.05 lakh crores is almost double the amount that is required for the Polavaram multi-purpose project, which is considered to be the lifeline of Andhra Pradesh in the backdrop of the state's bifurcation.

Imagine how pleasant it would be if the Polavaram project is realised! The irrigation situation would be very comfortable in AP with 'assured water' to every major and medium irrigation projects across the state.

The present government

headed by YS Jaganmohan Reddy got 86% of seats (151 seats out of 175) of the total strength of AP Assembly. Every member of the ruling party, including its president, may agree that their party would not get the same number of seats (151) in the next elections even if it retains power.

He can still do wonders with his majority and make the rest of his political journey hassle-free. He has no opposition both within the party and the government. Jagan would do well to take up the Polavaram Project in right earnest. Only by taking daring steps the state government can create assets.

Creation of assets will be the real gift and service to future generations.

Despite being hampered by financial crunch in the initial years of the Andhra State that was carved out of composite Madras State in 1953, the then Chief Minister of Andhra State T.Prakasam laid the foundation stone for the

They set up a small business establishment like grocery shop or something else with the sum of Rs.30, 000/given freely by the government. They simply wind up those establishments once that amount gets exhausted within days. Since there is no recovery or question of repayment of that money to the government by the beneficiaries, they are free to do anything. That means the government is indirectly making its own people shed responsibility and commitment.

Let us hope the AP government becomes far-sighted.

Ban on the public celebration of the Ganesh Chaturthi by the AP government this year has not only come as a bolt from the blue for idol-makers but also as a big blow to their livelihood. Orders banning festivities in public were issued just a few days ago.

In a double whammy for the already Covid-battered idolmakers, the government's ban orders have poured cold water on their hopes to make good their losses during the Ganesh Chaturthi celebrations. No orders were placed last year on account of Covid restrictions last year and this year too the government's order has come as a dampener with no business opportunities.

Barely over a day's time left for the festival on September 10, the idol sales have come to a grinding halt, leaving the artisans clueless on what to do with the `gods' they created.

On the other hand, the State government is firm on preventing mass gatherings during the nine-day festival period due to the probable Covid third wave threat which hangs like Sword of Damocles on the entire country, not just the State.

pandals. Festival enthusiasts used to install big idols of Ganesh in the pandals and perform special pujas with pomp and piety. However, this year, the people are reluctant to donate money generously to the festival committees.

Last year, several restrictions were placed on the celebrations at public places, especially the main roads. This year, the police are implementing the ban orders strictly and are advising the festival organisers not to take the risk.

An artist Mohan Bhatia from Rajasthan, who settled in Vijayawada 10 years ago, said that his team had started making big Ganesh idols four

months back and they are ready for sale. "With the State government imposing restrictions on big idols, we do not know what to do."

He said that last year, due to the Covid first wave, he had incurred a loss of Rs 7 lakh due to poor sales. He further said that he has no money to pay the interest of the loans he had taken.

"We have invested Rs 10 lakh in the current season. After the government's announcement, our business has fallen flat," he said and demanded that the government compensate for the loss as it had banned the use of big idols just a few days before the festival.

Air India's Vja-Muscat flights resume

Air India has resumed flight services from Vijayawada International Airport at Gannavaram to Muscat, the capital of Oman from Tuesday.

As per reports, the airlines will run only one service per week and the flight duration is of 3.30 hours.

As per Air India officials, an Airbus A321 with a seating capacity of 182 passengers departs from Hyderabad every Tuesday at 11 am and reaches Gannavaram. It leaves for Muscat at 12 noon. Air India representatives said the flight would reach Muscat at 2 pm local time.

Due to the Covid situation leading to poor occupancy, Air India had cancelled its weekly flight to Muscat from Vijayawada International Airport which was scheduled to start in July. As per the schedule, Air India has announced to operate the H y d e r a b a d - Vi j a y a w a d a Muscat flight.

Senior BJP leader Kanna Lakshminarayana has said that mass gatherings during Ganesh Chuturthi celebrations are a tradition in the State. It is unjust for the State government to confine celebration of the festival to home, he said.

In a representation submitted to Governor Biswabusan Harichandan here on Tuesday, Lakshminarayana demanded action on the issue. He said that his party would celebrate Ganesh Chaturthi following all Covid rules.

