NARRATIVE REPORT ON THE NATIONAL ORIENTATION ON THE

ABOT-ALAM PROGRAM IMPLEMENTATION

Relative to the implementation of the Abot-Alam Program under DepEd Order No. 17, s. 2014 entitled “ Guidelines on the Abot-Alam program”, DepEd-Cotabato Province Division had conducted the 3-Day Capability Training Program for fifty (50) Abot-Alam implementers at AJ-Hi-Time Hotel, Kidapawan City on December 17-19, 2014. The said capability training program was attended by schools division superintendent, assistant schools division superintendents and education program supervisors, stakeholders composed of LGUs and NGOs supporting the Abot-Alam Program. The training aims to capacitate all Abot-Alam implementers on the implementation of the program, its components and process as well as the requirements needed to achieve the targets of each division and to propose recommendations for plan of action on various issues and concerns and develop an advocacy and communication plan for the preparation and monitoring and evaluation. The stakeholders were also invited for the Memorandum of Agreement Signing during the opening of the 3-Day Capability Building.

The opening program was graced by DepEd officials, LGUs, and NGOs including Engineer Florante Herrera, Provincial TESDA Director. He committed to support the program by including Abot-Alam learners in the TESDA skills training. SDS Omar A. Obas, CESO VI gave an inspirational message highlighting the importance of partnership in the program implementation with various stakeholders. Some resource persons were invited to share their experiences in the program implementation while Dr. Julie B. Lumogdang, presented the data on Abot-Alam Program.

THREE –DAY ORIENTATION-WORKSHOP OF ABOT ALAM-IMPLEMENTERS CUM MEMORANDUM OF AGREEMENT SIGNING BETWEEN DEPED AND PARTNER AGENCIES

1. RATIONALE:

In line with the objective of achieving the Education for All (EFA) targets and Millinium Development Goals (MDGs), the Department of Education issued DepEd Order No.17, s. 2014 re: Guidelines of the Abot-Alam Program. The Abot-Alam Program in convergence of various national government agencies and nongovernment organizations (NGOs and institutions under the leadership of the DepEd and the National Youth Commission (NYC). It is a national strategy to locate the out-of-school youth (OSY) nationwide who are 15 to 30 years old and who have not completed basic/higher education or who are unemployed and to mobilize or harmonize programs which will address the OSYs needs and aspirations.

It aims to reach one million OSYs and to provide them with appropriate interventions on education, entrepreneurship, or employment. Specifically, the program aims to:

1. Create a comprehensive database of OSY by organizing a barangay targeting

system

2. Unify all efforts and resources of all agencies and organizations directed to

solving the problem of OSY in the country

3. Ensure that all OSYs have access to programs and services of different

agencies and organizations.

Abot-Alam has two major components: Data Gathering and Program Intervention. Through data gathering, all barangays in the country shall be surveyed and pertinent data of OSYs shall be documented. The output of this component is an OSY database on the barangay, municipal, city, provincial nad national levels. Based on database, OSYs shall be provided with relevant programs of intervention through Alternative Learning System (ALS) programs or Alternative Delivery Mode (ADM) of DepEd, OSY programs of LGUs and NGOs, livelihood skills training of TESDA, higher education scholarship of colleges and universities through CHED, and employment through DOLE among others. The Program Interventions of Abot-Alam will be done by deploying excess teachers and by hiring literacy volunteers.

However, since the program is new, there is a need to capacitate the deployed excess teachers and the newly hired literacy workers in the program implementation. Furthermore, since the program is in partnership with different government and non-government organizations, there should be a memorandum of agreement signing to ensure smooth delivery and success of program implementation. Thus, there is a need for a Three-Day Orientation-Workshop of Abot-Alam implementers as well as MOA signing of identified partner agencies.

II. OBJECTIVES

The Three-Day Orientation-Workshop of Abot-Alam Implementers Cum Memorandum of Agreement Signing Between DepEd and Partner Agencies aims to:

1. Capacitate the deployed excess teachers and newly hired literacy volunteers

in the delivery of Abot-Alam Program

2. Orient all partner agencies (LGUs and NGOs) District ALS Coordinators and

Mobile Teachers on their roles in Abot-Alam Program

3. Provide logistics and other support to Abot-Alam implementers

4. Strengthen partnership with various stakeholders through MOA signing

MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENT:

This Memorandum of Agreement made and entered into by and among the Department of Education with principal office address at Capitol Compound, Amas, Kidapawan City, represented by OMAR A. OBAS, CESO VI Schools Division Superintendent hereinafter referred to as the DEPARTMENT

-and-

Local Government Unit of ________________ herein represented by HON. MAYOR _________________ with the principal office address at ______________________ hereinafter referred to as the LOCAL GOVERNMENT UNIT.

-WITNESSETH-

WHEREAS, the Department of Education-Cotabato Province is a government educational institution mandated by the Constitution to provide access to basic education in all levels including Out-of-School Youths and adults;

WHEREAS, the DEPARTMENT is faced with an urgent need to implement the Abot-Alam Program as mandated by DepEd Order No. 17, s. 2014;

WHEREAS, per Memorandum Circular No. 2013-18, dated March 4, 2013, Abot-Alam program implementation is in convergence with the Local Government Units and Non-government Organizations as partners;

WHEREAS, both the DEPARTMENT and the LOCAL GOVERNMENT UNIT feel the need to establish a genuine partnership in the province of North Cotabato, to support the Education for All (EFA) goals by increasing access to basic education for Out-of-School Youth and adults;

WHEREAS, the DEPARTMENT has the capacity to provide personnel who shall facilitate the learning interventions to OSY and adults in remote areas;

WHEREAS, the LOCAL GOVERNMENT UNIT is capable of providing additional support such as livelihood skills training and entrepreneurship to OSY and adults by aligning its existing programs and projects to Abot-Alam Program of the DEPARTMENT ;

NOW, THEREFORE, for and in consideration of the foregoing premises, the DEPARTMENT and LOCAL GOVERNMENT UNIT agree to undertake their respective responsibilities.

A. RESPONSIBILITIES OF THE DEPARTMENT:

1. Plan and manage the effective and efficient use of all personnel, physical and fiscal resources in support to the Abot-Alam.

2. Deploy excess teachers from public elementary and secondary schools and hire literacy workers for OSY and adults in remote areas.

3. Provide capability training and technical assistance to teachers and literacy workers

4. Shall be responsible for monitoring and evaluation of Abot-Alam Program implementation.

5. Refer to right government agencies those OSY and adults who would like to avail of the livelihood assistance, entrepreneurships and employment.

6. Provide data and timely feedback on the status of program implementation and make necessary adjustments/modification in consultation with various stakeholders to improve the program delivery.

B. RESPONSIBILITIES OF LOCAL GOVERNMENT UNIT:

1. Include the Abot-Alam Learners in their priority intervention.

2. Align their existing livelihood programs and other assistance to the Abot-Alam Program of the DEPARTMENT.

3. Provide equipment for skills training and school supplies for the Abot-

Alam learners.

4. Refer the Abot-Alam learners who opted for employment and skills

training to government agencies and other stakeholders.

C. TERMS OF THE AGREEMENT AND OTHER PROVISIONS

1. This Agreement shall be binding upon the parties signing thereof. It shall continue to be in full force and effect for the period covered unless sooner rescinded and/or cancelled at the will of both parties by the occurrence of any just causes.

2. This Agreement may not be modified or amended except by another written agreement of the parties
