The 276th meeting of the Registration Committee (RC) was held under the Chairmanship of Dr. N.B. Singh, Agriculture Commissioner on 31st May, 2007 at 1030 hrs. in Krishi Bhavan, New Delhi. Dr.P.S. Chandurkar, Plant Protection Adviser to the Govt. of India, Dr. T.P.Rajendran, Assistant Director General(PP), ICAR, Shri Madhav Chakraborty, Co-opted Member, Indian Institute of Packaging, Shri P.P. Srivastava, Representative of Addl. Industrial Advisor, M/o. Chemicals & Petrochemicals and Dr. (Mrs.) S. Kulshrestha, Secretary, CIB&RC attended the meeting.

The Committee deliberated the agenda in detail and decided that considering the number of registrations issued for these pesticides under various Sections of the Act, it would be difficult for the Sectt. of CIB&RC to call back all the certificates and incorporate the instructions/precautions on the label and leaftlets in a timely manner. Therefore, it was decided that for these pesticides, a standard label and leaftlet incorporating precautions/instructions as per the recommendations of the Expert Group/Registration Committee be got approved by the Registration Committee and the same be sent to the State Directors of Agriculture for instructing the registrants to ensure adoption of the said label-leaflets. Since, label and leaflets are part of the Registration Certificate on which amendments are required to be made by the Sectt. of CIB&RC as per the provisions of the Act, therefore, to follow this procedure, approval of competent authority in DAC be taken. Further, the certificate of Carbandazim and Mancozeb where in the condition with reference to the levels of impurities and ETU contents respectively are required to be incorporated in addition to certain precautions on label and leaflets be called back to the Sectt. of CIB&RC for doing the needful.

The Committee also deliberated the issues raised by CCFI regarding generation of field data for aquatic toxicity and leaching. The Committee decided that the registrants/Industry Associations should submit protocol for approval of the Registration Committee and field studies on the aquatic organism which are usually found inhabited around the field at various locations and also on aquatic organism like fishes and snails be conducted. Further, with reference to leaching the Committee decided that the field studies are more relevant than monitoring studies. The protocol should be submitted by the Registrants/Pesticide Industry Associations for the field studies.

AGENDA ITEM 9.1: PRESENTATION BY M/S.UNITED PHOSPHORUS LIMITED REGARDING THEIR REGISTRATION APPLICATION FOR ALUNIMIUM PHOSPHIDE 77.5% GR.:

M/s. United Phosphorus Ltd. has applied for registration of Aluminium Phosphide 77.5% Gr. To facilitate the scrutiny of application, they requested to make a presentation before the Registration Committee explaining the procedure of fumigation through Generator used for 77.5% Aluminium Phosphide Gr. The Committee agreed to their request. During presentation the registration status of this product in USA and Australia was reported. The superiority of this formulation for control of stored grain based in different storage structures like bines, cilos, poly covers, stacks, etc. was presented. It was also informed that this product may be used for quarantine purpose.

AGENDA ITEM 9.2 FOR FIXATION OF MRL FOR GIBERALIC ACID – EXEMPTION REGARDING :

The presentation have been made by M/s. Sumitomo Chemicals and M/s. Krishi Rasayan Pvt. Ltd. for exempting the residue data/tolerance (MRL) limit fixation of Giberallic Acid. The Committee noted that Giberallic Acid is already exempted by USEPA, New Zealand, Brazil and Australia from the requirement of tolerance MRL fixation. The reasons being that it is a naturally occurring plant harmone, has non-toxic mode of action, has low toxicity profile and toxicological studies at high dose level(at or above limit doses) identified no toxic endpoints for risk assessment and these substances are naturally occurring in normal human diet.

AGENDA ITEM NO.9.3 REGARDING REGISTRATION U/S.9(4) INDIGENOUS MANUFACTURE & T.I. CATEGORY.

Representative of M/s. Devidayal Sales (P) Ltd. sought permission from the Chairman, Registration Committee for presenting the difficulties faced for 9(4) registrations in the above mentioned categories before the Registration Committee. The representative informed that the applications are being rejected in the absence of proof for notarized copy of SSI Certificate of Pesticide Unit. He further mentioned that in those categories of industries who do not come under SSI units, they are not in a position to submit notarized documents as a proof of their being industry. It was clarified that in such circumstances applicant may submit notarized proof of the relevant document w.r.t. of their category of industry to which applicant belongs (refer Column 1b of Form I) along with Registration Number given by the respective authority, as per already existing guidelines. Further, it has also been decided that in cases, where are Industry Units are functional, a notarized copy of valid license already issued by the Licensing Authority from the State Govt can also be accepted as proof of existing manufacturing facility at the proposed site applied for. It has been decided to incorporate all the categories of industries as given in Form I to which the applicant belong in the Checklist of Preliminary scrutiny also.

In view of the fact that, the applicant can only submit five applications within three months, the Committee decided that original notarized documents should be checked up at the time of preliminary scrutiny so that applicant comes to know about the rejection due to this reason at an early stage.