Lakshminarayana alleged that about 150 incidents of attacks on temples took place so far during

the YSRCP government but no action has been taken to date. He further said that the Jaganmohan Reddy government was looking down upon the Hindus in the State. VHP State vice-president P Venkataswamy Baidu said that Ganesh Chaturthi was a very important festival for the Hindus and said that the YSRCP government was against the Hindus in the State. He criticised Endowments Minister Vellampalli Srinivas Rao for talking against the Hindus in the State.

He further alleged that the minister was talking ill of Hindus and made it clear that the BJP would celebrate Ganesh festival in the State.

YSR Congress Party (YSRCP) MLA Vasantha Krishna Prasad has come down heavily on TDP leaders for propagating what he called false information on maintenance of roads across the State and said it was due to the negligence of N Chandrababu Naidu during the previous government that the roads were damaged.

Addressing a press conference at the party central office here on Tuesday, the MLA said TDP leaders are hiding facts and misleading the people through biased information. He said the previous government had constructed 1,356 km new bitumen roads during its five-year rule at an average of 271.2 km per year and had done 8,917 km of

widening and repair works, with an average of 1,783 km per year.

He said the government had constructed a 1,883 km bitumen road with an average of 942 km per year, in the last two years after YSRCP, formed government and added that the State government had taken up widening and repair works along 4,015 km roads with an average of 2,000 km per year in last two years. He said the State government had already approved for construction of 9,557 km roads at a cost of Rs 7,828 crore and the tender process was almost completed.

The MLA said the roads were damaged due to heavy rains after YSRCP came to power and they would be repaired once the monsoon season was over.

`Walk-in' liquor shops draw flak from TDP

Telugu Desam Party (TDP) leader and former minister Nakka Ananda Babu on Tuesday accused the Jaganmohan Reddy government of increasing the number of liquor shops in a phased manner in the State instead of fulfilling its election promise on the phased implementation of the total prohibition.

Anand Babu strongly objected to the Government's proposal to open 300 new liquor shops in urban areas in the name of 'walk-in' stores. Another 175 shops were already opened under the cover of tourism promotion.

Chief Minister YS Jaganmohan Reddy's Statewide Padayatra seemed to be an inspiration for these 'walk-in' stores.

In the Padayatra, he promised to phase out liquor but now he was opening 'walk-in' stores to promote consumption.

Addressing a press conference here, the TDP leader

termed it atrocious on the part of the ruling YSRCP to convert liquor as the main source of revenue for its Government. Moreover, CM Jaganmohan Reddy had brought Rs 25,000 crore loans by mortgaging the drinkers and by showing liquor revenue as security.

Alcohol consumers in the State were mortgaged to the banks for the next 15 years in violation of the established rules and laws. This was something no other State or Central Government did ever before in the country.

Ananda Babu said that a salesman was appointed for every 50 houses to ensure a higher sale of liquor. In the name of the government shops, the CM was selling his own liquor brands.

In a very alarming manner, CM Jaganmohan Reddy had turned all revenue from liquor sales into his own personal income.

Like this, the ruling party was setting its sights on higher income for themselves from all resources of the government.

Andhra Pradesh Roads and Buildings Minister Shankara Narayan on Tuesday urged the Centre to expedite construction work of the Greenfield express road between Bengaluru and Vijayawada.

In a meeting with Union Road Transport and Highways Secretary Giridhar Aramane, Shankara Narayan discussed ongoing national highway works in the State, new roads to be sanctioned, funds to be provided by the Central government, among other issues.

After the meeting, the Minister told reporters here that he requested the Central government to expedite the construction work of the Greenfield express road between Bengaluru and Vijayawada to improve the connectivity.

Project reports related to the work should be prepared soon, he added.

They complained to the sanitary supervisor about the issue.

The supervisor shifted the Ganesh idols in a tractor used to transport garbage. "The sanitary supervisor was working as an outsourcing employee in the Guntur Municipal Corporation. He was sacked for his act. The Deputy Commissioner was directed to conduct an inquiry into the incident and submit a report," the Commissioner said.

Joint Collector Kirthi Chekuri has said that all steps are being taken to ensure that rainwater does not enter the wards in the Government General Hospital at Kakinada.

Rainwater entered the OP, Medical, Surgical and other wards on Monday after heavy rain, causing untold hardships to the patients and their attendants in the GGH. The attendants of patients themselves drained out the rainwater from their wards.

Animal Husbandry Minister Seediri Appala Raju on Tuesday inaugurated a livestock research centre under the Mission Punganur programme, along with the Sri Venkateswara Veterinary University (SVVU) scientists at Lam Farm.

The minister explained the efforts being made by the State government for the development of livestock and dairy development. The minister lauded the efforts of the scientists of Mission Punganur.

