Dr. Jesús F. Jara, Deputy Superintendent, Orange County Schools

Jesús Jara is the deputy superintendent for Orange County Public Schools. As the former superintendent and chief operations officer in Monroe County Public Schools, he increased participation and performance in Advanced Placement and Algebra I and led the district to a ranking of 8th, its highest ever. As executive director of the College Board’s Florida Partnership based in Tallahassee, Jara was responsible for coordinating College Board programs and services to provide equity and access to minority and underrepresented students in Florida. Jara led the state and College Board research units to develop, refine and implement the data collection and evaluation process, and also served as a liaison between the College Board and state, district and school-level educators, and the governor’s office.

Previously, Jara was senior educational manager for the New England Regional Office, where he was responsible for leading K-12 programs and services. Jara joined the College Board in 2005 after serving public school systems in Florida and Massachusetts as teacher and administrator.

Immediately after college, he joined Miami-Dade County Public Schools, where he taught science for five years, then spent time as dean of students at Coral Gables Senior High School before moving to the High School of Science and Technology in Springfield, MA as principal. During this time, he bolstered graduation rates, increased the number of college-bound seniors and doubled the number of AP® courses offered. In 2005, the high school was a semifinalist for a College Board Inspiration Award, an annual honor recognizing the most improved secondary schools in the United States.

While in Massachusetts Jara was also a member of the executive board for the Pioneer Valley Interscholastic Athletic Conference, where he worked to implement standards for academic excellence for athletes throughout the state.

Jara grew up in Florida and attended Miami-Dade public schools himself before earning his associate degree from Miami Dade College, then moving on to Barry University in Miami Shores, Fla., where he earned his bachelor’s degree in sports medicine. He earned his master’s degree in science education from Nova Southeastern University and completed his doctorate in educational policy from the University of Massachusetts Amherst with a focus on Fidelity of Formative Assessment System to Improve Classroom Instruction.

Vern Crawford, President Schoolhouse Consulting Group, Inc.

Vern Pickup-Crawford has been President and Consultant of Schoolhouse Consulting Group, Inc., for the last eleven years after a 33-year career in various curricular, instructional and policy roles as a Palm Beach County school district administrator. He began his government relations work in 1974 following Legislative enactment of the Florida Education Finance Program.

He's continued his legislative lobbying work for Palm Beach and the local, state and federal levels. He currently represents Charlotte, Collier and the Treasure Coast school districts in Tallahassee.

He is a native of West Palm Beach and graduated from high school there. He holds degrees from Florida State and Florida Atlantic University and resides in Palm Beach County with his spouse, a library/media specialist retired from the school district. His son is a Palm Beach County public school graduate and his grandson attends elementary school in Polk County.

Chris Brown, Senior District Manage, VALIC Financial Advisors

Mr. Brown has been associated with VALIC since 1999.  He has been in in the financial services industry working with educators since 1995.  In that time, he has conducted hundreds of presentations to thousands of State employees on the Florida Retirement System, including the Pension Plan, Investment Plan, and DROP.  He believes strongly in the importance of educating all employees in the details of the current pension system, and the possible changes that may come in the future.

David Jang, Senior Vice President, D.A. Fixed Income Management,

David Jang is a Senior Vice President, Director of Client Advisory Services for Davidson Fixed Income Management, Inc. and has over 25 years of treasury and investment advisory experience with emphasis in the Florida government sector the past 10 years. Mr. Jang has served on various FGFOA School of Governmental Finance subcommittees since 2003 and has given presentations on treasury, investment and economic topics at the FGFOA School of Governmental Finance, Florida School Finance Officers Association, Florida Association of School Business Officers, Council of Business Affairs and various FGFOA Local Chapter meetings. Before joining DFIM, Mr. Jang was Senior Managing Consultant at the PFM Group in Orlando, Florida. Prior to that, Mr. Jang worked in institutional sales at Multi-Bank Securities, Sovereign Securities Corporation and McDonald Investments. His previous treasury management experience includes Bank of Montreal, Sumitomo Bank and Bank of New York among others. Mr. Jang earned his bachelor’s degree in economics from the Wharton School, University of Pennsylvania. Mr. Jang has earned the Association of Financial Professionals designation of Certified Treasury Professional and the Florida Public Pension Trustees Association designation of Certified Public Pension Trustee. Sharon Stark is Fixed Income Strategist for D.A. Davidson & Co., providing regular economic outlook and perspectives on the capital markets, offering timely investment and asset allocation ideas and themes for Davidson’s clients, and giving regular public commentary in the news media.

