Chairman Steve Bustard called the meeting to order at 7:00 P.M. at the Galena Ambulance Building. Present were 11 of the 32 members. Present were Yvette Alexander-Maxie, Steve Bustard, Ron Data, Colin Fulrath, Peg Murphy, Chuck Pedersen, Doug Siegert, Stephen Silberman, Carl Winter, Tom Winter and Don Zillig. Absent were Randy Beadle, Tim Brant, Philip Crnkovich, Peg Dittmar, Dan Guzzle, Stephen Keeffer, Roger Kelzer, Tom Lange, Rich Mattas, Annette McLane, Roger Peterson, Jim Rigdon, Theresa Riniker, Dave Roling, Cal Schafer, Dan Schleicher, Jessie Shekleton, Drew Spidahl, Dusty Spidahl, Brian Stewart and Kevin Turner. We did have a quorum for the meeting.

Minutes of the previous meeting were read. A motion to approve the minutes as e-mailed was made by Don Zillig and seconded by Doug Siegert. Motion carried.

Reports from the Sub-Committees

Membership Committee – No Report

Tier II Committee – No report.

GIS Committee – No report.

Exercise Development Committee – No report

LEPC Operations Plan/Chemical Response Plan Committee – Colin Fulrath reported that we are current and up to date with the plan.

Commodity Flow Study Committee – Chairman Bustard reported that this project continues to move along & gave some highlights of last fall truck study done at various points in Jo Daviess County.

Under Old Business

Chuck Pedersen is setting up a tabletop exercise sometime in June which will include the MRC people. The tabletop will involve identifying & accommodating people coming into the county to help with disaster situations. This is known as credentialing. Chuck also reported that the UCP, Unified Command Post, has been upgraded with new tires & etc. but have found out that one of the phone systems is not working & is being looked into. Chuck also reported that they have received a grant from the local Walmart store for $2,400.00 that will be used for new computers, printers, radios & etc. Also a grant has been applied for to the BNSF Railroad for more equipment so the UCP will be up to date when completed.

Under New Business

Yvette Alexander-Maxie reported that the American Red Cross has formed a committee that monitors the national weather service alerts of inclement weather conditions so that they are made aware sooner to possible weather situations.

Chairman Bustard asked if there were any Haz-Mat incidences. Colin Fulrath reported that there was a tanker truck rollover south of Hanover on Rte. 84 which ruptured the diesel fuel tank. About 75 gallons leaked into the ground with the EPA coming & staking it out and informing the trucking company to remove the dirt & make it clean again.

Carl Winter reported on Senate Bill 96, which has already passed & has ordered the removal of Knox boxes in the State of Illinois. The Knox boxes are back up systems that when the land line 911 calls that go into our dispatch center at the sheriff’s office don’t work some of the local fire departments are able to hook up equipment to the phone companies system & get the 911 calls until the phone system comes back on line. A lengthy discussion followed with Don Zillig volunteering to get more information on it for the next meeting.

Chuck Pedersen reported that a new system called “Code Red” which is an information warning system that will be instituted county wide. The system works by sending messages notifying the public of information whether it is hazardous or general. Townships, Schools & etc. will be able to buy into it also.

Chuck Pedersen also reported that there is a Tri-State Commodity Flow Study going on which includes Carroll, Dubuque, Jo-Daviess & Stephenson Counties which will give us an idea of everything passing through our areas.

Steve Silberman has been made aware of a state wide volunteer award program which has many different categories to it. Steve would like to see some names submitted from this area.

Secretary Data said that the next LEPC meeting would be on April 19, 2016 at 7:00 P.M. at the Galena Ambulance building due to Sheriff’s office meeting room being unavailable.

There being no further business – A motion to adjourn was made by Don Zillig and seconded by Doug Siegert. Motion carried.
