|Job Summary: The Assistant Deputy Director (ADD), Behavioral Health (BH), under the administrative direction of the Deputy Director (DD), BH, is an executive leadership|
|position responsible for supporting DHCS’ ambitious agenda to ensure high-quality and accessible specialty mental health and substance use disorder (SUD) services in |
|Medi-Cal and other public programs. The ADD, BH, helps oversee the planning, implementation, coordination, evaluation, and management of the Department’s behavioral |
|health services, including the Medi-Cal Behavioral Health Division (MCBHD), Community Services Division (CSD), and Licensing and Certification Division (LCD). The ADD, |
|BH, collaborates with the DD, BH, in working with the California Behavioral Healh Planning Council (CBHPC). The ADD, BH, plays a key leadership role in implementing |
|Medi-Cal behavioral health initiatives designed to achieve equitable health care outcomes, ensure consistent access to high-quality care, and facilitate administrative |
|and clinical integration of mental health care, substance use disorder, and medical care, wherever feasible. The ADD, BH, plays a key leadership role in Medicaid waiver|
|development, implementation and monitoring relative to BH benefits, service delivery and monitoring. |

|The ADD, BH, will collaborate with the three BH division chiefs and support the work of all BH programs: |
|(1) Medi-Cal Behavioral Health: guiding the development and implementation of BH policies, including continuous improvement of the specialty mental health and SUD |
|treatment programs, foster care model of care reform, BH administrative integration, BH payment reform, and other proposals; ensuring that program policies in Medi-Cal |
|are developed and implemented in a comprehensive, strategic and integrated manner; and implementing initiatives to improve BH services in foster care (such as the |
|Family Urgent Response Services, Family First Prevention Services Act, and the ongoing work around Continuum of Care Reform); |

|(2) Community Services: planning, implementing and evaluating program policy related to non-Medi-Cal, publicly funded programs (such as the Mental Health Services Act, |
|Adult Use of Marijuana Act, Substance Abuse and Mental Health Services Administration block grants, federal opioid funding, and other state or federal grants); ensuring|
|a robust prevention strategy; and managing Mental Health Program approvals for youth congregant care settings; |

|(3) Licensing and Certification: ensuring rigorous, accurate and streamlined processes for licensing, certifications, level of care designations, and complaints |
|investigations, and leading DHCS’ response to emergencies. |
| |
|The ADD, BH, plays a key partnership role with the DD, BH, to develop strategy and policy recommendations for the Directorate and the Health and Human Services Agency |
|(Agency). The ADD, BH, frequently represents the DD, working directly with DHCS executive leadership, Agency leadership, legislative representatives; other state, local|
|and federal representatives; members of the public; and the media. The ADD, BH, periodically gives presentations at conferences and events. The ADD, BH, also serves a |
|key operational role, ensuring that |
|behavioral health projects, reports, analyses, and responses to internal and external stakeholders are delivered accurately and on time. The ADD, BH, is a member of |
|DHCS’ Executive Staff and subject to the Department’s Conflict of Interest Code and filing a Statement of Economic Interests (Form 700). |

|Supervision Exercised: Supervision of BH Deputy Director’s Office (DDO) staff: one Staff Services Manager II, six Associate Governmental Program Analysts, and one Staff|
|Services Analyst, and indirect supervision of Division level staff. |

|30% In collaboration with the DD, BH, and MCBHD Chief, shares leadership responsibility for the development and implementation of BH policies, including improvements to|
|the specialty mental health and SUD treatment programs, foster care model of care reform, BH administrative integration, BH payment reform, and other proposals. |
|Supports the leadership team in implementing initiatives to improve BH services in foster care (such as the Family Urgent Response Services, Family First Prevention |
|Services Act, and the ongoing work around Continuum of Care Reform). |

|Provides day-to-day operational management of the DD office and assists in the supervision of the DD’s staff. In collaboration with the DD, BH, provides overall |
|management of, and guidance to, the CSD, LCD, and MCBHD Division Chiefs of BH to ensure program/service compliance with the Department’s mission, as well as with state |
|and federal policies, procedure, rules, and regulations. Provides guidance to the CSD, LCD, and MCBHD Division Chiefs regarding new initiative development; policy |
|development, implementation and oversight; changes or improvements to existing programs; and new program development and implementation. Responsible for overseeing |
|policies to guide the development of operational protocols, regulations, policy letters and other critical program documentation. Resolves differences in policy |
|interpretation and implementation. Reviews, edits and approves on behalf of the DD, BH, any behavioral health-related reports, policy changes, legislative and budget |
|proposals and analyses, and sensitive correspondence submitted by the CSD, LCD, and MCBHD Divisions to ensure compliance with DHCS policies and mission, as well as |
|existing state and federal laws and regulations. |
| |
|30% Advises and consults with the DD, BH, concerning issues of significant policy impact related to behavioral health services. As appropriate, advises and consults |
|with the Director, Chief Deputy Directors, and other department leadership concerning issues of significant policy impact, including DHCS quality improvement |
|initiatives. Represents DHCS in collaborative work with public and private organizations, community stakeholders, and local, state, and federal government officials in |
|community-related behavioral health program matters, including pertinent relationships with social service and criminal justice partners. Routinely interacts with |
|entities such as the Legislature, Legislative’s Analysts Office, Governor’s Office, the Department of Finance, Agency, and County Behavioral Health Director’s |
|Association of California. |

|25% Participates in the annual DHCS budget and legislative processes, including reviewing BH-related budget documents. Reviews and approves legislative and regulatory |
|proposals, and trailer and budget bill language, as needed. Monitors federal and state health care financing issues to determine the need to make program adjustments |
|and staff reassignments and collaborates closely with the DHCS Health Care Financing division on the fiscal impact of policy decisions. Provides overall direction, |
|Division administration, and leadership to ensure consistent and high quality staff work through Division Chiefs and subordinate managers of operating units on |
|administrative, legislative, budgetary, personnel, and technical problems. Monitors hiring and tracks vacancy rates, responds to personnel issues, and provides guidance|
|to Division Chiefs on implementing corrective action for employees, as needed. |

|10% Assists the DD, BH, in representing DHCS during meetings with public and private organizations, Agency representatives, local/state/federal government officials, |
|legislative representatives and the media on mental health and substance use disorder services. Gives presentations to various groups, including the DHCS Behavioral |
|Health Stakeholder Advisory Committee, on topics related to behavioral health. Maintains current knowledge of emerging behavioral health needs and services related to |
|prevention, early intervention, treatment, and recovery programs. |