Ms. Stark has over 25 years of broad experience in the financial services industry including business strategy development, bank regulation/policy development, and portfolio management/securities trading.

Before her work with D.A. Davidson, Ms. Stark was with Sterne Agee’s Fixed Income Division, where she also served as a Fixed Income Strategist. She previously served as the Senior Advisor to the Deputy Director and COO of the Office of Thrift Supervision (OTS) on policy and operational issues designed to achieve the objectives of the OTS. Before that, she was Chief Market Strategist for fixed income capital markets with Legg Mason. She served as a spokeswoman for the firm with appearances on CNBC, Bloomberg TV and radio, and Reuters. Ms. Stark also spent five years with the FDIC as Deputy Assistant Director, managing the policy and training section of the Office of Capital Markets. Darlene Moppert, MS, RD, LD/N Program Manager, Nutrition Education Training, Food and Nutrition Services, Broward County Schools

Darlene Moppert has lead nutrition and food programs in South Florida for more than three decades. Since 2004, she has held the position of Program Manager for Nutrition Education and Training, Food and Nutrition Services, of the School Board of Broward County, Florida. In that role, she helped craft the District’s Wellness Policy. Through her guidance, the District received USDA Best Practice Awards in 2011 for Healthfully Ever After, a literacy based nutrition education program developed with the Junior League of Fort Lauderdale, in 2013 for the development of a monthly fresh fruit and vegetable tasting program for all elementary schools and in 2014 for customer service in marketing the Free and Reduced Price Meal Program. In June of 2014, she presented at a Congressional Briefing in Washington, DC regarding successful implementation of the Healthy Hunger Free Kids Act. Darlene is a registered dietitian holding both a bachelor’s (Barry University) and a master’s degree (Florida International University) in nutrition and dietetics. She’s a past president Florida Academy of Nutrition and Dietetics and coauthored a chapter on food service in schools in the textbook entitled “Managing Food and Nutrition Services” (Jones and Bartlett Publishers, 2008). She is a recipient of numerous awards including the Florida Academy of Nutrition and Dietetics Distinguished Dietitian Award (1991), its Mentor’s Award (2003) and the prestigious Path Award (2012) from the Stempel School of Public Health, Florida International University for her contributions to public health in south Florida. She has addressed multiple organizations on subjects ranging from vegan meals in schools to the use of an integrated approach to child nutrition and wellness. Sam is the Director of Maintenance for Broward County Public Schools.  Before that he was a Project Manager III with BCPS with more than $50 Million in completed construction since 2005.  Before becoming a public servant, Sam worked in the private sector, building and operating a wide range of projects from single family homes to large Assisted Living Facilities from California to New Jersey and Michigan to Florida.  He is a State of Florida GC, A LEED AP, and a Building Commissioning Professional.  He graduated with an MBA from U.F. and a B.S. in Industrial Management from WVIT.

Margo is a native Floridian, being born in Deland, Florida near Daytona Beach and Orlando. Chris Sanchez, Sr. Educational Program Director, FL DOE

Chris Sanchez is the Senior Educational Program Director of the Office of Funding and Financial Reporting at the Florida Department of Education.  Her responsibilities include developing and interpreting policy directly related to school district funding and financial reporting, calculating and distributing  funds provided through the Florida Education Finance Program (FEFP) and class size reduction operating categorical funds, and  program cost accounting and financial reporting of Florida school districts. John has been in the electrical field since 1975. He worked as an electrician, setting electrical panels, running conduit and pulling wire in commercial and industrial facilities.

John worked for General Electric for 6 years performing power substation protective relay calibration, power transformer maintenance and was a drives engineer working for the paper mills.

John has been working with the NFPA 70E Arc Flash regulation since 2004, after one of his electricians was badly burned in an electrical arc flash.  John has conducted hundreds of on-site Arc Flash Hazard Analysis all over the southeastern United States.  John is a widely recognized expert in the field and has trained both Management and their employees in the NFPA 70E standard.
