PAY DUES EARLY & SAVE $5

Your Fort Hill Rifle and Pistol Club (FHRPC) dues for the year 2004 are (1) $30 if paid before June 1, (2) $35 if paid before July 1, and (3) $50 if paid before July 16. Save $5 and pay your dues before June 1. Make your check payable to the Fort Hill Rifle & Pistol Club, and send it, along with your yearly liability waiver, to M. D. Our goal is 100% re-enlistment. So, encourage your fellow members to pay their dues and enlist for another year. Pay early and save $5.

A blank liability waiver is attached to the end of this newsletter.

Relatively new members, joining after December 31, 2000, must also submit a photocopy of their National Rifle Association of America (NRA) membership card along with their dues payment and waiver. So, how will you know if you joined after the aforementioned date? The letter N in parentheses, (N), will appear after your name on your mailing label. You may renew your NRA membership through the FHRPC by including an additional $35 with your FHRPC dues.

MAILING LABEL SHOWS MEMBERSHIP STATUS

Something has been added to your mailing label. Many of you will see a letter enclosed in parentheses after your name on your mailing label.

If the letter N appears in parentheses, (N), after your name, you are a relatively new member and must include a copy of your NRA membership card along with your dues payment and waiver.

If the letter L appears in parentheses, (L), after your name, you are a life member and no longer have to pay dues.

If no letter appears after your name on the mailing label, you are a regular member who joined before January 1, 2001.

MORNINGSIDE DRIVE RANGES CLOSED FOR MAINTENANCE

The Morningside Drive rifle and pistol ranges will be closed on Saturday, May 22, 2003, for maintenance. A number of items need attention, including target frame maintenance, trash clean up, new range perimeter signs, brush removal, and drainage ditch construction.

If you can spare a few hours, please come and support your club. Your help is appreciated. We have tremendous facilities built and maintained with 59 years of volunteer help. Keep the tradition alive! Lunch and drinks will be provided.

ANNUAL MEETING ATTENDANCE LOW

The FHRPC annual meeting was held on Friday, February 13, 2004, at the Allegany County Board of Education Career Center. Twenty-eight members braved the cold and attended the meeting. We hope the low turnout was due to the cold weather and not lack of interest.

Old business was discussed first. Meeting minutes from the 2003 Annual Meeting were read and accepted. The Treasurer reported income and expenses, with an ending balance in the club treasury of $33,860. League chairmen provided reports on highpower, pistol, silhouette, smallbore prone and muzzleloaders.

New business began with election of officers. Other new topics included (1) the property sale adjacent to the Morningside Drive range, (2) the status of our Maryland Department of Natural Resources range grant, (3) the benefits of 100% NRA membership, (4) the 20-gun raffle and associated matches in 2004, (5) Morningside Drive road maintenance, (6) the availability of gun safety locks from local law enforcement agencies, and (7) 600-yard match fundraisers in 2004.

MARYLAND JUNIOR SMALLBORE CHAMPIONSHIP

The Monumental Rifle and Pistol Club, along with the Maryland State Rifle and Pistol Association and the Associated Gun Clubs (AGC) of Maryland will host the Maryland State junior 3-position smallbore championship on May 29, 2004. The match will be held at the AGC Marriottsvile range complex just west of Baltimore. The course of fire will be 40 shots prone, 40 shots standing and 40 shots kneeling.

This is a new event in Maryland, and is a milestone achievement in promoting junior participation in competitive shooting in the Free State.

ONE MORE TIME

Remember that survey form included in the last newsletter? The objective was to poll the FHRPC membership and get some idea of the most desirable directions to grow our club and shooting facilities. You might call this direction our strategic plan for growth. Sixty members returned the first round of surveys.

We are sending the survey again, along with a brief description of candidate projects. The survey is on the reverse side of your yearly liability waiver. The survey and waiver are the last two pages of this newsletter. Please complete both the survey and the liability waiver and forward to the Secretary along with your dues payment. Life members should complete the survey and waiver too. Please.

Rank your top three preferences on the survey with the numbers 1, 2 and 3. Give your first choice the number 1, your second choice the number 2, and your third choice the number 3. Do not give multiple numbers to a single project.

Please feel free to add your ideas in the blank lines on the survey.

WVU RIFLE TEAM ON THEIR OWN

West Virginia University (WVU), located just 70 miles west of us in Morgantown, West Virginia, has pulled the plug on their national championship rifle team. WVU leadership cited funding limitations and the need to promote sports in which both men and women can compete. We’re not sure how the Rifle Team fit into either of these two categories. Men and women compete on an equal basis and the team budget is trivial when compared to other sports. The WVU Rifle Team is the most winning National Collegiate Athletic Association (NCAA) sport at WVU. Since 1980, when the NCAA first sanctioned shooting, WVU has won 13 National Championships.

The WVU Rifle Team has re-formed and is now the West Virginia Rifle Club. The University has allowed the Club to use the existing range for two years. After that, the Club must provide for itself. Unless… Unless the club can come up with three million bucks for the University. Three million bucks is the amount required by the University to sustain the rifle shooting activity.

The Rifle Club members aren’t going away without a fight. They have a tremendous support base from past WVU Rifle Team members and pro-shooting sponsors.

The WVU Rifle Club and sponsors are conducting a benefit raffle on Saturday, July 31, 2004, from 12 to 7 PM, at the White Horse Education Center, located between Morgantown and Weston. The benefit raffle has $250,000 in prizes. One firearm will be raffled every two minutes between 12 and 7 PM. The big prize goes at 7 PM. The big prize is a custom chopper built by Orange County Choppers. Raffle tickets are $50.

