FUNCTIONAL TITLE:

Heavy equipment operator – backhoe

GENERAL SUMMARY:

Under general supervision, supervises, coordinates and performs repairs to the drainage systems within County road right-of-ways. Under general supervision, operates a variety of heavy equipment, machinery, tandem and semi-tractor/trailer trucks to construct, maintain and repair county roads.

ESSENTIAL JOB DUTIES:

Performs maintenance and repair of tile, intakes, and related drainage systems which are the maintenance responsibility of the Secondary Road Department.

Will provide leadership to small crews for specified maintenance and construction projects including verification of utilities thought Iowa One-Call.

Keeps accurate written records of hours worked on various projects completed by County forces.

Makes reports to the Bridge and Sign Foreman as to deficiencies observed on the road drainage system and progress of individual projects on which work is being performed.

Operate heavy excavation equipment including bulldozer, backhoes, front end loaders, hydraulic excavators, boom truck, etc. and specialized equipment including hydraulic breakers, air compressors, etc. for roadside ditching, tile and intake installation and repair, erosion control and road, bridge and culvert maintenance, construction and removal.

Operates equipment (tandem axle-truck, single axle truck, and motor grader) to complete road surface maintenance and for snow and ice removal.

Operates air hammers, chainsaws, welders, shovels, picks and other hand tools as required.

Make minor repairs and perform servicing on heavy equipment in the field.

Keeps accurate written records of parts, materials, and labor when servicing equipment, on forms furnished by the County.

Maintains and services assigned equipment by changing oil, greasing moving parts, replacing filters, changing tires, and performing other general maintenance as needed. Informs Shop Foreman of problems with equipment. Washes and cleans vehicles and equipment when needed.

Assists in general building, grounds, and equipment maintenance and servicing work.

KNOWLEDGE, SKILLS, AND ABILIITIES REQUIRED:

The individual must possess the following knowledge, skills, and abilities or be able to explain and demonstrate that the individual can safely perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills abilities.

General and specific knowledge of road and highway drainage maintenance activities.

Knowledge of equipment operation and repair. Knowledge of the occupational hazards and safety precautions necessary for the proper operation of motorized equipment or tools.

Ability to follow written, diagrammatic, and oral instructions.

Knowledge of all County policies which affect the administration of maintenance and construction of the roadway system.

Ability to see defects in the road drainage system requiring repairs or maintenance.

Familiar with County road drainage system or ability to read county map to determine locations.

Ability to read grade stakes for road and culvert construction.

Ability to lead, supervise and motivate other employees.

Ability to verbally communicate effectively and clearly with employees and the public.

Ability to handle confidential information and situations.

ENTRY REQUIREMENTS:

Education/Training:

High School graduate or equivalent

Work experience:

Three years of heavy equipment operation preferred

An equivalent combination of education, training and experience that provides the knowledge, skills, and abilities necessary to perform the essential functions of the position.

Required licenses, registrations, and certifications:

Class A CDL with air brakes

Other certifications as may be required by the county engineer

Required post offer physical examination:

By physician designated by Wright County, verifying the physical ability to perform the duties described.

Required drug and alcohol testing:

Drug and alcohol screening for CDL

PHYSICAL REQUIREMENTS:

Manual dexterity is required. Sits, stands, walks, turns, and bends. Moderate to heavy lifting (50-100 lbs.) required when performing manual labor as described above. Frequent sitting and operating equipment and trucks in various situations.

SAFETY TRAINING REQUIREMENTS:

First Aid/CPR, Bloodborne pathogens, Fire extinguisher use and operations, Hazard communication, Excavation safety/Shoring and trenching, Work zone traffic control and safety, and others as required.

Work Environment:

Work is performed in the cab of equipment, but much of the time may be spent outside in adverse weather conditions. The position involves exposure to extreme temperatures, humidity, dirt, dust and fumes, snow and ice conditions, noise due to the operation of equipment or power tools, and other hazards at road construction sites.