"The government has allocated Rs 65 crore to protect the Ongole breed bull and Punganur breed cattle," he said.

Later, the minister inspected the livestock research centre, released a brochure and planted saplings to mark the occasion.

reached an agreement with the Amul Dairy only to help the farmers and not to damage the prospects of other dairies. The veterinary hospitals are being modernised under the NaduNedu programme. The dairy production will play a key role in the progress of State government," the Minister said.

Step up raids on illegal liquor sale: Addl SP

Additional Superintendent of Police and Special Enforcement Bureau (SEB) Joint Director Bindu Madhav has directed the police officials to intensify the raids on the illegal liquor and gambling dens.

The Additional SP held a review meeting with the officials here on Tuesday. Speaking on the occasion, he directed the officials to conduct extensive raids to check illegal liquor sales, gambling, illegal extraction, and transport of sand in the district.

Covid death toll up by 10 in the State

Andhra Pradesh reported 1,178 fresh cases of coronavirus, 1,266 recoveries and 10 deaths in 24 hours ending 9 am on Tuesday. The total Covid-19 positives in the state now increased to 20,32,242, the latest bulletin said.

The number of active cases stood at 14,452 after a total of 19,94,855 recoveries and 13,935 deaths, the bulletin added.

Chittoor reported 204 fresh cases, SPS Nellore 177, Krishna 151, Guntur 135, West Godavari 124 and Prakasam 118 in 24 hours.

The remaining seven districts added less than 100 new cases each, with Vizianagaram registering only nine.

Krishna, SPS Nellore and Prakasam districts reported two fresh Covid-19 deaths while Chittoor, East Godavari, Visakhapatnam and West Godavari had one each in a day.

MUMBAI: A cheating case has been registered by the police in Mumbai against well-known jewellery retail chain TBZ on the complaint of a city-based jeweller over alleged dues of Rs 6.57 crore, an official said on Tuesday. The FIR was lodged against two directors of the firm last week on the complaint of jeweller Harsh Susaniya, who has told the police he had done work worth Rs 6.57 crore for the retail chain but was never paid, the official informed. ICMR should look into complaints against private labs, suggests HC

The Delhi High Court Tuesday said the ICMR should look into the complaints received against private pathology laboratories and revoke licences in case of breach of conditions. It is the ICMR which gives licences to the labs and it cannot be sitting in ivory towers, the high court said. "You have to look into it. You give licences to them. The whole year has gone by. The whole nation is suffering. The whole NCR is suffering," Justice Najmi Waziri said. The high court was hearing a plea seeking contempt action against the authorities for not adhering to

the Delhi High Court's earlier direction to take action against online health service aggregators which are operating illegally and collecting samples for COVID19 tests. The Indian Council of Medical Research (ICMR) said that monitoring of the activities of online health service aggregators does not come under its purview. Advocate Shashank Deo Sudhi, representing petitioner Dr Rohit Jain, argued that common people are dying and the ICMR is setting guidelines but says that the issue does not pertain to the research body.

Over Rs 1.64 crore seized from drug peddler's kin in J&K's Rajouri

Over Rs 1.64 crore was recovered during a joint search operation by the police and the Army in Rajouri district of Jammu and Kashmir on Tuesday, a senior police officer said. Senior Superintendent of Police, Rajouri, Sheema Nabi Qasba said the recovery was made from two bags belonging to local resident Manzoor Ahmad in Saryah village. "A case under various sections of Unlawful Activities (Prevention) Act has been lodged in police station Nowshera in connection with the recovery and efforts are on to arrest Ahmad for further

investigation," Qasba told reporters. She said the joint operation was carried out on credible inputs and the money kept in the two bags amounting to Rs 1,64,70,600 was seized in the presence of a magistrate. Ahmad is a relative of drug peddler Sikandar who was recently arrested under the Narcotic Drugs and Psychotropic Substances Act by a joint team of Punjab and Jammu and Kashmir Police from Nangal in Punjab. On September 4, Rs 29.5 lakh was recovered from the house of Sikandar by a joint team of Punjab and Jammu and Kashmir police from his village Saryah in Nowshera sector.

Mehbooba questions claim of normalcy, under house arrest

PDP president Mehbooba Mufti was put under house detention on Tuesday and she claimed that the decision of Jammu and Kashmir authorities to restrain her movement had "exposed the government's claims of normalcy".

She also hit out at the Centre alleging that while the government was expressing concern for the rights of the people in Afghanistan, the same were being denied to Kashmiris.

