1. Maryland Cancer Plan Update – Sarah Hokenmaier and Ashley Hopkins

The Center for Cancer Prevention and Control at the Maryland DHMH, along with other partners throughout the state, is interested in organizing a Patient Navigation Network. The goal of the Maryland Patient Navigation Network will be to bring together individuals from public and private organizations that work in navigating patients through cancer care, in order to provide opportunities for networking, sharing resources, and training. Membership is open to any individual working in the cancer field to navigate patients through the cancer continuum including prevention, early detection (screening), treatment, and survivorship.

 

We are currently collecting contact information from anyone who may be interested in joining this group. If you are interested in joining the Maryland Patient Navigation Network, please complete and return the attached form (Attachment 1) via mail, email, or fax (see contact information on form).  In the coming months, we will be sending out a survey to those that have signed up in order to further gauge the needs and interests of the group.  We hope to launch the Maryland Patient Navigation Network with a meeting/training in late spring of 2013. 2. Minority Outreach and Technical Assistant – Christine Wiggins

Update from the Office of Minority Health and Health Disparities (MHHD)

6 MOTA Programs will be hosting regional Affordable Care Act Training Sessions for their partners, stakeholders, and other community based organizations from December 2012 through February 2013. Two trainings will take place on the eastern shore, one in southern Maryland, one in central Maryland, one in northern Maryland, and one in western Maryland. The trainings will take place during regularly scheduled local health disparities committee meetings. So far, three trainings have taken place- St. Mary's County (December 12th), Caroline County (December 13th) and Northern Maryland (Baltimore County, Baltimore City, Harford County, January 10th). 4. Clinical Update- Dr. Diane Dwyer

• Survey Monkey – Type of Bowel Preparation and Dosing Regimen

We are interested in knowing the specifics about the type of bowel preparation your colonoscopists are recommending and whether it is being taken as a split dose (over two days), traditional dosing (the day before), or single dose on the day of the colonoscopy. Danielle Goodrich (our January UMB medical student) has created a survey using Survey Monkey to answer these important questions. You will be receiving a Health Officer Memo with more information and the link to the survey.

• Payment for MHIP – When to discontinue payment for MHIP for a CRF-CPEST client who has MHIP coverage for cancer: Discontinue paying MHIP Premiums and deductibles when the cancer treatment has been completed and the anticipated regular follow up visits for the cancer have been completed.

• Pre and Post Colonoscopy Physical Examinations – Who determines if/when these exams are needed? Is “direct access” colonoscopy OK in the CRF programs?

(Direct Access colonoscopy is when the patient is cleared for colonoscopy by their regular primary care physician and they see the colonoscopist first at the colonoscopy. For a Direct Access Colonoscopy, the colonoscopist’s office will usually require the record with medical information and approval from the referring provider in advance. The colonoscopist’s office staff will often interview the patient to assure that an office visit is not needed in advance.)

When does your program pay for the pre and post colonoscopy visits? When are they permitted? Required? Disallowed?

• The “Annual Report to the Nation on the Status of Cancer” has been announced.

5. Surveillance and Evaluation Unit Updates –Carmela Groves

• Performance Measures (PMs) for FY13 – Health Officer Memo 13-03 contains PMs from your grant, data for the first half of FY13, and the mid-year Action Plan. This document is a component of the FY13 Progress Reports which are due January 31, 2013 (mid-year) and again on June 30, 2013 (end-year).

• Benchmarks – Health Officer Memo #13-04. We have run the colorectal cancer and prostate cancer benchmark reports for the first quarter of FY13. Per the memo, we ask that you examine your data and address any benchmarks that are not meeting the standard, including but limited to, correcting or updating data in the Client Database (CDB) that may have led to not meeting the benchmark, working with providers on timely reporting, obtaining stage information, etc..

• Updated CDB Forms Guidance Documents – Health Officer Memo #13-05. We have updated the following CDB Forms Guidance: core demographics, colorectal cancer screening, colorectal cancer post screening, prostate cancer screening, and prostate cancer post screening. These will also be posted to the CDB Help Menu.

• CDB Provider Colonoscopy Quality Assurance (QA) - We conducted a Survey Monkey this summer in order to obtain information regarding providers' feedback on the QA reports that received. Only 16 jurisdictions responded.  On January 11, 2013, we sent an e-mail requesting your participation in a second Survey Monkey on this topic. Please respond even if you responded to the first survey to update us on the progress.

• CDB Training - offered monthly. See HO Memo #12-41 for 2013 training dates. Next scheduled training is on Monday, February 4, 2013. Please contact Lorraine Underwood to register for training and further instructions at 410-767-0791 or via e-mail at lorraine.underwood@.

6. Administrative, Fiscal Issues, Education and Training – Barbara Andrews

• Colonoscopy Performance Measures. Make plans now to “gear up” to ensure that you meet or exceed the number of screening colonoscopies included in your grant award for FY13.

• CRFP/CPEST Program Progress Reports – First Report-Interim-Mid-Year Fiscal Year (FY) 2013 Progress Reports are due to DHMH-CCPC by January 31, 2013.

• Reminder – Plan now for your March, Colorectal Cancer Awareness Month activities.

• Hospital Contracts. Please have copies of your executed contracts available for your site visit or earlier upon request.

• Health Officer Memo Attestations for your Human Service/Non-Fee for Service Contracts. Refer to your Grant Award attachment for template of attestation form. Provide copies of the Human Service Contracts/Non-Fee for Service contracts if you have not already done so.

• 2013 Medicare/Medicaid Reimbursement Fee Schedule – Currently being prepared and will be provided in an upcoming Health Officer Memo.

• CRFP Unit: We are interviewing for the Community Health Educator III and Nurse Consultant/Administrator I vacancies in our CRFP Unit. Both of these positions were posted on the DHMH Current Recruitments on at .

• New Employee Orientation Power Points and Quizzes are available. Please let me know if you have new staff that needs this information. Please remember to complete the quizzes and e-mail them to our secretary, Cynthia Walker at Cynthia.Walker@ as noted on the last page of the quiz. In addition, Health Officer Memo #11-52, New Employee Orientation Resources Checklist is also available for your use with new staff.
