1. Introduction and welcome, 5 min. (HCSO)

Ms. Gabriella Vukovich, President of the HCSO welcomed the participants of the meeting. She highlighted the importance and the relevance of the issue of standardisation and wished a successful and fruitful meeting.

2. Approval of the agenda of the kick-off meeting 2 min.

The agenda was approved without modification.

3. Standardisation in the ESS, 30 min. (HCSO)

Ms Katalin Szép presented the general issues of the standardisation in the ESS. In the presentation the goal of having a more integrated statistical system in the ESS was highlighted. There are several issues regarding standardisation which have to be accomplished in order to achieve this goal. In the presentation one of these issues was detailed: normative documents (regulations, standards, other normative documents)

In the presentation the predecessor of the Sponsorship on Standardisation were introduced.

The most important predecessors are the following

– Workshop on standardisation, which was held on 14-15 October 2010 in Brussels

The participants of this workshop were 18 Member States of the EU, the USA, Australia, Eurostat and the UNECE:. The scope of this workshop was to share experiences in the issue of standardisation, to highlight the scope and the priorities, what should be standardised (source: )

– ESSNet STANDPREP 2010-2011

This project should be considered as the real predecessor of the work of the Sponsorship on Standardisation, since the work of the Sponsorship was prepared by this project.

The deliverables of the STANDPREP are as follows:

• Stocktaking of literature on standards and standardisation

• Proposal on use of the ISO/IEC vocabulary for the ESS needs

• Classification of standards

• Process for the adoption of standards

• Conformity assessment, support measures

• Concrete analysis of several handbooks

4. Introduction and discussion of the work of the Sponsorship on Standardisation, 15 min./Pillars

In this presentation the history, mandate, and tasks of the Sponsorship on Standardisation were introduced by Barteld Braaksma and Wim Kloek.

The presentation was broken down by the Pillars of the Sponsorship on Standardisation.

Pillar 1: Stocktaking

In this pillar the following deliverables were compiled:

– ESS interpretation of ISO/IEC definition of standard

– Types of ‘normative documents’ to be distinguished

– Structure of inventory for normative documents

– Template for description of normative documents

– Follow-up work by ESSNet Standardisation

Pillar 2: Framework

In this pillar the following deliverables were compiled:

– Overarching architectural framework (four areas: policy, design, management, implementation)

– Standardisation scenarios (from minimal standardisation to full integration of processes)

– SWOT instrument (qualitative merits/costs assessment)

– Process for standards adoption, support and governance (including proposal for responsible bodies)

Pillar 3: Pilots

The task of this pillar did not materialise due to lack of resources. A single pilot study (Census Hub) is currently under way. The task of designing a process for standards adoption was moved to Pillar 2.

In the following, the connection between the Sponsorship on Standardisation and the ESSNet on Standardisation was highlighted. As a result Sponsorship will provide inputs for the ESSNet on Standardisation such as: documents produced so far, pilot cases, etc.

5. Introduction of the work of the ESSNet on Standardisation (60 min., HCSO)

In this presentation Mr. Csaba Ábry summarised the main issues of the Specific Grant Agreement of the first phase of the ESSNet on Standardisation.

6. Discussion of Work Packages

a. Work Package 1 – Inventory of normative documents

In this presentation Anne Claire Laurent-Zuani gave information on the work package 1. There was detailed information on the deliverables of this work package. Most of the resources will be used for this WP according to the calculation of the INSEE. Deliverable 1 ‘Complete inventory normative documents’ is the most resource-consuming deliverable. . In order to solve the problem of the mapping and analyse of the normative documents INSEE proposed a sampling method so that not all of the documents should be analysed.

b. Work Package 2 – Framework and documentation

In this presentation Stefania Macchia and Giulio Barcaroli provided information on the deliverables of this work package.

The presentation was broken down by the following:

1. Business architecture: There will be a Business Architecture model elaborated by the WP2 on the basis of the one, which was elaborated by the Sponsorship on Standardisation. The ISTAT scheme of BA was presented as a first proposal on which to reflect inside WP2. This proposal included also the principles for the architecture defined for the internal BA, but an input on this aspect is asked from the Sponsorship.

2. SWOT analysis aspects and scoring: Methods for using the SWOT and the scoring were introduced

c. Work Package 3 – Case studies

The presentation was held by Jan Thomas from the ONS. The aim of this work package is to analyse a number of standardisation projects, to collect information on good practices, potential risks and other factors. A few projects will be selected and a template and interviews will be used to carry out the analysis. One of the tasks of this WP is to carry out a review of shared IT tools used in the standardisation of statistical methods on systems

In the presentation there was also a suggestion on the potential working plan for this WP.