"I've been placed under house arrest today because according to admin (administration) the situation is far from normal in Kashmir. This exposes their fake claims of normalcy," Mehbooba, who is the last chief minister of the erstwhile state, tweeted.

"GOI expresses concern for the rights of Afghan people but wilfully denies the same to Kashmiris," she added. Mehbooba posted pictures of a security forces' vehicle blocking the main gate of her Gupkar residence.

According to officials, Mehbooba had expressed a desire to attend a family function in South Kashmir's highly volatile Kulgam district.

The authorities persuaded her not to go for the function as some anti-nationals were still trying to vitiate the atmosphere in the val-

ley following the death of proPakistan separatist Syed Ali Shah Geelani. Mehbooba has been vocal since his death and on Monday she accused the administration of turning the valley into "an open air prison" where "the dead aren't spared".

"A family isn't allowed to mourn and bid a final farewell as per their wishes. Booking Geelani sahab's family under UAPA shows GOI's deep-rooted paranoia and ruthlessness. This is New India's Naya Kashmir," she tweeted.

However, hours later, the

Jammu and Kashmir Police released videos of the funeral of Geelani, who died on September 1 at his home after a prolonged illness. He was 91.

A statement was also released by the police clocking events after his death saying that its officers were made to wait for three hours at the separatist's home when they went there for his burial.

through its Twitter handle to show that Geelani was laid to rest as per rituals in the intervening night of September 1 and 2.

ED's actions against Maha leaders bid to subdue govt: Pawar

NCP chief Sharad Pawar on Tuesday claimed the Enforcement Directorate's actions against various Maharashtra leaders were an attempt to encroach on the state government's rights and discourage political opponents.

Notably, the ED is conducting a probe into separate money laundering cases against former state home minister and Anil Deshmukh, NCP leader Eknath Khadse. The central agency last week also conducted raids at multiple premises in Maharashtra linked to Shiv Sena MP Bhavana Gawali in connection with a money laundering case.

The NCP shares power with the Shiv Sena and Congress in Maharashtra.

Talking to reporters here, Pawar said, "Never heard of so many ED's actions in

Kerala police on Tuesday registered a case against IAS officer N Prasanth for allegedly insulting the modesty of a woman journalist by sending her inappropriate stickers over WhatsApp while she reached out to him for an official reaction.

Police told PTI that a case has been registered in the incident, which happened in February this year after obtain-

ing legal advice on the issue.

"We have registered a case under Section 509 of the Indian Penal Code," police said.

The section deals with the offence of insulting the modesty of any woman, utters any word, makes any sound or gesture, or exhibits any object, intending that such a word or sound shall be heard, or that such gesture or object shall be

seen, by such woman, or intrudes upon the privacy of such woman. Prasanth, the Managing Director of Kerala State Inland Navigation Corporation

(KSINC), was caught in a political controversy early this year after the corporation signed an MoU with a US firm on deep sea trawling.

The reporter from a vernacular daily texted Prasanth introducing himself and sought a

reply on the controversy. In the screenshots of the WhatsApp messages that were circulated, the journalist could be seen asking whether it was a good time to talk regarding a news story.

NCB nabs Nigerian, three others in drug raids in Mumbai, Goa

MUMBAI: The NCB has arrested a Nigerian national and three other drug traffickers in different operations in Mumbai and Goa, and seized a huge stock of heroin, cocaine among other narcotic substances, an official said on Tuesday. Based on a tip-off, the Mumbai unit of the NCB on Monday raided the house of Mohammed Nasir Saifur Rehman Khan at Byculla and recovered 27 kg of Codeine syrup, and arrested the accused and his aide Mohammed Salman Shaikh, the official said. Following this, the NCB raided the house of one Ajay Nagraj at Mazagaon and recovered 7.5 kg of Codeine syrup, 105 gm of heroin, 400 gm (700 tablets) of Nitrazepam and 250 gm of ganja, he said. In another operation, the NCB team conducted a raid at Foreign Post Office at Ballard Estate in south Mumbai and seized a 60 gm of multi-strain buds (cannabis) on Monday, the official said. The buds were concealed in a box of chocolates, which had originated from Canada, he said, adding that the multi-strain buds are worth over Rs 5,000 per gm in the illicit market. Meanwhile, the NCB's Goa team nabbed David Chibuike Chisom alias Eze Chukwebuka Joshua, the official said.

