Allegan, Lansing8:00 a.m. to 5:00 p.m., M-F14.General Summary of Function/Purpose of PositionThe person in this position directs the activities of professional and technical/clerical staff providing support for the School Nutrition Programs (SNP) in accordance with the mission and vision of the office and department as a whole, serving as a first-line manager of two or more consultant positions, a 14-level manager and other professional and non-professional staff, and as a second-line manager of the staff reporting to the 14-level manager. As a 15-level manager, the priorities of this position are in promoting program integrity over Michigan’s administration of USDA school meal programs; building strategic relationships across other OHNS units, MDE offices, peer agencies, and with partnering entities; maintaining a focus on excellence in the customer experience; developing the skills and competencies of all staff members within the unit; valuing diversity, inclusion, voice, and equity among staff in order to ensure employee engagement, trust, and continuous improvement; communicating the MDE priorities and top ten goals; and assuring cohesion and coordination in technical assistance, training, and management of complex projects within the SNP unit and between OHNS work units.For Civil Service Use Only15.Please describe your assigned duties, percent of time spent performing each duty, and explain what is done to complete each duty.List your duties in the order of importance, from most important to least important. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary of Duty 130% of TimeLead technical assistance, customer service, training, and program monitoring for School Nutrition Programs and related grants administered at local school districts and sponsoring agencies in Michigan.Individual tasks related to the duty.Oversee coordination and collaboration with program outreach and development activities in alignment with office-wide goals for continuous improvement.Plan, promote, and co-lead cross-office projects where the school serves as the hub, such as school breakfast, summer food service, food distribution programs, early childhood nutrition, and after-school supper programs.Promote the MDE’s Whole Child messaging and goals through intentional design of school-based meal programs, in cooperation with the other OHNS work units.Direct proper preparation of records, reports, and correspondence relative to USDA training, promotion, compliance, and reporting. Teach and delegate ideal customer service techniques in responding to requests from the public, private organizations, school districts and other public agencies regarding due process, appeals, and other regulatory issues for all School Nutrition Programs.Develop and revise administrative policy, procedures, guidance materials, correspondence, and handbooks as applicable to School Nutrition Programs.Interpret federal regulations, state laws, and local statute regarding the administration of school meals programs to ensure that program integrity directly serves the needs of Michigan’s children.Make recommendations for continuous improvement to office directors regarding the administration of school meals programs from the state agency perspective.Gather perspectives of cooperating agencies and partnering organizations through formal and informal channels, leading structured discussions and active cooperation on projects and programs related to school meals.Coordinate across work units and across the department on the development and implementation of training and technical assistance supporting school meals programs. Each program has required program applications, monitoring and reporting, as well as training/technical assistance and outreach or program development requirements. This position provides leadership to accomplish a coordinated approach to the applications and program integrity reviews for the suite of School Nutrition Programs, but does so in a way that sets the needs of Michigan’s children as paramount, through close work with schools and districts for the best administration of these programs. As an essential office leader, this position is responsible for the positive professional culture, climate of trust, and organizational health that is the only pathway toward meeting these goals.26.In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position.EDUCATION:Possession of a Master’s Degree in a field of secondary or elementary education; higher education administration; guidance and counseling; school psychology; educational psychology or school social work; the social sciences; vocational education; mathematics; or a field related to education program administration (non-academic) is required (per Civil Service Commission specifications). A Master’s Degree in a field related to education program administration (non-academic) is preferred; i.e., food and nutrition, institutional management, school administration, business administration, business management, public administration, family and consumer science.A School Nutrition Specialist (SNS) and/or Registered Dietitian (RD) credential is preferred.EXPERIENCE:Three years of administrative or consultative experience in the field of K-12 or early childhood education, including one year of professional experience equivalent to an Education Consultant P13, Education Field Services Consultant P13, Education Guidance Consultant P13, Education Research Consultant P13, Higher Education Consultant P13, School District Consultant P13, Special Education Consultant P13, or Vocational Education Consultant P13 is required (per Civil Service Commission specifications).
