The "left" column of this document are the regulations adopted by the State Board of Education (June 28, 2008). This column contains provisions in addition to the federal regulations adopted by reference, for the delivery of special education to students and eligible young children.

The "right " column of this document are the federal regulations (August 14, 2006 and December 1, 2008) adopted by reference by the State Board of Education that has the effect of law governing the provision of special education delivered to students with disabilities attending public schools of Commonwealth and the provision of special education delivered to eligible young children through the preschool programs required under Act 212 of 1990. This side by side document does not include a complete version of the federal regulations.