GHAZIABAD: Five people, including two minors, were killed in a head on collision between a truck and a car on the Meerut Expressway under Masuri Police Station area here, police said on Tuesday. There have been "catastrophic consequences" of the prolonged school closure in the country due to COVID-19, with over 37 per cent of students in rural areas not studying at all and 48 per cent not being able to read more than a few words, a recent survey has claimed.

The School Children's Online and Offline Learning (SCHOOL) survey, titled "Locked Out: Emergency Report on School Education", involving nearly 1,400 students from underprivileged households was conducted in August in 15 states and union territories. It was released on Monday.

"The picture that emerges from

this survey is absolutely dismal. In rural areas, only 28 per cent of children were studying regularly at the time of the survey, and 37 per cent were not studying at all. The results of a simple reading test are particularly alarming: nearly half of all children in the sample were unable to read more than a few words," it said.

The corresponding figures for students studying regularly, not studying at all, and unable to read more than a few words in urban areas were 47 per cent, 19 per cent and 42 per cent, respectively, the survey claimed.

The main findings of the SCHOOL survey are focused on the relatively deprived hamlets where children generally attend government schools.

Schools and other educational institutions across the country have been closed for over a year and a half since the onset of the

pandemic. Following a marked improvement in the COVID-19 situation, several states are reopening the schools in a phased man-

ner from September. As per the report, the propor-

tion of children who were studying online regularly was just 24 per cent and eight per cent in urban and rural areas, respectively.

Lack of money, poor connectivity, or no access to smartphones were some of the reasons behind the "very limited" reach of online education among sampled students, the survey noted.

"One reason for this is that many sample households (about half in rural areas) have no smartphone. But that is just the first hurdle: Even among households with a smartphone, the proportion of children who are studying online regularly is just 31 per cent in urban areas and 15 per cent in rural areas. Smartphones are often

used by working adults, and may or may not be available to school children, especially the younger siblings (only nine per cent of all SCHOOL survey children had their own smartphones)," it explained.

Even among the underprivileged households, the figures were "much worse" for Dalit and Adivasi families than for others, be it for online education, regular study, or reading abilities, claimed the survey.

For instance, only "four per cent" of rural SC/ST children were studying online regularly, in comparison to 15 per cent among other rural children. Barely half of them were able to read more than a few letters in the reading test, the survey added.

IIT-Jodhpur initiative

The Indian Institute of

Technology (IIT), Jodhpur has

launched a unique initiative to

conserve and restore the Thar

desert, its minerals, medicines,

flora and fauna by carrying out

ecosystem phenomics through

transdisciplinary framework of

medical, engineering, environ-

mental and life sciences.

The initiative called Desert

Ecosystem Sciences Guided by

Nature and Selection (DESIGNS)

was launched under the aegis of

the Jodhpur City Knowledge

and Innovation Cluster.

According to officials, Thar is

a hot desert, unique to the Indian

subcontinent and is characterised

by high maximum temperature

with large diurnal variations,

scanty rainfall, extreme aridity,

and intense UV radiations.

This has been one of the

largest natural laboratories for

evolving innovative 'designs' that

ensures adaptation and survival

of its constituent species, their

interdependencies and the con-

servation of the entire ecosystem.

"The impact of loss of natural

deserts is immense as these habi-

tats are rich in flora and fauna as

well as minerals and medicines

that nurture and maintain differ-

ent life forms on earth. Often

considered as wastelands, deserts

are crucial for stabilisation of cli-

mate.

"Any shift

in climate change or anthro-

pogenic activity can lead to mal-

adaptations for organisms who

live at the ebb of physiological

extremes, loss of diversity through extirpations and ultimately an ecosystem collapse. This threatens the lives and livelihood of the native inhabitants," said Mitali Mukerji, professor and head, Department of Bioscience and Bioengineering.

Under this initiative, the researchers will use IOT enabled devices and Big Data analytics framework to crowd source observations from the local ecosystem to the regional level keeping the cultural context and traditional medicine knowledge in perspective.

Researchers would also integrate computer vision and machine learning along with domain knowledge to infer links between environment, phenotype and genotype at geo-spatio temporal scales and identify signatures of Thar DESIGNS for early actionable intervention strategies.

"This knowledge generation will result in providing a 'Desert Ecosystem Knowledge Grid' that could foster the cycle of engineering- research-development-commercialisation.

"This data grid will be helpful in finding solutions for management of diseases common and endemic to desert regions, novel bioprospecting opportunities and innovative bio-inspired engineering designs. It could also help evolve unique strategies for ecological conservation and restoration that ensures sustained livelihood for its inhabitants," Mukerji said.
