SUBJECT: CALIFORNIA COURSES APPROVED FOR OFFICE FOR DOMESTIC PREPAREDNESS (ODP) FUND EXPENDITURES

On behalf of the California Office of Homeland Security (OHS), the California Military Department has obtained conditional approval from the Office for Domestic Preparedness (ODP), United States Department of Homeland Security, for the expenditure of federal fiscal years 2003 and 2004 Homeland Security and Urban Areas grants concerning 73 California training courses on weapons of mass destruction (WMD) and anti-terrorism. The Military Department is providing ODP with additional clarification on 30 other courses that are awaiting approval.

As the Executive Agent for California=s OHS, the Military Department is responsible for the coordination and management of WMD training and exercises associated with the ODP State Homeland Security Grant Program and the Urban Areas Security Initiative Grant Program. The courses approved by ODP are California WMD-related and may be used to meet agency WMD training needs.

The listed courses from POST, the California Specialized Training Institute (CSTI), the State Fire Marshal (SFM), the Emergency Medical Services Authority (EMSA), and the California Fire Fighter Joint Apprenticeship Committee (CFFJAC) are conditionally approved for the expenditure of grant funds from the following sources:

• FY 2003 Urban Areas Security Initiative funds, Part II (UASI 03 II),

• FY 2003 State Homeland Security Grant Program funds, Part II (SHSGP 03 II), and

• FY 2004 Grant funds, when distributed, for both the UASI and SHSGP grant programs.

Eligible expenses for the use of these funds include costs associated with tuition, travel, per diem, overtime and associated backfill staffing costs. All of these expenditures must be paid from grant funds allocated to the 58 Operational Areas. No POST reimbursement will be allowed.

The Military Department has established an e-mail address to provide a single point of contact for all questions regarding the approved courses or the 30 additional courses for which they are seeking approval. As new courses are developed, they will be submitted for approval and added to the list. The e-mail address is:

The calendar is intended to include every WMD training event in California. The Military Department encourages every agency to submit information about scheduled training events to the contact address for posting to the calendar.

ODP, the Military Department, and POST have established an approval procedure for state and local agencies that have developed WMD or anti-terrorism training courses. These agency-developed training courses must be approved PRIOR to the expenditures of any federal grant funds for the training.
