|Program Identification: |

|The Educational Services and Support Division provides leadership and technical assistance for policy and programs that support student access, equity and success. The |

|Division administers more than $700 million annually in categorical and grant funds that help colleges provide support services across the campus and supplemental |

|services for special programs and populations. |

|Summary Statement: |

|Under the direction of the Dean, the California Work Opportunity and Responsibility to Kids (CalWORKs) Specialist will provide leadership in the planning, development, |

|implementation, and evaluation of the activities and functions of the California Community Colleges CalWORKs and Temporary Assistance to Needy Families (TANF) programs.|

|This requires collaborating with various Educational Services and Support Programs, including, but not limited to: Extended Opportunity Programs and Services (EOPS), |

|Cooperative Agencies Resources for Education (CARE), Cooperating Agencies Foster. Youth Educational Support (CAFYES), Disabled Students Programs and Services (DSPS), |

|Mental Health Services, Student Equity, Student Success and Support, Student Financial Aid, and Veterans Services, as well as other Chancellor's Office divisions |

|(Academic Affairs, Technology Research and Information Systems (TRIS), and Institutional Effectiveness and other divisions as needed). Additionally, this position |

|collaborates with the California Department of Social Services (CDSS), county human services agencies, workforce partners and other external entities. This position is |

|also provides support to one of the seven college regions served by the Regional Programmatic Support unit. |

|40 % |Program Development and Policy Analysis: Provide leadership and coordination to the CalWORKs program in the planning, development, implementation and |

|(E) |evaluation of activities and functions. Develop and interpret policies and procedures for the CalWORKs program. Work with stakeholders to review and discuss|

| |recommendations and forward them to the dean as needed. Develop and monitor the interagency agreement with CDSS. Participate in CalWORKs workgroups with |

| |CDSS. Represent sub-unit at division and agency meetings. Work closely with the Regional Programmatic Support unit Chancellor's Office staff to assure |

| |effective collaboration among the programs. Oversee the application and allocation process for the CalWORKs program. Serve as liaison with other Educational|

| |Services and Support programs and other divisions within the Chancellor's Office. Serve as liaison to external agencies, committees, work groups, etc., as |

| |necessary. |

|20% |Technical Assistance: Provide policy and technical information and support to the colleges regarding interpretation of legislation, budget act language, |

|(E) |policies, and procedures affecting the CalWORKs program. Oversee, coordinate, and conduct in-service trainings via Zoom, conferences, workshops, and |

| |one-on-one communications by email or telephone. Serve as resource for districts, colleges, and Chancellor's Office personnel on program statute, policy and|

| |procedural matters. |

|15% |Program Evaluation: Oversee the analysis and approval of the CalWORKs and TANF funding plans and budgets and assist in ongoing monitoring and evaluation of |

|(E) |the effectiveness of program activities. Develop reports for the Legislature, the Department of Finance and the Governor's Office regarding CalWORKs program|

| |activities and outcomes. Act as lead liaison with MIS and Research to compile data and summarize findings on CalWORKs students, program activities and |

| |outcomes. Oversee the completion of surveys, studies and reports. Collaborate with EOPS/CARE/CAFYES programs to review outcomes for similar student |

| |populations. |

|10% |Legislation: Monitor CalWORKs and federal TANF legislation and other related legislation as needed. Perform bill analysis and testify as requested. Develop |

|(E) |and advocate CalWORKs policy positions in consultation with the Dean. |

|10% |Fiscal Planning and Allocation: Monitor state and federal budget appropriations for tbe program (and within the terms of interagency agreement with CDSS). |

|(E) |Develop BCPs for CalWORKs funding. Oversee funding application and allocation process for the CalWORKs program and collaborate with other staff as needed. |

| |Act as lead liaison with Fiscal Services and Accounting on CalWORKs fiscal issues. Develop fiscal reports and revenue and expenditure estimates for CalWORKs|

| |funding. Act as liaison with districts and the CDSS on CalWORKs fiscal issues. |
