The post focuses on the organization’s operations in the areas of human resource management, child safeguarding, financial management, information technology, and internal governance. The DED for Management oversees, supervises, and coordinates the work and performance of the Divisions of Human Resources, Finance and Administration Management, Information and Communication Technology, and the Global Shared Service Centre. Additionally, the DED for Management supports the Office of Internal Audit & Investigation and Evaluation Office.In that capacity, and in close coordination with and under the direction of the Executive Director, the DED’s overall responsibility will include:Management and Administration: promotes a work environment supportive of UNICEF’s staff as its greatest asset, and effectively and efficiently direct and manage UNICEF's resources in accordance with relevant rules, policies, procedures and standards. Oversees planning and management of the management’s pillar’s human, information technology, financial, and material resources with a view to ensure their optimum utilization as well as change initiatives.Operations: oversee the design, optimization and implementation of policy and reform initiatives in management and operations to address evolving business needs, e.g. financial management; human resources management and reform including initiatives in support of zero tolerance towards sexual exploitation, abuse and harassment; child safeguarding; top-line and advanced information technology systems; evolution of the Global Shared Services Centre; maintenance and enhancement of an integrated Enterprise Resource Management platform and architecture to leverage and maximize efficiencies. Contribute to system-wide priorities in the operations area, including on the zero tolerance towards sexual exploitation, abuse and harassment. Innovation: lead the improvement, streamlining and simplification of existing operational structures, policies and procedures for results-focused management of UNICEF’s funds and staff through timely, systematic and coordinated support, guidance and communication between Headquarters and country/regional offices in these issues. Maintain a strong liaison with other Deputy Executive Directors for consistency of policies and operational guidance across the organisation. Represent the Executive Director at high-level events and fora as required. Support UNICEF’s engagement with key institutions, stake holders, and within inter-agency fora.Any other activities as requested by the Executive Director to advance UNICEF’s management results.
