MINUTES OF A REGULAR MEETING OF THE

BOARD OF PARK COMMISSIONERS OF DECATUR PARK

DISTRICT, MACON COUNTY, ILLINOIS, HELD AT

DECATUR PARK DISTRICT ADMINISTRATION OFFICE

620 E. RIVERSIDE AVENUE, DECATUR, ILLINOIS

AT 12:00 NOON ON THE 16th DAY OF MARCH, 2016

The Board of Park Commissioners of Decatur Park District, Macon County, Illinois, met in a regular session on Wednesday, the 16th day of March, 2016 at the hour of 12:00 Noon at the Decatur Park District Administration Office, 620 E. Riverside Avenue, Decatur, Illinois at which time and place there were present the following officers and members of said Board:

Chris Harrison, Commissioner

Stacey Young, Commissioner

Absent: Chris Riley, Commissioner

A quorum of the members of the Board of Park Commissioners being present, President Kenny called the meeting to order and declared the Board to be in session for the transaction of business.

The Pledge of Allegiance to the Flag of the United States was recited.

NO. 15647 A motion to approve items 1 - 6 on the Consent Agenda was made by Commissioner Young and seconded by Commissioner Harrison. Upon call of the roll, all voted aye.

1. Minutes of the Previous Meeting

2. Approval of Updates to the Personnel Policy Manual

3. Approval of the Purchase of a Toro Groundsmaster 5900 mower (East Side)

4. Approval of the Purchase of a Toro Groundsmaster 4500D mower (RTR)

5. Approval of the Purchase of a 2016 Ford Explorer Police Interceptor (Park Police)

6. Bills for Approval

PRESENTATION Executive Director Clevenger introduced David Hardin who operates Tandemonium Bicycle Rental in Fairview Park. He would like to start a pedal boat concession at the Nelson Park marina.

Mr. Hardin would like to offer the rental of 5-person Sun Dolphin pedal boats. He would start in the spring in the area of the Beach House. He will offer affordable rates for this family-oriented activity in Nelson Park. The season would run from mid-May to mid-September on weekends and holidays. He will provide life jackets and a safety packet on each boat. Liability insurance will be carried and patrons will sign a waiver similar to the one used for bike rentals. With consensus of the Board, staff will seek approval of the agreement at the next Board meeting.

NO. 15648 Bids were received for the 2016 chemical program. Tom Mooney and staff have done an effective job of inventorying the chemicals we have to determine current and future needs. District #61 buys chemicals through the Park District, a nice intergovernmental agreement. Commissioner Brilley made and Commissioner Young seconded a motion to approve purchase of the 2016 chemical bids as presented. All voted aye upon call of the roll.

NO. 15649 A new ADA accessible playground will be purchased for Sinawik Park with monies from capital and the aid of a grant. Staff will install it this summer. The rubberized surface will then be poured. Commissioner Brilley made and Commissioner Harrison seconded a motion to approve the playground purchase. Upon call of the roll, all voted aye.

GOLF season is off to a fast start! We are three weeks ahead of last year and the courses are in great shape. Staff hopes for a good season without a lot of heavy rainfall.

RECREATION & FACILITIES Approximately 75% of tickets have been sold for the upcoming Perform! shows.

The Critter Egg Hunt will be held on Saturday, April 26 at Scovill Zoo. This event is free for children walking through ten years old. The Children’s Museum will offer reduced admission from 10:00 a.m. – 5:00 p.m.

There will be a St. Patrick’s Day luncheon tomorrow at the John’s Hill Center. Chief Culp and State’s Attorney Jay Scott will speak to the seniors about recent scams and offer tips on how to avoid them. BINGO will be played after lunch.

On April 2, Scovill Zoo and Overlook Adventure Mini Golf open for the season.

The Rotten Easter Egg Hunt will be April 1 at Scovill Golf Course & Banquet Facility. 109 tickets have been sold so far; staff’s goal is 200.

CHIEF FINANCIAL OFFICER Work on the budget will be wrapping up in the next couple of weeks and individual meetings will be held with Commissioners prior to presenting it at the first Board meeting in April. The tax levy will follow in mid-April.

AIRPORT With the nice weather, the Airport is experiencing increased traffic. Gaitros Aviation, LLC is also doing good business.

St. Louis International Airport has partnered with Fun Jet Vacations to offer an all-expense-paid trip for two people to Cancun. Air Choice One will take the winners from Decatur Airport to St. Louis to stay overnight then fly on to Cancun.

Several “Pack Your Bags” events will be sponsored by St. Louis Airport this year. One of these all weekend, all-inclusive trips will include tickets to a Cardinals game and possibly another will be tickets to a Blues game or other big event in St. Louis.

OPERATIONS Staff is busy with spring cleanup of trash and sticks in the parks. Seasonal employees are being called back to work.

Maintenance staff is also helping staff at Scovill Zoo get ready for the upcoming AZA Accreditation process.

Staff is working on restroom demolition, remodel and repairs at Kiwanis, Oak Grove and Garman Parks.

Staff was busy with the Polar Plunge, setting up two sets of large bleachers, garbage cans, and picnic tables and then taking them all down. The new Beach House decking looked nice for spectators.

Staff has also been busy removing trees and stumps in Sunnyside and Fairview Parks and the Cresthaven bike trail extension.

ATTORNEY BOOTH An executive session is needed to discuss the status of collective bargaining negotiations and to consider the appointment of a single employee.

COMMISSIONER COMMENTS

Commissioner Young thanked Director Wright for a tour of the Airport last week.

Commissioner Harrison flew out of Decatur again on Air Choice One. It was nice landing in Decatur and driving home. It is a good way to travel.

Commissioner Brilley asked how the new Park Police logo was being received. Chief Culp responded that it is going well. There was more illegal dumping recently and the department found the person responsible. He has paid the $500 fine.

Commissioner Harrison made and Commissioner Brilley seconded a motion that the meeting move into closed session to discuss the status of collective bargaining negotiations and to consider the appointment of a single employee. All voted aye, and the regular meeting adjourned at 12:35 p.m.

When the Commissioners returned into open session, Commissioner Young made and Commissioner Harrison seconded a motion that the meeting adjourn. All voted aye and the meeting adjourned at approximately 1:15 p.m.
