Private School Allocations, Consultation and Services for Title III English LearnersAll LEAs receiving federal Title III funds are required to serve private schools located within the public school’s attendance area. The LEA must:Include Title III EL services in their private school invitation letter. As part of the Equitable Services Consultation, include Title III in the discussion. Invite the private schools to the consultation meeting (for all Title funding sources). Explain that, under Title III, the private school is highly encouraged to explore points of collaboration that are mutually beneficial to leverage the funding available. Provide EL services and/or resources to private schools. No funds are transferred directly to the private school. Establish a process to include private school ELs in MSDS collections and ensure that private school English Learner students are accurately coded by the LEA in MSDS. When estimated allocations are available, use the Equitable Services Calculation Worksheet (Title III Tab) to determine the amount of funding available for each participating private school within the district’s boundaries. The private schools may utilize this funding to attend previously scheduled professional development session to hire/purchase instructional supports (teacher or paraprofessional), or purchase materials, List of Allowable Title III Activities. Note: Materials purchased with Title III funds belong to the LEA that originally received the funds and must be returned at the end of the school year. LEAs purchase the materials and share them with the private schools.Private schools must:Accurately identify and assess potentially eligible English Learners according Michigan’s Entrance and Exit Protocol. Agree to ensure that the WIDA Access for ELs is administered annually to identify English Learners. Share student growth data, a School Improvement Plan and the potential number of ELs when they begin the consultation process with the LEA.Additional Considerations and Best PracticesLEAs may invite private schools to attend any EL district professional learning offerings.If a private school has multiple buildings and those buildings span more than one district’s attendance area, the private school will need to complete the consultation process with the districts in which each of the private schools is located. (If one school building is in district A and another school building is in district B, two distinct consultations are required, unless there is a memorandum of understanding between the two districts.)For year one, LEAs may offer to screen and administer the summative assessment (WIDA) to any potential ELs identified through the Home Language Survey that attend the private schools. (This is done with LEA’s WIDA trained personnel.) This will be an “in kind” donation as the LEA will not receive funding for these efforts. It is done as a good faith effort to demonstrate a willingness to collaborate with the private school. In subsequent years, the private school may train private school personnel or test administration may be performed by trained district personnel. This is a critical component of the meaningful consultation. MSDS Coding: The LEA must include the private school students in the MSDS count for their school (code them correctly as private school students and EL). Funds for these students will come to the LEA in the following year’s allocation. The MSDS code that can be entered: (See the CEPI MSDS Manual for the current year)04 is used when the student lives outside the district but attends private school within the district boundaries08 is used when the student lives inside the district but attends private school within the district boundariesReminder: LEAs are responsible for purchasing the supplies and materials for the private school based on the budget provided. Instructional materials should be inventoried and returned to the LEA at the end of the school year. Instructional supplies that are consumable do not need to be returned.Include the total allocated amount for private school EL services in the LEA’s Title III EL budget in MEGS+ using function code 371.
