QUIZ: WEEK #5

1. PLAY: Third and 5 on B's 25. A14 drops back to B's 33 and cocks his arm to throw a forward pass. The ball becomes loose and hits the ground. The referee signals incomplete. Several players scramble for the ball. The Umpire rules that B97 recovered the ball. Replay video shows that A14 fumbled but does not show who recovered the ball. Clock? Reviewable?

2. PLAY: First and 10 on B's 30. Team A, in a hurryup offense, is waiting for the ready for play. All Team A players have been set for one second when A33 goes in motion. A33 is moving to a wider flanker position near the hash mark as the ready for play is sounded followed immediately by the ball being snapped. A45 advances to B's 15 where he is downed.

3. PLAY: Fourth and goal on B's 4. The score is A23-B28. A16 runs the option and pitches to trailing back A22. The play is designed for A22 to immediately throw the ball to the tight end in B's end zone. A22 bats the backward pass forward from B's 12 when he sees that B96 will probably tackle him if he catches the ball. The ball rolls into B's end zone where A64 recovers. Time expires in the fourth quarter during the down.

4. PLAY: Fourth and 14 on A's 6. During a down in which time expires in the first half, A4 punts into a strong wind. The ball lands on A's 28 and bounces back to A's 26 where A66 falls on the ball. Team A had 5 players in the backfield at the snap.

5. PLAY: Fourth and 9 on B's 29. A4's field goal attempt is blocked and does not cross the neutral zone. A4 picks up the ball on B's 38 and throws a legal forward pass. A88 catches the ball on B's 24 and advances to B's 8 where he is downed. During A88's run, A66 blocked B58 on B's 18 with the initial contact in front and below the waist. Clock?

6. PLAY: Fourth and 15 on B's 45. A8's untouched punt breaks the plane of B's goal line and is batted back into the field of play by A84 without touching the ground in B's end zone. B42 recovers on B's 4 where he is downed. B76 illegally blocks A84 in the back on B's 14 before the kick ends.

7. PLAY: Second and 4 on A’s 36. The game clock is running. The snapper has his hand on the ball. A88 has one foot in the neutral zone and one foot beyond the neutral zone. A82 carries the ball to A’s 42 where he is downed. ESPN has an 11 inch blue line that runs the width of the ball from sideline to sideline.

1. RULING: A 4/5 B25. The clock starts on the snap. The play is reviewable. Incomplete pass. The call on the field, incomplete pass, stands. Rule 12-3-2-e-1 requires evidence of which team recovers. Video does not show which team recovers. The ball would be awarded to the recovering team at the spot of recovery if there was video evidence of the player who recovered the fumble.

2. RULING: A 1/10 B15. A33 was legally in motion at the snap. Since only A33 was moving when the ball was declared ready for play, Team A has no obligation to pause for one second before the snap. If A33 and a teammate were in motion at the ready for play, that would constitute a shift and all Team A players would have to be set for one second before the snap. The fact that A33 goes in motion before the ready for play has no bearing on the legality of the motion at the snap. NOTE: Last known interpretation.

3. RULING: . Extend the period. The result of the play is a touchdown. A42 commits an illegal batting foul when he bats the backward pass in flight forward. The reason for his batting is not relevant in 2009. The penalty is 15 yards from the spot of the foul, B's 12, but the penalty does not carry a loss of down.

4. RULING: B 1/10 A21. Extend the period. Team B will elect that the 5-yard penalty be enforced from the spot where the subsequent dead ball belongs to Team B. The spot of illegal touching is also the spot where the subsequent dead ball belomgs to Team B.

5. RULING: A 4/13 B33. The clock starts on the snap. Illegal block below the waist. During a down in which there is a free kick or scrimmage kick from a scrimmage kick formation, all players are prohibited from blocking below the waist except against the runner. The clock was stopped after a legal kick down. Both the foul and starting the clock on the snap are not contingent on whether the kick crosses the neutral zone.

6. RULING: B 1/10 B7. Team B may elect the touchback for the illegal batting violation in B's end zone before enforcement of the 10-yard penalty. This option is not available to Team B when the illegal touching is in the field of play. The postscrimmage kick spot is B's 20. The spot of the foul, B's 14, is behind the basic spot, B's 20. See 2009 Mini Missive #4, Rule 6-3-11, for related plays.

7. RULING: A 2/9 A31. Dead ball foul. Time will have to be put back on the clock. When the foul is reported to the referee, the referee reminds the Line Judge that the game is college football, not hockey, and that the foul is an encroachment foul. COMMENT: If A88 has one skate on the blue line when A82 stick handles the puck across the blue line, it is not off-side. However, if A88 lifts his skate off the blue line before the puck crossing the blue line, it is off-side. A faceoff will follow. Hockey has nothing to do with NCAA football rules just as the NFL has nothing to do with NCAA football rules.
