2. Rationale for recommending this certificate, including need for it and its relation to college mission and Educational Master Plan: The vast majority of students studying ESL at Gavilan College enter the program at the basic level (ESL 510A). It is an intensive program, with each semester providing more sophisticated linguistic and academic challenges. Although some students' goals are to complete the entire ESL program and mainstream into regular college classes, obtain an A.A. or higher degree, many of our ESL students have a different focus - improved communicative competence. The purpose of this ESL Certificate of Proficiency at the intermediate level is to recognize and reward the approximately five semesters of hard work students have put in to achieve this level of English proficiency and academic success. With this certificate, students with personal or vocational aspirations can provide employers, community agencies and other academic institutions with evidence of their achievements. And those students continuing on at Gavilan can use this recognition of their achievements as a stepping stone to future successes. This Certificate of Proficiency is part of the ESL Program's Unit Plan and articulates with Strategy#2, Goal#1 of the Educational Master Plan - "Obtain information about student success, retention and persistence." The objective is to "highlight student success in the ESL Program."

3. Enrollment projection, and rationale for enrollment: Approximately 20-30 students per semester. (The enrollment cap on the ESL 541, 542 and 543 courses is 30 students.)

4. Resources in the areas below that will be required to successfully offer this program at Gavilan:

a. Staffing (include information regarding faculty availability in this field): FT and adjunct ESL faculty teach these courses every semester.

Catalog Description of the Certificate of Proficiency:

This ESL Certificate of Proficiency indicates that a student has reached an intermediate level of English language proficiency. S/he will be able to speak, understand, read and write in English with increasing accuracy and fluency. Upon completion of this certificate, a student will be linguistically and academically prepared to study advanced ESL courses and/or pursue personal and vocational aspirations requiring a developing sophistication and understanding of the English language.

Proficiency Outcomes: After completing this degree/certificate the student will be able to:

|Demonstrate a developing aural/oral fluency by listening to spoken English in a variety of contexts and responding |

|appropriately. (These may include: one on one communication, small group discussion, oral presentations, telephone |

|conversations, academic lectures, workplace interactions, etc.) |

|Demonstrate intermediate level academic/study skills by: taking notes, doing basic library and internet research, and |

|working collaboratively with classmates on task-based projects. |

|Utilize a diversity of skills such as: skimming, scanning, making inferences, identifying main ideas and details, |

|deciphering new vocabulary through context, etc. to read and comprehend intermediate level fiction and non-fiction prose. |

|Write simple, compound, and complex sentences and short paragraphs using correct structure and punctuation. |

|Manipulate sentence forms (yes/no questions, information questions, affirmative/negative statemenst) while using the |

|following verb tenses: present, present progressive, past, past progressive, present perfect and present perfect |

|progressive. |

|Express one's opinions and ideas in both oral and written form. |