All proceeds benefit the WV Rifle Club. The benefit will go a long way toward their three million dollar goal and, possibly, a shooting range outside WVU leadership influence.

1) This league is open to the public. We only require that you be a SAFE shooter. NRA smallbore silhouette rifle rules apply. Standard velocity smallbore ammo with lead bullets required. No jacketed bullets or high-speed bullets allowed.

2) All matches will be held on Thursday evenings at the Warrior Mountain range. The season will begin on May 13 and will continue on every Thursday of each month, except for the first Thursday of the month, during May, June, July, August and September. Firing will begin at 1800 (6 PM for you civilians). This is an informal group. So, if your work schedule will only allow you to make it to the range at 6:30 or 7 PM, come on out! We will squad you on a later relay. A match consists of 40 shots fired for record at metallic silhouette targets. Ten targets are positioned at 40, 60, 77 and 100 meters.

3) SAFETY is our number-one consideration. Again, only standard velocity smallbore ammo with lead bullets allowed. No high-speed or jacketed bullets allowed.

4) Regular match fee is $4 for FHRPC members and $5 for non-members. Juniors, 18-years old or younger, shoot for free.

2004 Service/Highpower Rifle League, Continued

Fort Hill Rifle & Pistol Club, Cumberland, Maryland

1) This league is open to the public. We are an NRA approved league and CMP (Civilian Marksmanship Program) sponsored program. We only require that you be a SAFE shooter and comply with all directions of the range officials. NRA highpower rifle rules apply to all NRA style matches (21) and the NRA rules as modified by the CMP apply to the CMP style matches (5). Scores are eligible for recognition by the NRA and CMP for Highpower classification and EIC awards.

2) Starting time for most matches is 0800. 600-yard matches start at 1000. Be at the range 30 minutes minimum before the start time to allow for registration and squadding.

3) Match Types:

a) REG – 800 aggregate score (80 total shots) NRA Regional style match. 2 sighters allowed prior to each of the following stages.

- 20 shots fired offhand at 200 yd SR target in 20 minute time limit.

- 20 shots fired in two rapid fire strings in the sitting or kneeling position at the 200 yd SR target in a 60 second time limit per string.

- 20 shots fired in two rapid fire strings in the prone position at the 300 yd SR3 target in a 70 second time limit per string.

- 20 shots fired prone at the 600 yd MR target in a 20 minute time limit.

NOTE: A break will be provided after the 300 yd rapid fire stage to allow any competitor the opportunity to leave after completion of the short course events. Re-squadding of remaining competitors will be conducted prior to commencement of the 600-yd stage.

b) NMC – 500 aggregate score (50 total shots) NRA National Match Course style match. 2 sighters allowed prior to each of the following stages.

- 10 shots fired offhand at 200 yd SR target in 10 minute time limit.

- 10 shots fired in a rapid fire string in the sitting or kneeling position at the 200 yd SR target in a 60 second time limit.

- 10 shots fired in a rapid fire string in the prone position at the 300 yd SR3 target in a 70 second time limit.

- 20 shots fired prone at the 600 yd MR target in a 20 minute time limit.

c) JCG,SPR – 300 aggregate score (30 total shots) CMP approved John C. Garand match and Springfield matches. 5 sighters allowed prior to starting the following record course. Course repeated for military semi-auto rifles (JCG) and bolt-action rifles (SPR).

- 10 shots fired prone at the 200 yd SR target in a 20 minute time limit

- 10 shots fired in a rapid fire string in the prone position at the 200 yd SR target in a 70 second time limit.

- 10 shots fired offhand at 200 yd SR target in 10 minute time limit.

d) 600-YARD – 600 aggregate score (60 total shots) fired at the 600 yd MR target. Match consists of three 20 shot strings fired in a 25 minute time limit each. 2 sighters will be allowed prior to firing each 20 shot record string.

e) CMP EIC – 500 aggregate score (50 total shots) CMP sanctioned Excellence-In-Competition (LEG) match. No sighters allowed in this National Match style match fired as follows.

- 10 shots fired offhand at 200 yd SR target in 10 minute time limit.

- 10 shots fired in a rapid fire string in the sitting or kneeling position at the 200 yd SR target in a 60 second time limit.

- 10 shots fired in a rapid fire string in the prone position at the 300 yd SR3 target in a 70 second time limit.

- 20 shots fired prone at the 600 yd MR target in a 20 minute time limit.

4) Equipment – Any rifle with any sight is allowed for any of the NRA style matches (REG-800, NMC-500, 600-YARD). F-class will be allowed in the 600-YARD matches. The CMP approved John C. Garand matches will be restricted to standard grade, classic 30 caliber service rifles as required by the CMP (M1, M1903 and variants, M1917 Enfield, M1941 Johnson, M1 carbine). The CMP approved Springfield matches will be restricted to any military grade bolt-action rifle. The CMP sanctioned EIC matches will be restricted to rifles compliant with the CMP regulations for service rifles. All rifles must have an Open-Bolt-Indicator (OBI) inserted into the rifle’s chamber at all times when uncased and not involved with firing preparation or actual firing exercises.

5) Match Fees as follows.

a) REG-800 and NMC-500 match fees are $5 for FHRPC members and $10 for non-members.

b) JCG,SPR combined match fees are $10. CMP supplied 30-06 and 30-carbine ammo at extra charge.

c) 600-YARD and CMP EIC match fees are $20.

d) Juniors shoot for free!
