The background section is important. You need to introduce the topic; teach the reader about your topic and provide lots of interesting information; state the issue or controversy; and state why you are doing the research. There are four points listed above; how many paragraphs do you see below? Note: the example below is short and simple; your writing should have more information.
Background
AKB48 is a popular Japanese music group, of which there are some issues about the quality of the music they produce. Firstly, a description is provided. Then a discussion of the issues about music quality including a description of why AKB48 fails to show quality music. Finally, an explanation of why this research is done.

AKB48 is an all-girls Japanese pop music group. They were formed in 2005 in Akihabara, Tokyo [1]. They are an organized and managed music group, so the performers do not write or produce their own music, nor do they create their own choreography. They are managed by Yasushi Akimoto [1], who runs them as a business, not as a creative music group.
AKB48 is a music group designed to turn maximum profit, and provide little for true music aficionados. According to Wikipedia, "the band's style can be loosely characterized as bubblegum pop", and "All songs are choreographed, therefore the group's performances turn into a synchronized dancing show" [1], resembling a North Korean `Mass Games'. The emphasis of AKB48 is to earn money from regular theatre performances, maximising CD sales, earning money for modelling for product advertisements, including pachinko slot machines (see photo below). In short, AKB48 is not music art, it is a business.
