These major events can demonstrate the inspirational role that creativity can play in our changing world; and how unforgettable experiences can make life better.Led by Chief Creative Officer, Martin Green CBE, Festival 2022 Ltd, has been established in Birmingham to curate, manage and promote the Festival; working with strategic delivery bodies within each nation to devise and deliver the programme. This position will be employed by Festival 2022 Ltd. a subsidiary company of the Birmingham Organising Committee for the 2022 Commonwealth Games (the OC). Role OverviewThe role of Governance Manager is high-profile role working at the heart of a major Government programme, Festival UK* 2022. Based within the new special purpose vehicle (Festival 2022 Ltd), you will support the effective management of this UK-wide celebration of creativity and innovation in 2022.Under leadership of Chairperson, Dame Vikki Heywood CBE and creative direction of Chief Creative Officer, Martin Green CBE; the Festival is set to play a major role in the UK's recovery from the global pandemic. The Governance Manager will facilitate the senior team to deliver on our organisational and cross-partner goals.Working in a fast-paced and multi-stakeholder environment, this role will be the critical bridge between the Festival Company and our Strategic Delivery Bodies in the devolved nations (EventScotland, Creative Wales and Belfast City Council). As a UK-wide project, you will be required to work closely with the Department for Digital, Culture, Media & Sport (DCMS) on behalf of UK Government in addition to our colleagues in the Scottish Government, the Welsh Government and the Northern Ireland Executive.This is a high-profile role, and the postholder will lead on:Supporting the Festival Company Board and Executive Management with strategic prioritiesEstablishing effective cross-partner governance, ensuring an effective channel of communicationDriving forwards Festival delivery, using influence and relationship to resolve issues quicklyPro-actively disseminating key project information across the partnership Preparing high quality written reports and submissions for senior stakeholdersBuilding capacity within partner organisations to support a 'one team' culture across Festival deliveryOwning and managing special projects within Festival The Festival is a ?120million programme delivered through a partnership model and the Governance Manager will drive integrated decision-making and ensure excellent communication between partners. The postholder will utilise their knowledge and understanding of the external environment in which the programme is operating to produce high-quality submissions and papers. The appointed individual will bring relevant experience from a comparable role, with the ambition to work on a major programme and deliver high-quality governance throughout.For further details of the team and the Festival Board: Key Responsibilities and AccountabilitiesDrive forwards and deliver the priorities of the Festival Board and Executive Management Team, working closely with senior stakeholder from across the delivery partnership.Establish and embed cross-partner governance; ensuring an effective channel of communication, timely reporting and added value to the decision-making process. Build strong relationships with external stakeholders, to secure confidence in programme delivery.Prepare written submissions, Board reports, briefing materials and assurance documentation.Advise senior decision-makers on progress and priorities, reporting performance against key milestones. Communicate critical issues clearly and clarify stakeholder expectations.Implement and champion a governance culture that is responsive to the Festival's sectors and reflective of the creative context in which the programme operates.Lead on the administration of the Festival Board, ensuring timely submission of papers and high-quality briefings. In doing so, provide support to the Festival Chair, Board committees and working groups. Work closely with the DCMS Head of Governance for the Festival to understand the requirements of key stakeholders and identify the main issues in complex problems to provide clear advice and direction.Manage the Festival Four Nations Steering Group; a forum which brings together representatives from the Festival Company, Belfast City Council, EventScotland, Creative Wales, UK Government, the Scottish Government, the Northern Ireland Executive and the Welsh Government.Build capacity in partners by providing practical support and access to relevant project information.Ensure the Festival Company complies with all relevant legislation, Government guidance, data protection requirements and the conditions set out in the Grant Funding Agreement for the programme.Lead on the publication of transparency information (in accordance with relevant guidance) and prepare responses to Freedom of Information requests within the required timescales.Drive forwards equality, diversity and inclusion action across the Festival.Positively represent the Festival externally with partners organisations, across Whitehall and within the Devolved Administrations.Lead continuous improvement of our Festival governance, ensuring all required management information is in place across the Festival partnership.Inspire, mentor and support entry-level positions to have an inclusive Festival experience.Champion the overall vision and creation of the Festival to successful deliver a major programme.Own and manage special projects, including undertaking any relevant additional duties identified by the Head of Programme and Executive Director.RESPONSIBILITIES OF THIS ROLE WILL EVOLVE THROUGHOUT THE LIFETIME OF DELIVERY.Festival ValuesFestival 2022 is driven by shared values.
