CalVCB funding comes from restitution paid by criminal offenders through fines, orders, penalty assessments and federal funds.Our mission is to assure the rights of victims of crime by providing responsive financial compensation through a stable restitution fund. The performance of duties must be accomplished in accordance with CalVCB policies and in compliance with the established rules and standards governing the program. Candidates must have the ability to perform the following essential functions with or without reasonable accommodations. The job duty percentages may fluctuate due to the demand of requests for information.% OF TIME PERFORMING DUTIESESSENTIAL FUNCTIONS30%30%25% 10% 5%ESSENTIAL FUNCTIONSMonitor the Custodian of Records (COR) email inbox, respond to inquiries, and log all requests for appearances at restitution hearings and/or requests for preparation and submission of Certification of Records. Prepares reports for management, as requested. Prepare legal affidavits (Certification of Records) using Adobe Pro for presentation in restitution hearings in Superior Courts throughout California. Audit all pertinent VCB claim files in Cares2 and request information from other Divisions, as needed. Ensure accuracy of prepared records. Apply knowledge of laws pertaining to criminal and civil records, possess ability to discuss statutes, and provide written or verbal responses to probation officers, Criminal Restitution Compact (CRC) Specialists, all CalVCB staff, and other interested parties. Serve as a liaison between county and CalVCB and make recommendations to CRC Specialists and the Legal, Appeals and Probate Division staff to resolve legal issues.Log Information Practices Act requests. Analyze all requests received by the Board pursuant to the Information Practices Act (IPA) and develops an action plan to coordinate, receive and compile information in order to respond in a timely manner. Create a prompt plan of action for responding to requests and lead program responses, ensuring timely and effective collaboration with staff in all divisions. Submit CalVCB’s responses to the requesting party, ensuring compliance with all statutes, regulations, and confidentiality rules governing such Programs. Maintain and manage an electronic inventory of requests received and responses submitted. Determine the availability of monetary compensation for the production and copying of paper records; and collect fees prior to producing records. Collaborate with CalVCB’s Legal Counsel to provide appropriate and legally correct responses to staff inquiries regarding Information Practices Act requests as needed. Process incoming appeals mail that is uploaded by the Office Technician. Triage incoming appeals to determine if it is an appeal, reconsideration, or other documentation. Timely processing of outgoing appeal acknowledgment letters offline or in Cares2 as appropriate. Work closely with Appeals Unit staff to resolve Triage issues. Train with Appeals Unit staff to gain knowledge of the appeals process and assist, as needed.Analyze and process attorney fee verification forms (Legal Services Determination-LSD) requiring a review of the attorney fee statements, prepare verification letters for applicants and claimants to include the applicable laws and regulations. Analyze responses from applicants and claimants and draft recommended denial letters, as appropriate. Manage the LSD work queue in the Board's proprietary computer application - Cares. Consult with staff in other divisions to ensure accurate processing of LSD work items in Cares. Update LSD correspondence, processes, and procedures, as needed. Contact applicants, claimants, and attorneys for attorney fee verification matters.MARGINAL FUNCTIONSProvide assistance to the CalVCB’s Legal, Appeals and Probate Division on criminal court cases, including small claims court actions. Back-up to the Office Technician for processing incoming mail. Assist with other matters falling within general analytical duties in the Legal, Appeals and Probate Division as required. Assist the Associate Governmental Program Analysts by participating in training classes for CalVCB staff and others regarding the COR processes and procedures, CalVCB’s restitution processes; conduct outreach activities with Non-CRC staff and the California District Attorney Association on issues regarding the CalVCB’s restitution rights, procedural requirements; and conduct outreach to various segments of the Criminal Justice System regarding statutes and case law governing restitution in California. Assist with PC 4900 Hearings and other Legal proceedings.DESIRABLE QUALIFICATIONSExperience in performing personnel-related work in state government.
