Our role is to grow the strength and capability of the FE profession; enhance its leadership capacity; inform its decision-makers with expert input; and develop FE professionals to excel in their roles and develop their careers. This role will be responsible for all delivery on grants/contracts, supporting staff and developing key contractual relationships. It is essential that this role works closely with colleagues in the Expert Heads team to ensure that policy intent is understood and well managed in delivery. In turn, the Performance Management team must keep the Expert Heads team informed about any relevant performance, quality, finance or risk issues.The PM will be responsible for managing subcontractors across multiple contracts/grant work. The team will be responsible for driving performance improvements and managing delivery in line with commissioners’ expectations in terms of programme and project management. The team will also contribute to procurement activity in the selection of partners and will engage with the Quality team to make sure that delivery meets quality expectations.The team will be required to prepare for and meet with the commissioner to review performance as necessary and may need to stand in for the Head of Performance Management at meetings.RESPONSIBILITIES Particular to this post:This role requires a candidate to be able to demonstrate capabilities, skills and knowledge against the following areas:1.1 Leading end-to-end contract management by implementing robust project management and review proceduresImplementing and leading proficient contract mobilisation processes. Creation and maintenance of key project planning and monitoring documentation. Prepare for and lead regular reviews with subcontractors to assess performance, plan approach to achieving future targets and identify potential challenges and mitigating actions to ensure positive progression.Monitor subcontractor delivery against anticipated service levels and where necessary reallocate volumes, re-prioritise cohorts and flex the service to respond to demand fluctuations.Provide status reports regarding project milestones, progress against key performance indicators (KPIs), programme independencies, risks and issues.Working closely with the Expert Heads team, participate in programme evaluation and lessons learned activities.Lead and monitor contract closure procedures with subcontractors.1.2 Leading Performance management Ensure delivery requirements are met on contracts/grant work for the area/s the role is accountable for. Manage contractual performance, risk management, quality and compliance of ETF subcontractors/partners, supporting all related activity delivered by other ETF teams. Use relevant data to ensure forecasting and KPI planning is in line with contractual targets.Set challenging, achievable targets for each subcontractor to maximise their contribution and ensure that performance targets are achievedMonitor each subcontractor’s financial performance and contract spend against budgets, including use of contingency budgets. Drive the long-term financial performance and value for money of ETF’s programmes through effective operational and financial performance management.Ensure on-going reporting of performance to the National Head of Performance Management and Director of Delivery in accordance with ETF and commissioner requirements Work closely with the Regional Managers (where appropriate) and Quality Assurance Managers to implement step in measures as required, including Performance & Quality Improvement Planning.1.3 Identifying best practice and building relationshipsIdentify effective practice through data analysis and robust audit, sharing with the wider ETF Performance Management Team, and developing into business-as-usual.Ensure that expertise across delivery areas is kept up to date though self-management and engagement with the Expert Heads team to gain access to the latest policy and research. Build and maintain relationships with relevant stakeholders, strategic and generic subcontractors/partners and other relevant organisations.Identify and escalate issues and contract issues with partners, and report to the National Head of Performance Management. Provide expertise into any ETF bidding activity for contract work linked to the subject areas.1.4 Managing our Project and Performance Management approach to meet commissioner expectationsBuild effective and productive working relationships with commissioners’ grant and contract leads.Pull together appropriate reporting for the National Head of Performance Management and Director of Delivery to engage with both the commissioner and for internal reporting requirements for boards and meetings.Respond to commissioner requirements of progress reporting and assurance requirements.Meet with commissioners on a regular basis and ensure that meetings take place with subcontractors/partners to address any issues which have been escalated.Provide input to and be consulted on marketing and communications activity managed centrally by ETF marketing team, where providers lead the marcomms activity, provide direct input (in line with ETF marketing team guidance).1.5 Ensuring join up with key teams and colleaguesSupport Expert Heads team and Bid Team as required through the initial stages of grant or contract inception and design process.Monitoring progress against budgets, working with finance team colleagues and taking action where necessary to ensure performance meets expectations.Act on Business Intelligence provider by the BI manager and feedback result of analysis to the Finance and BI team.Work closely with the evaluation and quality assurance (QA) teams and external experts/providers to understand any issues that need addressing in the delivery of programmes (whether current or new).Work with ETF’s External Assurance Group and Expert Panels to ensure ETF’s delivery receives robust quality assurance.Provide feedback based on any evaluation results, quality and progress assessments or individual responses to the Expert Heads team contact to ensure that where content is not achieving intended learning objectives, this is addressed.To assist with subcontractor/partner selection for the procurement team, which may involve making recommendations, sitting on interview panels, assessing applications etc.Working with the Expert Heads team as part of a defined joined up approach to ensure close tie up between CPD design and programme management. This also ensures that a feedback loop is possible between Performance Managers and the Expert Heads team.2.