Conclusions from the presentations and the comments are collected in agenda item no. 7.

In this presentation the following conclusions were made:

For WP 1:

• Base for the list of normative documents is RAMON database

• ESS normative documents plus some specific international normative documents which are particularly relevant for the ESS (GSBPM, SDMX and other international standards which have not been transposed into European normative documents).

• Sampling method for analysing normative documents will be prepared by INSEE

• Criteria no. 5 for assessment of a standard will be a qualitative measure

For WP2:

• Data providers for the SWOT are the stakeholders: both NSIs (assessing cots and benefits based on their national perspectives) and Eurostat (assessing costs and benefits from the EU perspective). The use of the results of the SWOT analyses is at the EU level, the results should provide information about the European business case of standardisation projects and support decision making about priorities of projects. SWOT test only for one business area (Implementation) and its activities

• Questionnaire for the NSIs for input for the SWOT

• The SWOT tool should also collect qualitative data describing the position of stakeholders regarding the standardisation of the activities that are scored, not only numeric scores. Principles for SWOT prepared by ISTAT

• Expert review of the SWOT tool

• There should be one generic standard-making process, from which processes for different types of standards can be derived (when needed).

• As to the business architecture, the principles have to be developed at the level of the ESS.

• Concerning variants of standardisation process of different types of standards, WP1 will provide details concerning different types of standards.

• Tasks for the Sponsorship:

• Principles for Business Architecture prepared by the Sponsorship

• How Business Architecture can be modified?

• Opinion of the DIME for Business Architecture

For WP3:

• Case studies determined commonly with Sponsorship

– Not only IT tools should be included

– Not well-operating standardisation projects should also be included

• Interview should be carried out

– Base: documentation of the certain project

– Further demand for information determined according to the documentation

• Common aspects with the SWOT (SWOT – ex ante, WP3 – ex post)

• Ideas: Demetra, JDemetra+, Census Hub, GSIM

• Tasks of the Sponsorship

8. Communication plan for the ESSNet

Workshop to be held in The Hague:

The goals of this workshop are the following:

– To seek feedback from a wider audience on the Sponsorship results obtained so far

– To discuss the way forward, both on an operational and on a strategic level

– To prepare a set of recommendations for ESSC consideration.

Target audience is the following:

– Participants at both operational and strategic levels

– Specialists as well as generalists

– Representatives from various work fields, especially Business (not only Methodology and IT)

– Representatives from al Directors’ Groups and selected Working Groups/Task Forces

– Other participants (e.g. UNECE, OECD, ESAC, ECB, CEN, ISO)

Date of the workshop: approximately second half of May 2013.

If feasible, there will be an ESSNet on Standardisation meeting after this workshop in order to keep in close cooperation between the two projects.

There were some considerations on the financial issues of this workshop since the ESSNet on Standardisation could give only 20.000 Euros for this event. Therefore reimbursement issues should be cleared, what kind of costs will be reimbursed and for which participants.

Suggestions for recommendations for ESSC consideration will be prepared for the three WPs and sent to Peter Struijs, who is in charge of organising the workshop.

Beside the workshop there were concerns on other types of communications. In order to keep the stakeholders of the ESS well informed the ESSNet has to get in contact with other ESSNet projects, which are in the beginning phase. These projects could be used as tests for the recommendations compiled by the ESSNet on Standardisation. Deliverables of the WPs should also be presented in different forums after the deliverables are complied. Since the ESSNet does not have enough resources for the communication therefore it was suggested to plan the communication for the second phase of this project.

9. Communication plan within the project

Within the project there are several possibilities to communicate:

- CROS portal

- Telephone conferences

- Video conferences (with the tool acquired by INSEE)

- E-mail

Conclusions:

Wilhelmus Kloek will ask whether there is an opportunity to have a forum on the CROS portal in order to ease the communication within the project.

ISO Glossary for standardisation and any other documents, which are of interest of this project, should be uploaded to the CROS portal

10. Administrative aspects

Ms. Gabriella Bihari held this presentation on the financial issues of this project. In the presentation detailed information was given on different types of costs. It was emphasised that all participating countries remain responsible for their own administration, despite the central coordinating role of HCSO.

Two deadlines were highlighted in the presentation concerning signed timesheets, which are the following:

• 15 January 2014

• 18 April 2014

The signed timesheets should be submitted to the HCSO, especially to Ms. Gabriella Bihari (Gabriella.bihari@ksh.hu)
